06:07:28 I would like to take the opportunity to recognize some of


06:07:30 the members of the mayor's youth corps who are here in the

06:07:33 audience with us tonight.

06:07:34 Could you please stand?

06:07:38 The mayor's youth corp, an influential group of teens

06:07:42 selected to serve for a year working with the mayor,

06:07:44 participating in community service activities, producing

06:07:47 their own award winning television show, from the corps, and

06:07:51 attending leadership classes.

06:07:53 Today, almost 300 students have completed the program.

06:07:56 Welcome.

06:07:57 Thank you for joining us tonight.

06:08:05 I would also like to welcome Rebecca Heimstead, the

06:08:12 coordinator for this group who is with us.

06:08:14 Thank you, Becky, for your efforts on behalf of the youth

06:08:16 corps.

06:08:18 [ Applause ]

06:08:21 We are going to move on to item 1, which is a presentation

06:08:25 of commendation for the Palma Ceia Bayshore little league,

06:08:29 and Councilman Suarez.

06:08:30 >>MIKE SUAREZ: Thank you, Mr. Chair.

06:08:38 Tonight, we are in the presence of champions.

06:08:40 The Palma Ceia Bayshore little league all stars, who

06:08:44 defeated the Chinese Taipei pay to win the World Series.

06:08:49 Tampa City Council would like to congratulate you all and




06:08:52 recognize your exceptional display of sportsmanship on and

06:08:55 off the field as well as your outstanding accomplishment

06:09:00 accomplishments.

06:09:01 They had an amazing 23-0 record to their credit, went on to

06:09:04 win the second Junior League world championship for the

06:09:06 Palma Ceia Bayshore little league.

06:09:08 On behalf of Tampa City Council, I would like to thank you

06:09:11 for carrying on this tradition of excellence, and to present

06:09:14 to each one of the all-star team a commendation.

06:09:18 Will the representative from Palma Ceia Bayshore little

06:09:20 league come on up?

06:09:23 I think we only have a couple people.

06:09:30 [ Applause ]

06:09:35 We have manager Jorge Ramirez, and we have Trent Russell,

06:09:41 and, Trent, you are as Jesuit high school, too?

06:09:45 I have a son there.

06:09:45 Hopefully you are doing well in Jesuit and doing well in the

06:09:49 baseball team, too.

06:09:50 We want to present these to you.

06:09:51 And I know that Mr. Ramirez is going to send these

06:09:55 commendations on.

06:09:56 You should be very proud of yourselves.

06:09:58 It's not easy to win in baseball, and it's definitely not

06:10:02 easy to get a 23-0 record and it's definitely not easy to

06:10:05 beat the Chinese Taipei.




06:10:08 We appreciate your representation of the City of Tampa in

06:10:11 the Junior League all stars.

06:10:13 Would you like to say a few words?

06:10:14 >> I apologize that the rest of our team could not make it

06:10:19 along with Trent and myself.

06:10:21 But when you are in high school, JV football and JV football

06:10:27 and other activities take operator, unfortunately.

06:10:30 But I wanted to thank you for recognizing us, and our

06:10:33 incredible summer that we had.

06:10:34 It was a summer that we will never forget.

06:10:37 This team was not going to be denied after 23 straight wins.

06:10:42 19 of those wins were elimination games, and, you know, your

06:10:46 back is against the wall, and just shows the character of

06:10:50 these kids, and they were remarkable.

06:10:52 And what I mentioned in the county commission meeting as

06:10:56 well is what was to me the best part, these kids, three

06:11:01 different stays at hotels, three different tournaments

06:11:04 abroad, never, ever did I have a bad word or issue with

06:11:10 behavior, and, you know, when you are dealing with 13 and

06:11:13 14-year-old kids that's pretty rare.

06:11:16 We had nothing but good things said to us about the way they

06:11:19 behaved at the tournaments, and the way they acted on and

06:11:22 off the field.

06:11:23 Again, thank you very much for recognizing us.

06:11:26 I appreciate it.

06:11:35 >> Item 2 on our agenda is a presentation of commendation to

06:11:41 members of the north Tampa Bronco all star baseball team.

06:11:45 >>LISA MONTELIONE: Thank you, Mr. Chair.

06:11:48 It is safe to say that the north Tampa pony league all stars

06:11:51 had quite a remarkable season this year.

