08:17:12 >>GWEN MILLER: The chair will yield to Mr. Charlie

09:04:10 Miranda.

09:04:10 >>CHARLIE MIRANDA: Thank you, Madam Chair.

09:04:12 It is my honor this morning to introduce to you Steve

09:04:15 Michelini, who will say the morning prayer.

09:04:17 And please rise for the prayer and remain standing for

09:04:21 the pledge of allegiance.

09:04:23 Steve is an outstanding citizen.

09:04:26 Thank you, Steve.

09:04:27 >> Good morning.

09:04:28 Wish to bow your heads and pray with us, if you so

09:04:32 choose.

09:04:32 In honor and worship of the Lord, who is all of our

09:04:36 guiding spirit and we all have our faith in.

09:04:40 Through all nations from the beginning of known and

09:04:44 recorded time, through all the samaritans, the Greeks,

09:04:47 Egyptians, Hebrews, Romans, Native Americans, we ask

09:04:52 all mighty God to bless us in all the deliberations we

09:04:56 bring before you.

09:04:57 We ask that in your name. Amen.

09:05:02 [PLEDGE OF ALLEGIANCE]

09:05:16

09:05:21 >>JOSEPH P. CAETANO: Here.

09:05:25 >>CHARLIE MIRANDA: Here.

09:05:28 >>MARY MULHERN: Here.

09:05:30 >>GWEN MILLER: Here.

09:05:32 At this time, I'd turn it over to Mr. Mark Huey.

09:05:36 >>MARK HUEY: Good morning.

09:05:36 Start our meeting this morning of the Community

09:05:37 Redevelopment Agency.

09:05:39 We have our monthly report from a CAC president.

09:05:43 And we are fortunate to have Brenda Christian here, who

09:05:46 heads up the Heights community advisory committee.

09:05:55 >> Good morning, Madam Chair.

09:05:56 Members of the board.

09:05:57 It is a pleasure to be here.

09:05:59 Unfortunately, this is my last time to be here, as the

09:06:03 and president of our advisory committee.

09:06:05 We'll be electing new officers at our next meeting.

09:06:08 So, I thank you for the opportunity to have been able

09:06:11 to serve you in this capacity.

09:06:13 Would like to thank you for nominating car man Johnson

09:06:18 to be a part of our board, as well as reelecting Jeff

09:06:22 Warren.

09:06:22 He's been a wonderful asset to our committee.

09:06:25 And I'm certain that carman will also have the

09:06:29 opportunity to meet her last month -- the history of

09:06:32 her family is free nominal and I think she'll add a lot

09:06:36 of good things to our discussions.

09:06:37 I'll start off by talking a little bit about a few past

09:06:43 events that we have had.

09:06:44 We have successfully put on a putt putt golf event.

09:06:49 Was a lot of fun.

09:06:50 We had a lot of football players there, a lot of, it

09:06:55 was very, very fun.

09:06:57 We recently had the jazz festival.

09:07:00 Mayor Iorio came and gave us kind of a sendoff.

09:07:07 The music was awesome.

09:07:09 It was from Blake High School.

09:07:11 The kids were great.

09:07:12 And we had a really good turnout on that.

09:07:15 We also recently had the restaurant walk.

09:07:18 You should have received invitations to give to your

09:07:22 favorite restaurant.

09:07:23 So I hope you gave those out.

09:07:25 Turnout was very good.

09:07:27 And hopefully, at our next meeting, committee meeting,

09:07:30 we'll get to hear whether or not we have some takers on

09:07:34 some space down along our Riverfront.

09:07:37 For restaurants.

09:07:38 So, it is getting more and more excited and I hope that

09:07:44 we'll get to have some good eating places, because it

09:07:47 is within walking distance of my house.

09:07:49 We have some upcoming events.

09:07:52 February 20, starting at 3:00, we are going to have a

09:07:56 taste of Tampa's Riverwalk.

09:07:59 It is for age 21 and over.

09:08:01 I have the information here and I will leave that with

09:08:05 the receptionist in there, so that you can copy it and

09:08:10 if you wish to attend, then you can call and make

09:08:12 reservations.

09:08:13 There will be six or seven restaurants along the river

09:08:17 that we'll be stopping at.

09:08:20 It is $55 per person.

09:08:22 You will get to discover on the water taxi the

09:08:26 different restaurants that you can get to very quickly

09:08:28 and with a very scenic tour.

09:08:30 The next thing we have upcoming is the arts show.

09:08:35 And that will be March 4 through 6.

09:08:39 It is also adults only.

09:08:41 It is a focus on the human form.

09:08:43 And I do have that information, I'll leave that at the

09:08:46 desk so that you can take a look at it and determine

09:08:49 whether that's something you would like to attend.

09:08:51 Other than that, upcoming things that, other than

09:08:56 parties and fun times, we have our first wedding

09:08:58 reception scheduled in the Charlie bar.

09:09:01 We have our first wedding scheduled at the trolley run.

09:09:05 And we have our first bar mitzvah.

09:09:08 So things are picking up and we are very excited.

09:09:11 I will not tell you how I spelled bar mitzvah.

09:09:14 [ Laughter ]

09:09:16 >> We have some changes going on.

09:09:20 Or at least some reconstruction.

09:09:24 Planning is underway for the beginning of phase one of

09:09:26 the waterworks building.

09:09:28 And we are hoping for an opening around October.

09:09:34 As things go, we are just going to continue to hope, so

09:09:36 that will be very exciting.

09:09:38 Mostly just hoping that we'll be able to put at least

09:09:41 one space area of that into use for public, probably a

09:09:46 cafe.

09:09:47 So, other than that, does anybody have any questions

09:09:50 for me?

09:09:52 >>GWEN MILLER: Miss Saul-Sena.

09:09:56 >>LINDA SAUL-SENA: I understand the green building --

09:09:59 the beck, has a green roof.

09:10:01 I believe that's the first green roof in the city

09:10:03 except for the small one at the performing arts center.

09:10:06 >> I believe you are correct.

09:10:08 Daron would be better able to answer that.

09:10:10 But the building is shaping up and it is absolutely

09:10:13 stunning.

09:10:13 Especially from the water.

09:10:16 >>LINDA SAUL-SENA: Well, in terms of positioning the

09:10:17 area as innovative area, that's a great step.

09:10:21 >> Yes, it is.

