The CRA meeting was called to order by Chairwoman Gwen
Miller.
09:04:24 >>GWEN MILLER: Good morning.
09:04:25 We are ready to start our CRA meeting.
09:04:27 The chair will yield to Mr. John Dingfelder.
09:04:31 >> Good morning, council.
09:04:33 It's my pleasure and honor this morning -- come on
09:04:36 up -- to introduce Sherry Silk, a wonderful, valuable
09:04:42 member of our community.
09:04:43 Sherry is the Executive Director of the Tampa Bay

09:04:45 Humane Society, and she and her staff of volunteers do
09:04:49 tremendous work.
09:04:50 She's been working closely with the county, animal
09:04:53 services, to increase adoptions, and decrease
09:04:56 euthanizations of all of our pets in our community.
09:05:01 The Humane Society serves residents by providing free
09:05:04 shot clinics and free pet food in these tough economic
09:05:07 times.
09:05:07 And we are also collecting pet food.
09:05:14 And they have done 50-tons of pet food distribution
09:05:17 this year, and that fed almost a thousand animals for
09:05:22 free for folks out therefore in these tough times.
09:05:25 We are so glad you are in our community and working so
09:05:29 hard for the little critters who need you so badly.
09:05:31 Thank you very much.
09:05:34 If you want to stand, and we'll start stay standing
09:05:39 for the -- start with the invocation.
09:05:43 >> Sherry Silk: During these hard times, we pray
09:05:46 together for guidance and support to move as a nation
09:05:48 towards stability and prosperity.
09:05:50 We ask for relief for those impoverished and in dire
09:05:55 need and for those of us with wealth and abundance to

09:05:58 increase our charity and support.
09:05:59 Help to us give freely of ourselves in ways that make
09:06:02 a difference to our families and our pets, to our town
09:06:05 and our nation, and let us not forget the troops
09:06:08 serving our country.
09:06:09 We ask for protection for them as well as our
09:06:11 families.
09:06:12 Finally in the words of Albert Schweitzer, hear my
09:06:15 humble prayer for my friends the animals, especially
09:06:17 the animals who are suffering, for any who are lost or
09:06:22 frightened.
09:06:23 For all those who must be put to sleep he would ask
09:06:26 for mercy and pity and we ask for a heart of
09:06:30 compassion and gentle hand and kindly words.
09:06:32 Make us be true friends to animals and so to share the
09:06:36 blessing of the merciful.

09:07:06 >>MARK HUEY: We have before you as the redevelopment
09:07:11 agency board an important item of business, a
09:07:13 resolution improving -- approving a consortium
09:07:18 agreement.
09:07:19 This relates to one of our marquee redevelopment
09:07:21 efforts, the effort to redevelop the Central Park
09:07:23 Village, former public housing project, the initiative
09:07:28 being taken on by the Housing Authority and by the
09:07:30 Bank of America, promises one day to be a new half
09:07:34 billion dollar investment, a new neighborhood just
09:07:37 north of our downtown.
09:07:40 Cindy Miller, I know, had a chance to brief you on
09:07:43 this agreement.
09:07:43 And we offer it up to you for your approval.
09:07:46 The agreement would allow the Housing Authority to
09:07:48 move forward and represent our community in a federal
09:07:53 grant application process that would provide funding
09:07:56 for major infrastructure associated with the Encore
09:08:00 project, and if we are successful, also provide some

09:08:04 grant funds, significant grant funds to support East
09:08:08 Tampa redevelopment.

09:08:13 >>THOMAS SCOTT: I want to go ahead and move the item.
09:08:17 This item is also on our regular agenda which I pulled
09:08:21 to have Ms. Miller just highlight it for the viewing
09:08:23 audience to give more information at that point in
09:08:26 time.
09:08:26 But it is a worthwhile project.
09:08:29 And I offer strong support.
09:08:33 >> Second.

09:08:40 >>MARK HUEY: I sent a memorandum to you dated June
09:08:44 19th of an issue, I had requested that you take up
09:08:47 relating to our Heights redevelopment area, the
09:08:51 Heights riverfront CRA.
09:08:54 We have a historic building there, the water works
09:08:57 building, that we have come to learn has roof leakage
09:09:01 issues.
09:09:04 There is $70,000 in the 2007 TIF budget that you
09:09:08 previously approved that has not been expended and
09:09:11 there are no planned uses for those funds.