06:11:54 And before I continue, does anybody want to stand up and

06:11:59 come on up here and file behind me to get everybody on

06:12:02 camera?

06:12:02 There we go.

06:12:05 At the end of July, this team got to play in an eight-team

06:12:11 tournament in Chester, Pennsylvania for the 2011 Bronco

06:12:16 series, up against teams from Mexico, Dominican Republic,

06:12:18 Virginia, Illinois, California, and New York.

06:12:21 During the first game against Illinois, the umpires called

06:12:24 the game in the fifth inning because north Tampa had amassed

06:12:28 a lead over their opponents at 19 to 1.

06:12:33 Next, the boys played the hometown baseball club from

06:12:36 Chesterfield, Virginia.

06:12:37 After four scoreless innings, Chesterfield was able to score

06:12:41 one run, which prompted north Tampa to respond with five

06:12:44 runs later that same inning, and another five runs in the

06:12:49 bottom of the sixth that gave the boys a 10-1 victory.

06:12:53 In their last four games the boys went up against all

06:12:59 Americans from California.




06:12:59 This game was a little tighter but the boys once again

06:13:02 prevailed to win 9 to 4.

06:13:05 Along with Mexico, California, and New York, north Tampa was

06:13:08 now in the title round.

06:13:10 In their first game the boys played Mexico.

06:13:12 They did not go down without a fight but still could not

06:13:15 overpower our boys.

06:13:17 They won 6 to 2 sending them in a head-to-head match up with

06:13:22 the old nemesis Torrance from previous rounds.

06:13:25 The teams tied at several points but after a five-run streak

06:13:29 and scoreless pitching, north Tampa effectively put the game

06:13:35 out of California's reach.

06:13:37 The title was theirs.

06:13:40 These young men worked so hard to get so far, and we just

06:13:43 want to take a moment to honor their dedication to this

06:13:46 sport and to the great sportsmanship that they showed on and

06:13:49 off the field.

06:13:50 We are so proud of each and every one of you for

06:13:56 representing our great city every step of the way.

06:14:00 Thank you, gentlemen, and to your families, for coming out

06:14:04 this evening to join us for this commendation ceremony.

06:14:07 We expect more great things from you, and I hope to get to

06:14:11 do this again next year.

06:16:00 This is a great opportunity for all of our boys to

06:16:03 experience something that they'll never forget.

06:16:05 It all started early this year.

06:16:08 We only had about three to four weeks to fund raise our trip

06:16:11 to Texas, and then to Virginia.

06:16:13 So a lot of our parents put forth a great effort as well as

06:16:16 our kids to fund raise, did a lot of hat drops, a lot of

06:16:19 time and effort, but it all paid off, and it was a great

06:16:23 experience, something that we will never forget.

06:16:26 I love these kids.

06:16:28 I don't have any kids.

06:16:29 I don't have any girlfriend or wife or anything like that.

06:16:31 So this is lake my family. So we spend a lot of time

06:16:34 together.

06:16:35 Whenever I get mad at them I'm getting mad at kids that do

06:16:43 the same things that I did.

06:16:45 So thank you very much.

06:22:58 Our first case this evening is located at the northwest

06:23:01 quadrant of I-75 and Fletcher Avenue.

06:23:05 It is referred to as the Hidden River corporate park.

06:23:08 The request before you this evening is from PDA, land

06:23:12 development alternative, to PDA, planned development

06:23:15 alternative.

06:23:16 You may be familiar.

06:23:17 We had a PDA last month which is the university of Tampa.

06:23:20 This PDA is seeking to add a use that was not previously

06:23:24 approved, and that is medical office and clinic.

06:23:36 >>TONY GARCIA: Planning Commission staff.

06:23:37 I have been sworn in.

06:23:40 What Ms. Feeley just told you right now is pretty much in a

06:23:43 nutshell going to be primarily for a change of use to add

06:23:46 some additional uses to the site.

06:23:47 This has already been enforced for over a decade now.




06:23:53 The Hidden River corporate park as it's more commonly

06:23:56 referred to at the location Ms. Feeley has already

06:23:59 addressed.

06:24:00 I just wanted to show you all a couple things that relates

06:24:02 to the comprehensive plan.

06:24:04 This is one of those rare areas that's actually in the New

06:24:08 Tampa area.