09:10:22 Anyone else?

09:10:25 >>GWEN MILLER: Thank you for a great report.

09:10:27 We're going to miss you.

09:10:28 >> Well, I'll still be around.

09:10:30 I'm going to stay as long as I can.

09:10:33 >>GWEN MILLER: Great.

09:10:33 >> It was my input for the next time that I'm up here

09:10:36 to be reelected.

09:10:37 [ Laughter ]

09:10:38 >> Thank you very much for allowing me.

09:10:41 >>GWEN MILLER: Mr. Huey, before you come back, I have a

09:10:44 special guest I need to introduce because needs to get

09:10:47 back to work.

09:10:48 Mr. Frank Crum, the chair of the Black History program.

09:10:50 He has a special message he would like to give us.

09:10:54 >> Good morning, honorable City Council.

09:11:00 My name is Frank Crum, and I am the president of the

09:11:03 City of Tampa black history committee.

09:11:05 I'm here today with several of our committee members

09:11:07 and officers.

09:11:08 Debby Mercer, Gregory HART, Regina lock.

09:11:14 Tanya Brickhouse, Ed Johnson.

09:11:17 And we are just a small part of a bigger picture here.

09:11:20 And we would like to invite you to the 22nd annual

09:11:24 City of Tampa black history celebration.

09:11:26 We are not only you, but everyone in Council chambers

09:11:29 and all those within the viewing audience.

09:11:31 The celebration is going to be taking place at the

09:11:34 Tampa convention center and ballroom B, on February the

09:11:37 17th.

09:11:38 Which is a Wednesday.

09:11:38 The program begins at 11:00 a.m.

09:11:41 Prior to that, we'll be having, what is called the

09:11:44 black history living museum.

09:11:46 And what that does, it gives the opportunity for young

09:11:49 kids to role-play in the aspects of great

09:11:54 African-American men and women throughout our history.

09:11:56 And within the nation's history.

09:11:58 So we invite you out for that event.

09:12:00 Again, please come out, 22nd annual black history

09:12:04 celebration.

09:12:05 Our theme is with open arms, reconnecting the family.

09:12:08 At the Tampa convention center.

09:12:09 Our keynote speaker is Veronica Martin, the

09:12:13 vice-president of women and children's services at

09:12:15 Tampa General Hospital.

09:12:16 Thank you for your time today. >> thank you.

09:12:19 I know everyone will be there.

09:12:23 >> Is that this Saturday?

09:12:25 >>GWEN MILLER: Next Wednesday.

09:12:26 Okay, Mr. Huey.

09:12:29 >>MARK HUEY: Good morning again.

09:12:30 I just wanted to thank Brenda before she leaves.

09:12:32 You will always have the distinction of being the

09:12:35 founding chairwoman of the Heights advisory committee.

09:12:40 We really appreciate your dedicated support.

09:12:42 And we know you are not going far.

09:12:45 So thanks.

09:12:46 Monthly report is the next agenda item.

09:12:50 And I don't know that I will ever give you a better

09:12:52 monthly report than that.

09:12:54 All we have to say is, Encore, high-speed rail, the

09:12:59 opening of Curtis Hixon park, and now the opening of

09:13:03 the Tampa Museum of Art.

09:13:05 Again, I don't think I have ever brought you a monthly

09:13:09 report with that kind of progress.

09:13:10 And I may never again.

09:13:11 All of them, huge milestones.

09:13:15 For our city and our community.

09:13:16 And your leadership as a board, as a City Council, was

09:13:22 integral to making all those things happen.

09:13:24 So it was a great month of celebrations and progress

09:13:27 for our city.

09:13:28 A quick report on the museum opening.

09:13:32 That occurred this past weekend.

09:13:36 2700 people -- 2700 citizens came down to visit the new

09:13:42 museum, and enjoy it.

09:13:45 Already the museum is being picked up by the national

09:13:47 press.

09:13:48 And creating great publicity for our community, as a

09:13:52 community for the arts.

09:13:54 In addition, they had over 350 citizens become members

09:14:00 of the museum.

09:14:01 So, to the viewing audience, I'd like to invite you to

09:14:04 come down, see this new treasure of our city and join

09:14:08 up.

09:14:09 Become a member.

09:14:09 You will be surprised how affordable it is to become a

09:14:12 member as an individual and a family at the new art

09:14:16 museum.

09:14:16 So, again, great progress, lots of other things are

09:14:19 reported in the monthly report.

09:14:22 But certainly, those rise to the top.

09:14:29 >>THOMAS SCOTT: You failed to mention the food the

09:14:31 great.

09:14:31 >>MARK HUEY: Yes.

09:14:32 Definitely.

09:14:33 >>GWEN MILLER: Miss Saul-Sena?

09:14:36 >>LINDA SAUL-SENA: It is open seven days a week and

09:14:38 free to the public on Thursday nights from 6:00 to

09:14:40 9:00 and Saturday mornings from 9 to 11.

09:14:42 Open seven days a week, I think from 11 to 7:00 all the

09:14:45 other days.

09:14:46 >>MARK HUEY: Thank you.

09:14:48 >>LINDA SAUL-SENA: Fabulous.

09:14:49 Congratulations for all the work you put into it.

09:14:52 >>GWEN MILLER: We like that report, Mr. Huey.

09:14:54 >>MARK HUEY: As I said, can't beat this monthly report.

09:14:57 Next item, I'd actually like for Michael Hatchett to

09:15:02 handle items 3 and 5 together.

09:15:04 An update on the Encore project and then the community

09:15:07 advisory committee that we have for the Central Park

09:15:10 CRA.

09:15:17 >>MICHAEL HATCHETT: Good morning, Michael Hatchett.

09:15:20 Wanted to cover two items on your agenda.

09:15:22 One would be an update on the Encore project.

09:15:25 And we are still on cloud nine.

09:15:27 Having received notice of the $38 million NSP 2

09:15:31 stimulus grant that the federal government is making

09:15:35 available to the project.

09:15:36 There have been, a lot of excitement, and we're looking

09:15:43 forward to working with the Encore development team and

09:15:45 finally making this project a reality.

09:15:48 Couple things I wanted to share with you.

09:15:51 Again, in the midst of all of the excitement and trying

09:15:53 to wrap our arms around the grant that we have received

09:15:57 and trying to map out our understanding of the grant

09:16:02 and our next steps, I know there are a lot of questions

09:16:05 that you and the public might have about the project, a

09:16:09 lot of which I can't answer at this time.