09:09:13 We would like to dedicate those funds to repairing
09:09:16 this roof situation.
09:09:18 The developer, who will eventually try to redevelop
09:09:20 the building, Darrin Booth, and the Heights team, are
09:09:24 very concerned about this matter, and how it might
09:09:27 affect the future redevelopment cost of the property
09:09:30 if the roof isn't repaired and water intrusion
09:09:34 continues.
09:09:35 So we were asking for your support on that.
09:09:37 >>GWEN MILLER: We have a motion.

09:09:43 The building is currently owned by the city, correct?
09:09:45 >>> That's correct.
09:09:46 >> And it's been designate add historic building?
09:09:48 >>> That's correct.
09:09:49 >> It seems to me in our role of stewards of an
09:09:52 historic building that obviously we have to keep the
09:09:54 roof in repair.
09:09:55 >>> Yes.
09:09:55 >> That's why I'm supporting this.

09:09:57 >>MARY MULHERN: I'm in support of fixing the roof,
09:10:02 too.
09:10:02 I just wants was a little -- I wondered that the money
09:10:07 is coming out of TIF funds, and if that was something
09:10:11 that had been formally discussed and approved by the
09:10:14 CRA advisory board for Tampa Heights.
09:10:17 >>MARK HUEY: They are aware of it.
09:10:21 We provided this memorandum to them.
09:10:22 But because of their meeting schedule and how this
09:10:24 information came to us in between meetings, they
09:10:27 haven't taken official action.
09:10:28 When do think they will be quite supportive, again
09:10:31 because it's a critical part of the overall
09:10:34 redevelopment of the park, and the Heights
09:10:38 redevelopment.
09:10:38 So they have always supported enhancing and improving
09:10:43 and restoring the --
09:10:46 >> But it's a city-owned building?
09:10:49 >>> Yes, it is.
09:10:50 >> I think I read in your memo that this is part of
09:10:54 the roof that had already been repaired?

09:10:56 >>> Yes.
09:10:57 There's part of -- in fact, if I can have the Elmo, it
09:11:02 might be helpful.
09:11:04 Actually it's a complicated roof.
09:11:09 The yellow -- you see quite a configuration of
09:11:13 buildings.
09:11:14 The yellow is the roof structure that needs repair.
09:11:20 This is the roof that was previously repaired.
09:11:24 And what is now happening is you have a gable roof
09:11:28 here, concrete flat roof here, and you see intrusion
09:11:33 into the building in those areas.
09:11:36 So, yes, a portion was once refurbished.
09:11:39 We are working on now a portion of the building that
09:11:41 had not received that refurbishing.
09:11:44 >>MARY MULHERN: I had some concern that we weren't
09:11:49 paying for this out of whatever city moneys as opposed
09:11:53 to TIF moneys considering it's a city-owned building,
09:11:57 and needs maintenance.
09:11:59 But if the CRA board is okay with it -- I mean, the
09:12:07 advisory board, I'll support it.
09:12:11 But I think it would be nice in all of these CRAs
09:12:17 when we are using TIF dollars that they get to weigh

09:12:21 in on it.
09:12:21 >>> I agree.
09:12:22 And were it not for rainy season we would have gone
09:12:25 through that process.
09:12:26 And that's really what's driving this to take a little
09:12:28 bit of a different course.
09:12:29 And we appreciate your patience in that, because we
09:12:32 agree that we always like to run things through the
09:12:34 advisory committee.
09:12:35 I will just share with you, just as a reminder, that
09:12:38 in these redevelopment plans for the CRA the board
09:12:41 approved redevelopment plan, the preservation of
09:12:44 historic structures is called out as an important
09:12:47 redevelopment element and therefore is qualifying for
09:12:50 these TIF revenues.

09:13:29 And the exciting news is the Department of
09:13:31 Transportation, after eight years of pleading, has
09:13:34 agreed to create a 12-foot multimodal bike-pedestrian
09:13:40 path from Landry's all the pay past Ben T. Davis to
09:13:45 the bridge, and that will begin construction in a
09:13:47 year, and that will enable us to create more
09:13:50 opportunities for a healthy life-style.