06:24:09 It's so rare that I don't even have my New Tampa map to show

06:24:13 you

06:24:14 Because I'm so used to bringing you the University of the

06:24:16 central Tampa map.

06:24:18 >>LISA MONTELIONE: But you won't forget my district another

06:24:20 night, right?

06:24:23 >>TONY GARCIA: Of course not, because your district is in

06:24:25 this map which is why I brought it.

06:24:26 You see this here which is consistently of something like

06:24:34 Cheetos.

06:24:35 This is the university area.

06:24:37 This is not what we are talking about. This is the New

06:24:39 Tampa district north of USF.

06:24:41 And that's what we are talking about primarily.

06:24:44 So that's -- and then more specifically, here it is just to

06:24:47 the west.

06:24:48 Here is Morris Bridge Road, and then of course we have the

06:24:51 Morris bridge ramp, and here is I-75, and here of course is




06:24:55 Hidden River.

06:24:56 This is predominantly a use classification which really

06:24:59 allows for a variety of uses for the New Tampa area.

06:25:06 So Planning Commission staff found the proposed request

06:25:08 consistent, and this only entails a change of use that will

06:25:11 not adversely impact any of the surrounding uses and the

06:25:14 greater needs of the bay area.

06:25:26 As I previously mentioned, this is going from PDA to PDA to

06:25:30 add medical office and clinic as potential uses.

06:25:34 A lot of the parcels within this PDA have been developed and

06:25:38 drawn down off of the master set of entitlements.

06:25:41 This was originally annexed into the city, and it's a DRI.

06:25:48 There's 4.2 million square feet of entitlement on this

06:25:51 property.

06:25:51 And what they are doing is they are going to trade off a

06:25:55 certain amount of that 4.2 million of office for the medical

06:25:58 office or the clinic uses.

06:26:00 So the overall impact associated with the master

06:26:03 entitlements are not changing but we are using an

06:26:06 equivalency matrix that allows them to trade those off.

06:26:09 Because those uses were not previously approved by City

06:26:12 Council they cannot be added administratively, and that is

06:26:14 why we are before you this evening.




06:26:24 Although Tony's map shows just the parcels that may utilize

06:26:27 these uses, we are actually rezoning the entire thing in

06:26:31 order for it to travel as one master plan together.

06:26:39 I drove out here and was a little scared I was going to fall

06:26:42 off the end of the planet.

06:26:46 [ Laughter ]

06:26:48 I'm not there yet, I'm still going, still going.

06:26:50 It's very hard for me to give you -- these are some shots.

06:26:54 This is the ramp coming off.

06:26:55 This is from Fletcher looking north.

06:27:14 Actually I'm over here looking back.

06:27:23 And this is one of the centers that's currently out there,

06:27:27 just to give you a feel for that.

06:27:31 As previously mentioned the PDA will come in, and at the

06:27:33 time they are ready to develop, we'll do a detailed site

06:27:37 plan review that's done administratively.

06:27:40 That plan will need to comply with all conditions of this

06:27:42 PDA, and in your staff report, there was one notation that

06:27:48 needed to be added for solid waste.

06:27:52 If it is your desire to approve this tonight, if you would

06:27:54 go ahead and refer to that notation as listed on page 2 of




06:27:57 the staff report to be included in between first and second

06:28:00 reading on the site plan.

06:28:02 It's just that it will comply with solid waste at the time

06:28:05 we do that incremental site plan review.

06:28:07 Staff is available for any questions.

06:28:29 Staff has done an excellent job summarizing this project.

06:28:42 staff's work on this project.

06:28:43 It's been a smooth process.

06:28:45 We are certainly amenable to the added notation.

06:31:24 The next item in your agenda this evening is Z-11-43 located

06:31:29 at 3603 west Azeele street and the request before you this

06:31:33 evening is from RO residential office to PD planned

06:31:36 development, office, medical, and all RO uses.

06:31:42 Medical office in the residential office district is a

06:31:45 special use 2 when it cannot meet the provisions of the

06:31:48 special use 2 criteria and requires waivers, it comes before

06:31:54 you as a PD which is what the request is this evening.

06:31:57 They are requesting a PD and then they are seeking to retain

06:32:00 all RO uses, as was previously on the property.