09:16:10 But would with be able to answer those as the project

09:16:14 evolves.

09:16:15 But do want to let you know that the Encore development

09:16:18 team and the appropriate city staff, which is an arm of

09:16:22 people, are all working together.

09:16:23 To make this project a reality.

09:16:27 We're working on items, construction plans, permits,

09:16:32 the development agreement, all of the facets of the

09:16:35 approvals that need to take place.

09:16:37 We are working diligently on.

09:16:39 And hopefully over the next, within the next several

09:16:42 months, we'll be back before you, both as CRA board and

09:16:45 the City Council, for your consideration of the

09:16:48 development agreement that we are negotiating with them

09:16:52 presently.

09:16:52 And also for the creation of a community development

09:16:55 district.

09:16:56 So we'll certainly be back before you regarding that.

09:17:00 And also, on a monthly basis, we'll be providing you

09:17:05 with updates and milestones and the project benchmarks

09:17:10 as the project evolves and we get those calendared out,

09:17:13 so that we can share those with you, so you will be

09:17:16 abreast of all of the key things that are happening.

09:17:19 One key thing that is happening, if I could have the

09:17:21 Elmo.

09:17:23 To share with you, an event that is coming up a week

09:17:28 from tomorrow.

09:17:29 It is a subcontractor job fair.

09:17:31 It is taking place on-site at Encore.

09:17:33 The site for the viewing audience is located just east

09:17:37 of Perry Harvey park, west of Nebraska avenue.

09:17:41 And it will be from 10:00 a.m. to 3:00 p.m. in the

09:17:44 afternoon.

09:17:45 And it is for subcontractors.

09:17:48 And if you would be interested in participating, I

09:17:52 would strongly encourage visitors to log on to ZMG

09:17:59 Encore.com.

09:18:00 There is a way to register your qualifications as a

09:18:03 subcontractor.

09:18:04 That's something that I would encourage participants or

09:18:07 interested parties to do before attending the fair.

09:18:10 And just want to invite everybody out who would be

09:18:13 interested in participating as a subcontractor in the

09:18:16 construction of the infrastructure.

09:18:18 Again, that is a week from tomorrow.

09:18:20 And log on to ZMGEncore.com.

09:18:24 And all of the information that is needed to

09:18:27 participate is provided at that site.

09:18:29 Any questions on Encore before I move on to the

09:18:33 committee?

09:18:34 >>GWEN MILLER: Miss Saul-Sena.

09:18:36 >>LINDA SAUL-SENA: Thank you.

09:18:36 The is the hiring being done by the housing authority

09:18:39 or by bank of America?

09:18:41 Or by the city?

09:18:46 Who's the lead entity in this?

09:18:49 >> The housing authority is the lead entity and the

09:18:51 grant, and they are working with the ZMG construction

09:18:55 as the general contractor for the infrastructure.

09:18:58 And they will be bringing in subcontractors to work

09:19:01 under, under their leadership.

09:19:04 >>LINDA SAUL-SENA: Thank you.

09:19:08 >>MARY MULHERN: What categories of subcontractors?

09:19:10 Can you give me an idea?

09:19:13 >> This would be work involved, water, sewer.

09:19:15 And the underground utility work.

09:19:19 So this would be the horizon work.

09:19:23 >> No architecture?

09:19:25 >> I'm sorry, missed your question.

09:19:27 >> No architecture or anything?

09:19:29 >> Not at this point.

09:19:31 >> Okay, thanks.

09:19:32 >>GWEN MILLER: You may continue.

09:19:34 >> Thank you.

09:19:35 Last, late last year, you know we went through the,

09:19:38 recruitment process to fill vacant positions on a

09:19:42 number of our advisory committees.

09:19:45 And through that process, we did not receive any

09:19:47 applications for seats that are open on the Central

09:19:50 Park community advisory committee.

09:19:53 And so I wanted to provide you today with an update of

09:19:56 where we stand in trying to fill those seats.

09:20:00 Again, back to the Elmo if we may.

09:20:02 We are currently recruiting for the two open seats that

09:20:09 the city has available for that.

09:20:12 And those applications for the seats are available on

09:20:16 the economic development web page.

09:20:18 Or they can be received from the city clerk's office.

09:20:22 The application deadline for that is the 24th of this

09:20:26 month.

09:20:26 And then I would hope to be back before you at our next

09:20:29 CRA board meeting to ask for your consideration of the

09:20:33 appointment.

09:20:34 As you were aware, when the CRA was created,

09:20:37 Hillsborough County has two ex-officio seats that they

09:20:43 appoint to the board.

09:20:44 And one of those seats is now open, due to a term

09:20:48 expiration.

09:20:49 And so they are now in a recruitment process to fill

09:20:54 their open seat.

09:20:55 And that application can be received from the web site

09:20:58 provided here, or directly from the county center on

09:21:01 the second floor at the BOCC reception area.

09:21:05 Their application period closes on the 25th of this

09:21:09 month.

09:21:10 And they will be making their appointment on March the

09:21:13 17th.

09:21:14 So hopefully we'll have all nine of our seats filled.

09:21:17 Looking forward to a positive year and a fun year

09:21:19 working with the community advisory committee, now that

09:21:23 Encore will be up and running and hopefully that will

09:21:26 be stimulating other development activities in the

09:21:30 neighborhood that that committee would be excited to

09:21:33 participate in.

09:21:35 >>GWEN MILLER: Miss Saul-Sena.

09:21:37 >>LINDA SAUL-SENA: Thank you.

09:21:38 The last time we met as a CRA and selected board

09:21:40 members, you might remember that Rachel gross withdrew

09:21:44 her application for the seat she had initially sought

09:21:48 and told me afterwards that she had already asked the

09:21:51 clerk to put in her application for this seat.

09:21:54 >> She does remain interested.

09:21:57 And the application, she is modifying.

09:22:00 To resubmit for Central Park, as she originally had to

09:22:05 apply for Heights.

09:22:06 So that application is being modified and I do expect

09:22:08 that she would resubmit.

09:22:10 >>LINDA SAUL-SENA: I thought it had already happened.

09:22:12 So, good.

09:22:15 >>GWEN MILLER: Any other questions?

09:22:17 Anything else?

09:22:19 >> Thank you.