06:32:06 I will defer to Mr. Garcia, and then finish my presentation.

06:32:20 Tonight is a bit of an aberration because we have two

06:32:23 districts that we normally don't talk about very often.

06:32:26 With this one we talk a little more.

06:32:28 We have new Tampa and now South Tampa which is very unique.

06:32:31 So we'll take pause and enjoy the aberration.




06:32:37 This one, by the way, is -- what's interesting about this,

06:32:41 it's right on the edge of the east -- it's like right here,

06:32:46 right on the edge, almost like right inside that blue line

06:32:50 there.

06:32:50 So it's right off of Sterling.

06:32:54 I'll show you a little more context.

06:32:56 Here is Sterling.

06:32:57 So the line kind of goes around here.

06:32:59 So it just on the outside, just inside the edge of the South

06:33:04 Tampa district boundary.

06:33:06 The land use classification for Azeele on the face of Azeele

06:33:09 is residential 20.

06:33:10 Residential 20 of the comprehensive plan allows for

06:33:13 consideration of low density office and professional office

06:33:16 uses which does include medical office which is what the

06:33:19 request is before you this evening to allow for higher

06:33:22 intensity of use, even though you already have residential

06:33:25 office.

06:33:25 The request is for a little higher intensity, potential.

06:33:28 You already have -- it's really not borne out that well

06:33:34 because of all the trees which is kind of very nice to have,

06:34:15 The last couple of months, we have had one or two cases on

06:34:18 Azeele, seems like each hearing where there's been

06:34:23 different -- and that is what is before you this evening.

06:34:31 There are several waivers, five waivers being requested

06:34:35 tonight.

06:34:35 Two of them I need to revise for you verbally.

06:34:38 The first is to reduce the vehicle use area buffer along a

06:34:41 portion of the eastern boundary, three foot to zero foot.

06:34:45 That should read 84 square feet, not 219 square feet there.

06:34:50 The second is to allow the reduction of the parking lot

06:34:53 backup width from 7-foot to zero.

06:34:56 The third is to allow the reduction of the drive aisle from

06:34:59 20 feet.

06:35:00 That should be to 12 feet not 16 feet.

06:35:02 And the fourth is to allow the reduction of the drive aisle

06:35:06 from 26 feet to 24 feet.

06:35:08 And the last is to reduce the required minimum lot size for




06:35:11 medical office in the RO from 10,000 to 8280.

06:35:18 I will go ahead and show you some pictures of the site.

06:35:29 Once again, we are located just west of Himes on Azeele.

06:35:33 You will see there is a series of PDs, RO 1, ROs both on

06:35:38 the north side and the south side.

06:35:44 As you move toward Dale Mabry, and also we just recently did

06:35:50 another one right hear, just on the west side of Dale Mabry.

06:36:01 This PD here is a spa.

06:36:04 The PD done next to it was to allow also for spa services,

06:36:08 and those properties kind of join together.

06:36:10 Remember those from just a few years ago.

06:36:13 As you move down, there's a series of offices, and a couple

06:36:17 of residences that are still in there as well.

06:36:26 Here is the picture of the subject property.

06:36:34 This is the property immediately to the east.

06:36:37 There's also a PD for professional office.

06:36:48 Just to the west of this site, also to the west, also to the

06:37:00 west, south, on the south side of Azeele, again smaller

06:38:05 mentioned earlier in my report to reflect the modifications

06:38:08 that transportation is requesting.

06:38:10 On page 3 of your report you will see the special use

06:38:13 criteria for medical office in the RO district.

06:38:17 Even though this is going to PD those special use criteria

06:38:20 still travel with the request as it is seeking something

06:38:23 that is a conditional use in that district.

06:38:27 On page 4 are the criteria for PD.

06:38:32 Page 5 provides the waivers as well.

06:38:35 And on the last page, there are also criteria for the RO,

06:38:39 RO-1 and PM zoning districts as far as this request is

06:38:44 concerned.

06:38:46 I do believe that they are amenable to all of the revisions

06:47:29 The financial disclosure, is that required by members of any

06:47:46 >> As the sunshine board, yes, it would be required.




06:47:49 I believe the citizens finance board is required to do that

06:47:53 >> Sometimes it discourages people when they have to have

06:47:57 financial, full financial disclosure.

06:48:02 Unlike what City Council fills out, this would be the short

06:48:05 form of financial disclosure.

06:48:10 having to disclose their finances publicly.

06:48:15 So sometimes it's a deterrent.

06:48:18 So I just want to make sure we had to do it.

06:48:25 And then the last question I have -- the council member --

06:48:36 But council representative shall end co-chairman with his

06:48:42 term on City Council, so the council member would then --

06:48:47 it's a four-year City Council term.

06:48:56 Council member appointee term runs the same as any other

06:49:01 It begins, the initial member shall serve this year until

06:49:05 September 30th of 2013, then each subsequent term shall

06:49:08 be two years commencing on October 1st.

06:49:12 As it's set forth, there is in a restriction on the number

06:49:14 of terms a member may serve.

06:49:16 However, you are aware that a City Council member's term,

06:51:25 from, then that's required to be a sunshine board.

06:55:48 We passed out a letter from T.H.A.N. on the cultural assets

06:55:54 workshop, and I want to thank everyone for their

06:55:58 Also, I made a copy of all the -- whichever everyone has

06:56:04 one -- of the different presenters.

06:56:06 The reason I did that was just -- and I know everyone

06:56:11 remembers that, a very wide net was casted.

06:56:16 So just when you are thinking of your appointee, to think of

06:56:21 that as someone that has a broad, or maybe specific to a

06:56:25 certain area that was brought in on the workshop.

06:56:29 The other thing I want to say is, I want to give a little




06:56:32 bit of an idea that what we are looking at is to define

06:56:37 assets.

06:56:38 That's what this committee is going to look at.

06:56:41 And in the 20th century, we defined assets, actually, it

06:56:49 was a hierarchy organization, and the 21st century is a

06:56:54 flat organizational model, which leaves openness, access,

06:57:01 ideas flow in multiple directions.

06:57:04 And what that does, it makes it easier to invent, adapt and

06:57:09 reinvent, and that's what we are at in the 21st century,

06:57:13 and I believe that this committee will help us.

06:57:16 Again, our objective and our goal would be to identify the

06:57:24 assets, grant the assets, package the assets, and own the

06:57:30 assets as a City of Tampa.

06:57:35 One of the presenters, Bob Hunter, said that Tampa was the

06:57:39 big apple here in southwest Florida.

06:57:43 And then a QTI that we approved that expanded in Ybor, the

06:57:50 reason they went to Ybor was they called it the Greenwich

06:57:55 village of Florida. I see a trend here.

06:57:57 The big apple and Greenwich village.

06:58:06 We are looking at leveraging and maximizing the gain to our

06:58:12 community.

06:58:12 I'm just going to read real briefly something that was in

06:58:15 the newspaper, one of our newspapers, back in June.

06:58:21 And I don't know if you are familiar with the -- he was on

06:58:27 the Capin travel and here in Tampa, and he was asked what




06:58:35 are his thoughts of Tampa.

06:58:36 He said its funky, ethnic, it's beautiful, it's relaxed,

06:58:40 it's entertaining.

06:58:41 I just can't say enough about it.

06:58:43 I have never been here for bad season but it's everything I

06:58:47 love.

06:58:48 It's water, it's cool people, such an eclectic mix of food.

06:58:53 I love that it's still quaint enough that when you come

06:58:56 back, you can remember where you are.

06:58:59 You guys stake the claim on fantastic.

06:59:05 A lot of cities have great restaurants that aren't

06:59:07 considered food destination.

06:07:30 the members of the mayor's youth corps who are here in the

06:07:33 audience with us tonight.

06:07:34 Could you please stand?

06:07:38 The mayor's youth corp, an influential group of teens

06:07:42 selected to serve for a year working with the mayor,

06:07:44 participating in community service activities, producing

06:07:47 their own award winning television show, from the corps, and

06:07:51 attending leadership classes.

06:07:53 Today, almost 300 students have completed the program.

06:07:56 Welcome.

06:07:57 Thank you for joining us tonight.

06:08:05 I would also like to welcome Rebecca Heimstead, the

06:08:12 coordinator for this group who is with us.

06:08:14 Thank you, Becky, for your efforts on behalf of the youth

06:08:21 We are going to move on to item 1, which is a presentation

06:08:25 of commendation for the Palma Ceia Bayshore little league,

06:08:29 and Councilman Suarez.