09:22:19 Thank you very much.

09:22:21 >>GWEN MILLER: All right.

09:22:25 >>MARK HUEY: As we are leaving Encore and the success

09:22:28 of the 28 million HUD grant there, I don't want to

09:22:32 forget, particularly with miss Bess behind me, the

09:22:35 other 10 million.

09:22:37 And the great significance that that will have for East

09:22:40 Tampa and Ybor City as well.

09:22:42 So, believe me, we celebrated that as much as the

09:22:47 Encore progress.

09:22:48 So, again, very significant month.

09:22:53 Item 4, high-speed rail update, when we put that on the

09:22:59 agenda, we put it anticipating that we might have some

09:23:02 more info to be able to share with you.

09:23:04 I know all of you are anxious to learn more about how

09:23:08 that process will unfold.

09:23:10 And it is going to have a very significant impact on

09:23:13 our downtown.

09:23:14 We're going to have quite a station, we hope, that will

09:23:17 be not just a stop along the way, but a real public

09:23:23 amenity for our downtown.

09:23:24 There is, unfortunately, no particular information to

09:23:29 report to you at this time.

09:23:30 The process for moving forward on high-speed rail is

09:23:35 being controlled by the Tallahassee office of the

09:23:38 department of transportation.

09:23:40 We have been working quite a bit with the local office,

09:23:42 and trying to stay abreast of how things will unfold at

09:23:46 the state level.

09:23:47 But as of this time, there's no particular news to

09:23:50 report.

09:23:50 But we'll continue to keep that front and center.

09:23:53 And as information is provided, even in the absence of

09:23:57 a board meeting, we'll make sure that you have you it

09:24:00 as soon as possible.

09:24:01 We are all eagerly waiting how that will unfold.

09:24:04 The item 6, just wanted to remind the viewing audience,

09:24:12 that we have, if I can have the Elmo --

09:24:15 The community redevelopment agency board will be in

09:24:20 Ybor City on February 16.

09:24:24 The community is looking forward to hosting you.

09:24:27 There for an open house.

09:24:28 It will occur at the Ybor City campus.

09:24:32 You can see the date, the time and if anyone in the

09:24:35 viewing audience has questions, they can call 274-7936.

09:24:40 We're looking forward to having a good turnout for your

09:24:42 visit to Ybor.

09:24:43 Next item is a, wanted to update you on the facade

09:24:52 program.

09:24:52 You put that in place some months ago.

09:25:01 You will be receiving, and we're going to ask toward

09:25:05 the end of this meeting actually that we schedule a

09:25:08 special called CRA meeting.

09:25:10 We are brig to closure the first application, the first

09:25:14 award of a grant under the facade program.

09:25:17 And it is for a project you're going to be excited

09:25:20 about in Ybor City.

09:25:21 It is actually taking a bar and helping transform it

09:25:24 into a restaurant.

09:25:25 Exactly the kind of thing we hoped this incentive

09:25:29 program might do.

09:25:29 Beyond that, we have six other applications that have

09:25:34 been submitted in Ybor.

09:25:36 And that are in various stages of review.

09:25:38 So we have had the most activity of completed

09:25:42 applications occur there.

09:25:44 We continue to market the program in East Tampa.

09:25:47 And Drew Park.

09:25:49 But at this point, don't have any applications.

09:25:52 So I just do a shoutout to East Tampa and Drew Park.

09:25:56 The program a's a good one.

09:25:58 It is working.

09:25:59 We're showing how it is working in Ybor.

09:26:01 And we hope to entice some businesses in those other

09:26:04 redevelopment areas to be involved.

09:26:07 >>GWEN MILLER: Miss Saul-Sena?

09:26:09 >>LINDA SAUL-SENA: Thank you.

09:26:09 Do we have enough funding set aside to meet the

09:26:14 requests that we are receiving in Ybor?

09:26:17 >>MARK HUEY: Yes, we do at this time.

09:26:18 Although there is a concern that we may need to

09:26:23 allocate more monies.

09:26:25 But that will be a good problem to have.

09:26:27 We are all convinced.

09:26:29 >>LINDA SAUL-SENA: I want to encourage you.

09:26:30 If it looks like we are getting solid applications but

09:26:33 we don't have enough funding set aside, that you will

09:26:35 come back to us with that so we could perhaps shift

09:26:37 some resources.

09:26:39 Because that's charge excellence.

09:26:41 I was driving down seventh avenue the other day.

09:26:43 And there's a facade on the south side of the street, I

09:26:46 think it is the Larson's furniture building.

09:26:49 >> Yes.

09:26:50 >>LINDA SAUL-SENA: Windows that have been blocked in

09:26:51 for as long as I can remember, are being opened.

09:26:55 The brick is being regrouted.

09:26:57 It looks fantastic.

09:26:59 It is a dramatic transformation.

09:27:01 >>MARK HUEY: And they are one of the applicants,

09:27:03 significantly they also received the ma -- a large

09:27:06 amount of funding from the historic preservation trust

09:27:09 fund.

09:27:10 Another of the programs that you helped facilitate and

09:27:13 oversee.

09:27:14 And so that's going to be a great example at the end of

09:27:16 the day about the private sector and public sector

09:27:19 working together to preserve a very important part of

09:27:24 the fabric on seventh avenue, the historic fabric you.

09:27:29 >>LINDA SAUL-SENA: What I would encourage you to do,

09:27:30 when projects like that are come frog fruition to come

09:27:34 back to us with before and after photographs.

09:27:36 Because the contrasts will be so vivid.

09:27:37 And it is such a gift to seventh avenue, which is our,

09:27:41 our pride and joy in Ybor.

09:27:43 So, thank you.

09:27:45 >>MARK HUEY: Thank you.

09:27:46 >>GWEN MILLER: Commissioner Scott?

09:27:47 >>THOMAS SCOTT: Mr. Huey in regards to the facade

09:27:49 programs, similarly that all the applications come out

09:27:51 of Ybor City, are there any impediments, you think for

09:27:58 our other areas have not submitted?

09:27:59 Or do you have any idea?

09:28:03 >>MARK HUEY: We're collecting that information.

09:28:04 Again, I will give you a -- in East Tampa, we have had

09:28:07 as an example, 18 inquiries.

09:28:09 We have distributed 14 applications.

09:28:12 And a we are working to pursue each of those folks who

09:28:16 have gotten an application.

09:28:20 You'll know -- these applications aren't available on

09:28:22 the internet.

09:28:23 We have made it so that you have you to come down to

09:28:25 our office, so we get to meet you.

09:28:27 We get to get your contact information.

09:28:29 We get to encourage you to get involved.

09:28:31 And then have an ability to follow up with you.

09:28:34 So, and the reason for that is we're trying to learn

09:28:38 and be able to answer the question you're asking.

09:28:41 If there's reasons why folks aren't coming forward to

09:28:44 be part of the program, we might bring to you some

09:28:47 modifications.

09:28:52 >>THOMAS SCOTT: Reason I raised that, because I though

09:28:54 there was a lot of interest early on in the process,

09:28:56 from a lot of people in the East Tampa, I do know.

09:28:59 So to hear that no one has applied is quite surprising.

09:29:02 However, I'm delighted to hear that Ybor City is taking

09:29:06 advantage of the opportunity.

09:29:08 So we just want to make sure that everyone is aware and

09:29:11 taking advantage of it.

09:29:12 Or if there's any reason any impediments, that we can

09:29:18 address that.

09:29:19 And maybe make some corrections if need be.

09:29:21 While I'm speaking on that, also, what you failed to

09:29:25 mention, there was open house yesterday at the quality

09:29:29 inn.

09:29:30 Which is newly renovated.

09:29:33 Used to be, I guess it was holiday inn for years.

09:29:40 Then something else.

09:29:41 But it is very nice.

09:29:42 Mr. Johnson was there.

09:29:43 The mayor was there.

09:29:44 And many of the other CRA, miss Bess was there.

09:29:52 Very good turnout.

09:29:53 Very nice facility.

09:29:54 So I just want to say to this board, this Council, that

09:29:58 when you see those kind of things happening, it is a

09:30:00 result of your involvement as well.

09:30:02 Your activity on, on the CRA allows for the funds to be

09:30:09 available and help these areas.

09:30:10 So, I just want to make your away of -- aware of that.

09:30:15 >> MARK HUEY: I appreciate you mentioning that.

09:30:18 >>THOMAS SCOTT: In the midst of what's going on, that's

09:30:19 very good for this community.

09:30:25 >>MARK HUEY: Absolutely.

09:30:26 You should know how hard Ed Johnson and the community

09:30:29 have worked on that, for, I'm going to say two years --

09:30:33 longer maybe?

09:30:34 Two years.

09:30:36 There was a vision to redevelop that and Ed has been so

09:30:40 hands-on from the first days.

09:30:41 From trying to encourage the developer to come and take

09:30:44 a look at it, to helping with financing.

09:30:47 And as you probably are aware, TIF dollars were used

09:30:50 around the project to, in partnership with the

09:30:54 developers.

09:30:54 Part of enticing them to be part of it.

09:30:57 And the community from the beginning met with the

09:31:00 developer, and listened to the vision and supported

09:31:03 what he was trying to do.

09:31:05 And it is a great partnership.

09:31:07 But two years, two years of work to make that happen.

09:31:11 So, thanks for bringing that up.

09:31:15 >>GWEN MILLER: Someone is talking to people on 22nd,

09:31:18 because I see some facade work doing on 22nd.

09:31:21 >>MARK HUEY: Isn't that great to see?

09:31:24 >>GWEN MILLER: You saw that?

09:31:25 On Martin Luther King.

09:31:27 >> MARK HUEY: I think a good built of that is the fact

09:31:29 that we're getting ready to do improvements on 22nd

09:31:32 street.

09:31:32 And everyone knows that.

09:31:34 We have had meetings in the community.

09:31:35 And you know, you have seen the rendering.

09:31:37 It is going to be beautiful.

09:31:39 So what you see is some investment activity occurring,

09:31:42 of folks sprucing up their centers.

09:31:45 And we are very excited about that.

09:31:47 >>GWEN MILLER: I was too when I passed that and saw

09:31:49 that.

09:31:49 Thought maybe -- let's do it.

09:31:53 Miss Mulhern?

09:31:55 >>MARY MULHERN: Thank you.

09:31:56 I just wanted to follow-up a little bit on that.

09:31:58 That's really encouraging, mark, that you got 18

09:32:02 inquiries and you said 14 applications from East Tampa.

09:32:04 I'm-

09:32:05 >>MARK HUEY: We have distributed.

09:32:07 They haven't turned them in.

09:32:08 We have distributed them.

09:32:09 So we are following up and monitoring.

09:32:12 >>MARY MULHERN: When you said people come to you to

09:32:15 enter screw and apply, is that downtown?

09:32:18 >>MARK HUEY: No, it is at the East Tampa office.

09:32:19 The TPD 3 station.

09:32:22 >>MARY MULHERN: So it is conveniently located.

09:32:25 >>MARK HUEY: Yes.

09:32:26 >>MARY MULHERN: Sounds like you need maybe some more

09:32:28 advertising, marketing, to let people know.

09:32:31 >>MARK HUEY: Well, we're going to learn why these

09:32:33 applicants-- they come down.

09:32:36 They're obviously interested.

09:32:37 They take the time to come down and they visit with our

09:32:40 staff and we're very helpful in trying to help them

09:32:42 through the application process.

09:32:44 But none are yet turning them in.

09:32:46 So we want to find out why.

09:32:47 And see if there's anything about the way the program

09:32:50 is set up that we could adjust.

09:32:52 Maybe just East Tampa, to make it more, more of an

09:32:57 incentive.

09:32:58 So we may bring back to you recommendations.

09:33:00 We are going to bring back to you, in the process of

09:33:02 going through the first award, we have made some -- we

09:33:06 have learned some things about the process and are

09:33:08 going to bring back to you some recommendations about

09:33:10 how to change some of the technical aspects of the

09:33:14 program that you put in place.

09:33:15 And those Will be coming to you.

09:33:17 But wool keep trying to get that program better and

09:33:21 more people involved.

09:33:22 But we are excited to be brig you the first award in

09:33:26 just the next couple weeks.

09:33:28 >>MARY MULHERN: You are working for the East Tampa part

09:33:30 with the CAC?

09:33:32 >>MARK HUEY: Yes.

09:33:33 >>MARY MULHERN: Maybe that needs to be agenda item on

09:33:35 their next meeting.

09:33:37 >>MARK HUEY: Well, they have been one of the biggest

09:33:38 supporters of getting this program in place.

09:33:40 From the beginning.

09:33:41 The business and economic development part of the,

09:33:46 partnership has been a real support of this program.

09:33:48 So, we'll collaborate, continue to collaborate with

09:33:51 them on it.

09:33:53 >>MARY MULHERN: Thanks.

09:33:58 >> MARK HUEY: I think that concludes all of the staff

09:34:00 reports.

09:34:02 >>GWEN MILLER: So now we'll go to public comments.

09:34:04 Anyone in the public like to speak, you may come up and

09:34:07 speak now.

09:34:18 >> Madam chairman and member of the CRA agency, I'm Al

09:34:27 Davis.

09:34:28 And I'm a resident of the East Tampa CRA.

09:34:33 And I would not -- would wish to miss the opportunity

09:34:40 to let you know that I'm alive at least.

09:34:45 And I have high hopes for the redevelopment of East

09:34:52 Tampa.

09:34:53 Madam chairman, I do have a little riddle for you.

09:35:00 If Al Davis was born on the 29th of February, how old

09:35:12 would he be on his next birthday?

09:35:16 Now, in regards --

09:35:26 [ Laughter ]

09:35:34 >> In regards to the work that this agency has done

09:35:40 sense its inception, or since its creation, you ought

09:35:45 to be commended and I do commend you for what you have

09:35:49 done.

09:35:50 (lost) what you have done for East Tampa.

09:35:57 I look forward to the time where we will see the

09:36:05 continuing progress to demonstrate the before and

09:36:12 after.

09:36:15 And when that time comes.

09:36:16 (redialing) we're going to have a great, great

09:36:20 celebration.

09:36:21 Just in the event that I should go on to the other side

09:36:28 of the divide, when I hear your, I will rise and let

09:36:37 you know that I'm still with you.

09:36:39 Thank you madam chairman, best wishes.

09:36:42 >>GWEN MILLER: Thank you.

09:36:43 >>LINDA SAUL-SENA: Please continue to be with us.

09:36:45 >>MARY MULHERN: I have to say, you're not just alive.

09:36:47 You're looking sharp, Mr. Davis.

09:36:49 You're looking very lively.

09:37:06 >> My name is pastor frank Williams, located 1112 east

09:37:10 Scott street.

09:37:10 Right here in paradise missionary Baptist church.

09:37:14 I thank you for the opportunity of public comment,

09:37:19 because I have a lot of comments, but I know I won't

09:37:22 have enough time to express them all.

09:37:24 I was here on last week, here when the atheist was

09:37:30 here.

09:37:30 And they made some statement that I didn't approve of

09:37:33 and I don't think God approved of.

09:37:35 Any time you call God an alien, you're blaspheming in

09:37:40 the name of God.

09:37:41 So basically I come here to set the record straight.

09:37:43 Adolph Hitler was an atheist.

09:37:47 He believed in killing all the Jews, annihilating all

09:37:51 the Jews.

09:37:52 Madam O'Hara was an atheist.

09:37:55 And I want to tell you about some other atheists.

09:37:58 This white woman that ran over these little black kids,

09:38:04 City Council didn't do nothing about it.

09:38:06 I was devastated.

09:38:08 I went to the mayor.

09:38:09 I said what you going to do about it?

09:38:12 She said nothing.

09:38:13 She said me to the chief of police.

09:38:15 I went to the chief of police.

09:38:16 He ran me out of his office.

09:38:19 Told me to go see the sheriff.

09:38:22 That's out of his jurisdiction.

09:38:23 I went to the sheriff's.

09:38:26 Sheriff said she hadn't committed enough great action

09:38:29 to be arrested.

09:38:30 He sent me to mark Ober.

09:38:33 I went to mark Ober.

09:38:34 Mark Ober told me write Jeb bush and tell him to make

09:38:39 it a law I said wait a minute, this white girl run over

09:38:49 five innocent kids.

09:38:50 What with I if ran over white kids.

09:38:53 I wouldn't be here to talk about it.

09:38:55 I stand for justice.

09:38:56 I'm a minister.

09:38:57 I stand for justice for all people.

09:38:58 I don't just stand for justice just for black folks.

09:39:01 Now, we call this here -- let me tell you, I teach

09:39:08 black history.

09:39:08 I got a black history museum.

09:39:11 I had a few people here talking about the black history

09:39:14 committee.

09:39:14 I don't think they even know black history like I do.

09:39:18 I go back to the beginning of the Bible.

09:39:20 When God said let us create man.

09:39:23 Create man in our image and our likeness.

09:39:26 The first man he created was a black man.

09:39:29 Out of Ethiopia.

09:39:32 God say who can change the skin of a Ethiopian.

09:39:35 I thank God that we are created in his image and his

09:39:38 likeness.

09:39:39 But color has nothing to do with it.

09:39:41 I got to thinking the man who came up and prayed this

09:39:43 morning also.

09:39:44 Because he pried an honest prayer.

09:39:49 We have a flag we pledge allegiance to.

09:39:51 We say one nation under God this.

09:39:53 Man prayed this morning all nations under God.

09:39:56 That flag need to be done away with, because it is

09:40:01 forfeit the truth.

09:40:02 I want to you understand something here.

09:40:04 When we talk about black history, we can't talk about

09:40:06 black history without talking about white history.

09:40:10 John brown, was abolitionist.

09:40:14 And he defend the slaves.

09:40:18 Martin Luther King stood up for the relations of all

09:40:22 people.

09:40:22 We got to understand, we try to keep the world

09:40:24 segregated here in the United States.

09:40:26 God created us all.

09:40:31 We're all created in his image.

09:40:32 Stop trying to build up a race among people.

09:40:36 Since Obama been elected president, since Obama been

09:40:39 elected president -- since Obama been elected

09:40:43 president, you all have developed and created all kind

09:40:46 of inferior law against our black people.

09:40:51 >>GWEN MILLER: Anyone else like to speak?

09:40:56 >> Good morning.

09:40:58 Evangeline best.

09:40:59 Chairman of the East Tampa community advisory

09:41:02 committee.

09:41:03 I'm here to present to you all as a result of the

09:41:10 adjustment in the budget, and I'm operating on

09:41:13 something you all had told me to do last year.

09:41:16 Every time there's an issue or anything about East

09:41:19 Tampa, for me to either be here or send you a letter.

09:41:24 So I decided that I would be here and give you a

09:41:26 letter.

09:41:27 Letting you know that when the adjustment was brought

09:41:33 to our attention, I did call a special meeting.

09:41:36 And Ed is distributing you a copy of the letter that

09:41:41 I'm submitting, letting you know that we did review it

09:41:44 and we did approve it.

09:41:45 So that's what I'm here for this morning.

09:41:48 Just to let you know.

09:41:49 >>GWEN MILLER: Thank you.

09:41:50 Anyone else like to speak?

09:41:53 Mr. Huey?

09:41:53 You may come back up.

09:41:56 >>MARK HUEY:

09:41:59 >>GWEN MILLER: Before you begin, quick question.

09:42:02 >>LINDA SAUL-SENA: First of all, thank you for your

09:42:03 report, which has never been better.

09:42:05 The sugarman sculpture is being moved next week to be

09:42:08 refurbished and then relocated?

09:42:12 >>MARK HUEY: I'll come up and share about that.

09:42:14 This has been his labor of love.

09:42:15 Come on up, Bob.

09:42:19 >> We had tentatively scheduled it for the 15th.

09:42:22 And the Florida department of transportation decided

09:42:26 that they needed a maintenance traffic plans developed

09:42:33 by a professional engineer and signed and sealed by a

09:42:35 professional engineer.

09:42:36 I know how that plan completed.

09:42:40 And it is going to be forwarded to the FDOT for us to

09:42:43 get a, a permit to be able to close one lane, to be

09:42:47 able to put a crane in.

09:42:49 But, we're getting closer by the day.

09:42:53 >>LINDA SAUL-SENA: Very exciting.

09:42:55 And after it is refurbished, it will be relocated

09:42:58 across from the aquarium?

09:43:00 >> That's correct in the round at Cumberland and

09:43:02 channelside drive.

09:43:03 And it is very interesting because it is a community

09:43:06 activity.

09:43:07 It is a local steel workers union who are providing

09:43:10 apprentices to assemble it.

09:43:13 A local company, Tampa tang, who is providing labor and

09:43:18 expertise.

09:43:19 A ship yard, Gulf Marine, who is going to refurbish it.

09:43:22 And Tampa tank and the, engineer from the Tampa port

09:43:27 authority designed the foundation.

09:43:28 So, we have had a lot of support from the community.

09:43:31 And we're trying to do it on a shoestring budget.

09:43:34 And my efforts are showing.

09:43:35 But the -- actually, the engineer who provided the MOT

09:43:41 plan was a volunteer as well.

09:43:44 >>LINDA SAUL-SENA: I'd like to commend you.

09:43:46 And this sculpture is worth, like $2 million.

09:43:50 >> It is hard to say exactly how much it is worth.

09:43:52 But it is an important part of Tampa.

09:43:54 And we felt it was important to maintain it here in our

09:43:57 community.

09:43:58 And other people, obviously feel the same way.

09:44:01 And so we're getting closer.

09:44:05 >>LINDA SAUL-SENA: These great.

09:44:05 I had one other question.

09:44:07 Congratulations.

09:44:08 >> Linda, can I ask a question?

09:44:10 What sculpture is that and where the it?

09:44:14 >>LINDA SAUL-SENA: It is rudely called the exploding

09:44:16 chicken.

09:44:16 On the corner of Kennedy and Ashley.

09:44:23 >>LINDA SAUL-SENA: My other question is about the

09:44:25 courthouse.

09:44:25 I saw yore negotiating with birchwood properties.

09:44:28 My concern has always been the courthouse is one of our

09:44:30 best buildings in the entire region, I think.

09:44:33 And we all love it and want some good use to come of

09:44:36 it.

09:44:37 But we want to make sure that there's public access and

09:44:40 that the public can get in and enjoy this.

09:44:42 My concern is when I spoke to the representative of

09:44:44 birchwood, that because homeland security would be the

09:44:49 client, that the public and homeland security is

09:44:53 concerned about security, that the public wouldn't be

09:44:56 able to be in the building proper, that the only public

09:45:00 areas would be in the basement.

09:45:01 Let me tell you, I have been down there.

09:45:02 That's where they used to hold prisoners.

09:45:04 That is not a friendly and warm place.

09:45:06 It is miserable.

09:45:07 Low ceilings and you feel like a prisoner.

09:45:10 So I just wanted to make sure with them or with any

09:45:12 other future person we negotiate with, I know we're

09:45:15 eager to get somebody in there, but not to the

09:45:18 detriment of not allowing public in the grand spaces.

09:45:22 >>MARK HUEY: Definitely, your point is a topic of

09:45:25 discussions with the developer.

09:45:27 And we know that it is important to a number of you.

09:45:30 You have expressed that.

09:45:31 So, we are doing our best to make sure there is public

09:45:35 access.

09:45:37 And it will come before you will at this timely, of

09:45:40 course, for approval if in fact we're able to come to a

09:45:44 satisfactory letter of understanding with the

09:45:47 developer.

09:45:47 And if in fact they are selected by the immigration

09:45:52 bureau to be the preferred location in Tampa, you

09:45:55 should be aware that there are actually, there's a

09:45:59 number of other -- I believe five sites in our city

09:46:02 that are being considered.

09:46:03 Three of them are in CRAs.

09:46:07 There is a consideration of the Heights.

09:46:09 And there is a consideration in Drew Park.

09:46:11 So, of all the sites that were narrowed to five, three

09:46:16 ended up in our redevelopment areas.

09:46:17 And so we are supportive of all of those efforts.

09:46:21 And certainly the courthouse would be a special

09:46:24 opportunity.

09:46:26 >>LINDA SAUL-SENA: Well, I'm so pleased that there's

09:46:29 interest shown and I hope that as we go forward, if

09:46:32 this is not successful, that we'll, you know,

09:46:35 readvertise -- I feel like the market's beginning to

09:46:38 look around at properties.

09:46:39 But that one of the absolute understandings is that the

09:46:43 public needs access, not to the entire building, but at

09:46:46 least to the entryway, so they can look around and say,

09:46:49 what a beautiful public building.

09:46:52 >>MARK HUEY: The grandeur, yes, I understand.

09:46:56 >>GWEN MILLER: Continue on.

09:46:57 >>MARK HUEY: The items before you for approval, I'd

09:47:01 like to take up number nine, if that's okay.

09:47:04 That is an extension of the incentive program in the

09:47:09 Channel District that you put in place about seven

09:47:12 months ago.

09:47:13 This is a program to help incent certain uses into the

09:47:18 Channel District, neighborhood amenities.

09:47:21 And it's been successful.

09:47:24 Bob McDonaugh wrote you a note explaining to progress

09:47:28 that has occurred as a result of the program.

09:47:30 And we'd like to extend it for another year.

09:47:35 >>THOMAS SCOTT: Have a motion and second.

09:47:36 All.

09:47:38 Pass.

09:47:40 >> Items 8, 10 through 17 are a variety of budget

09:47:43 modifications.

09:47:44 All rather modest.

09:47:47 They primarily have to do with the fact that the actual

09:47:50 TIF revenues are little bit adjusted from the revenues

09:47:54 that you approved in your budget.

09:47:56 So these will make those corrections.

09:47:58 And everything that's coming before you has been

09:48:00 approved by the respective community advisory

09:48:03 committees.

09:48:05 >>GWEN MILLER: Motion.

09:48:06 >> So moved.

09:48:06 >> Second.

09:48:07 >>GWEN MILLER: All in favor of the motion say aye.

09:48:09 Opposed?

09:48:10 Okay.

09:48:11 We have some new benefits we need to discuss.

09:48:15 CRA policy changes.

09:48:17 Mr. Sal Territo goes through those.

09:48:22 >>SAL TERRITO: (not at microphone) I have put something

09:48:37 in each of your mailboxes, filled -- spelled out the

09:48:40 changes.

09:48:40 Two paragraphs, on page two of the advisory committee.

09:48:44 Policies and what I try to do, obviously start doing --

09:48:49 it is more complex.

09:48:50 What to do with existing members.

09:48:52 Do they get to stay?

09:48:53 Do they have to move.

09:48:54 Do they get reappointed?

09:48:57 So I try to spell out.

09:48:58 If you'd like me to go through, I can.

09:49:01 Or if you have already read it, if you have any

09:49:03 questions.

09:49:04 Either way you'd like to do this.

09:49:06 >>GWEN MILLER: Pleasure of Council?

09:49:09 Miss Saul-Sena?

09:49:10 >>LINDA SAUL-SENA: First of all, I want to thank you

09:49:11 for getting this together in a timely way.

09:49:13 I think it is really pretty clear and since we are

09:49:16 getting ready to make appointments next month, or next

09:49:21 CRA meeting, I would be happy to move this now if

09:49:25 Council, CRA members are comfortable with it.

09:49:28 If not, we could put it on our agenda before -- I

09:49:31 guess, okay this would be a legal question.

09:49:34 Let's say we vote on this at our next CRA meeting.

09:49:36 Would these rules be in place then if we subsequently

09:49:41 in the meeting vote on members to our board?

09:49:48 >>SAL TERRITO: If the rules were changed before the

09:49:50 members were appointed, it would apply to the new

09:49:52 members.

09:49:53 It is a sequencing issue.

09:49:55 >>LINDA SAUL-SENA: Thank you.

09:49:56 >>GWEN MILLER: Okay.

09:49:56 Is that a motion?

09:49:59 >>LINDA SAUL-SENA: My motion is to adopt these.

09:50:00 And I think they're clear.

09:50:03 >>GWEN MILLER: Question and motion?

09:50:07 >>CHARLIE MIRANDA: I don't -- what I'm saying is I just

09:50:10 got this today and I'd like to at least be able to

09:50:14 digest it.

09:50:15 What is the appointment date?

09:50:17 >>GWEN MILLER: March 11.

09:50:18 >>CHARLIE MIRANDA: March 11?

09:50:20 We can do it for the next agenda for approval, if I may

09:50:23 ask a motion to do that.

09:50:25 Then I would second that motion.

09:50:27 >>LINDA SAUL-SENA: My motion would be to put it on the

09:50:29 agenda for the 11th meeting but prior to the vote on

09:50:32 the new motion so these rules would be in effect.

09:50:36 >>JOSEPH P. CAETANO: That was my question.

09:50:37 I haven't seen that document.

09:50:39 I'd like to read it.

09:50:40 >>GWEN MILLER: We have a motion and second.

09:50:42 All in favor of the motion say aye.

09:50:43 Opposed nay.

09:50:44 Any other new business?

09:50:48 >> Two observations for you.

09:50:49 These changes were not reviewed with the community

09:50:51 advisory committees.

09:50:53 Would you like us to review them with them?

09:50:56 >>GWEN MILLER: Yes.

09:50:57 >> We'll do that prior to the March eleven meeting.

09:50:59 Then I also wanted to provide -- one of the changes

09:51:04 requires Hillsborough County residency.

09:51:06 And existing members are grandfathered.

09:51:09 But I thought I would just let you know, among all of

09:51:11 the existing boards, there are two members who are not

09:51:15 Hillsborough County residents.

09:51:17 Both of them are in Ybor City.

09:51:18 So just to make you aware of how it would impact

09:51:23 potentially current boards.

09:51:27 And with that, I have just one request of you.

09:51:30 If I could, we have two business items, one I have

09:51:34 already mentioned, which is the approval of the first

09:51:36 facade grant award.

09:51:38 Which needs to be approved by the board.

09:51:40 And secondly, we have a real estate acquisition in East

09:51:45 Tampa that wasn't able to make this agenda, that

09:51:47 relates to 22nd street.

09:51:49 It is property acquisition related to the assemblage

09:51:54 associated with re-doing 22nd Street.

09:51:57 What I'd like to do is request a special meeting of the

09:51:59 board on February 25th.

09:52:00 I think that's a workshop date.

09:52:02 If you could meet briefly, these matters can be handled

09:52:06 very quickly at that time to approve those items.

09:52:11 >>GWEN MILLER: Need a motion.

09:52:12 >> So moved.

09:52:13 >> Second.

09:52:14 >>GWEN MILLER: We have a motion and second.

09:52:15 All in favor say aye.

09:52:16 Opposed nay.

09:52:17 Anything else?

09:52:19 >>MARK HUEY: No.

09:52:20 >>GWEN MILLER: Need to receive and final.

09:52:21 >> Motion and second.

09:52:22 All in favor of the motion say aye.

09:52:24 We stand adjourned.