06:08:30 >>MIKE SUAREZ: Thank you, Mr. Chair.

06:08:38 Tonight, we are in the presence of champions.

06:08:40 The Palma Ceia Bayshore little league all stars, who

06:08:44 defeated the Chinese Taipei pay to win the World Series.

06:08:49 Tampa City Council would like to congratulate you all and




06:08:52 recognize your exceptional display of sportsmanship on and

06:08:55 off the field as well as your outstanding accomplishment

06:09:00 accomplishments.

06:09:01 They had an amazing 23-0 record to their credit, went on to

06:09:04 win the second Junior League world championship for the

06:09:06 Palma Ceia Bayshore little league.

06:09:08 On behalf of Tampa City Council, I would like to thank you

06:09:11 for carrying on this tradition of excellence, and to present

06:09:14 to each one of the all-star team a commendation.

06:09:18 Will the representative from Palma Ceia Bayshore little

06:09:20 league come on up?

06:09:23 I think we only have a couple people.

06:09:30 [ Applause ]

06:09:35 We have manager Jorge Ramirez, and we have Trent Russell,

06:09:41 and, Trent, you are as Jesuit high school, too?

06:09:45 I have a son there.

06:09:45 Hopefully you are doing well in Jesuit and doing well in the

06:09:49 baseball team, too.

06:09:50 We want to present these to you.

06:09:51 And I know that Mr. Ramirez is going to send these

06:09:55 commendations on.

06:09:56 You should be very proud of yourselves.

06:09:58 It's not easy to win in baseball, and it's definitely not

06:10:02 easy to get a 23-0 record and it's definitely not easy to

06:10:05 beat the Chinese Taipei.




06:10:08 We appreciate your representation of the City of Tampa in

06:10:11 the Junior League all stars.

06:10:13 Would you like to say a few words?

06:10:14 >> I apologize that the rest of our team could not make it

06:10:19 along with Trent and myself.

06:10:21 But when you are in high school, JV football and JV football

06:10:27 and other activities take operator, unfortunately.

06:10:30 But I wanted to thank you for recognizing us, and our

06:10:33 incredible summer that we had.

06:10:34 It was a summer that we will never forget.

06:10:37 This team was not going to be denied after 23 straight wins.

06:10:42 19 of those wins were elimination games, and, you know, your

06:10:46 back is against the wall, and just shows the character of

06:10:50 these kids, and they were remarkable.

06:10:52 And what I mentioned in the county commission meeting as

06:10:56 well is what was to me the best part, these kids, three

06:11:01 different stays at hotels, three different tournaments

06:11:04 abroad, never, ever did I have a bad word or issue with

06:11:10 behavior, and, you know, when you are dealing with 13 and

06:11:13 14-year-old kids that's pretty rare.

06:11:16 We had nothing but good things said to us about the way they

06:11:19 behaved at the tournaments, and the way they acted on and

06:11:22 off the field.

06:11:23 Again, thank you very much for recognizing us.

06:11:26 I appreciate it.

06:11:35 >> Item 2 on our agenda is a presentation of commendation to

06:11:41 members of the north Tampa Bronco all star baseball team.

06:11:45 >>LISA MONTELIONE: Thank you, Mr. Chair.

06:11:48 It is safe to say that the north Tampa pony league all stars

06:11:51 had quite a remarkable season this year.

06:11:54 And before I continue, does anybody want to stand up and

06:11:59 come on up here and file behind me to get everybody on

06:12:02 camera?

06:12:02 There we go.

06:12:05 At the end of July, this team got to play in an eight-team

06:12:11 tournament in Chester, Pennsylvania for the 2011 Bronco

06:12:16 series, up against teams from Mexico, Dominican Republic,

06:12:18 Virginia, Illinois, California, and New York.

06:12:21 During the first game against Illinois, the umpires called

06:12:24 the game in the fifth inning because north Tampa had amassed

06:12:28 a lead over their opponents at 19 to 1.

06:12:33 Next, the boys played the hometown baseball club from

06:12:36 Chesterfield, Virginia.

06:12:37 After four scoreless innings, Chesterfield was able to score

06:12:41 one run, which prompted north Tampa to respond with five

06:12:44 runs later that same inning, and another five runs in the

06:12:49 bottom of the sixth that gave the boys a 10-1 victory.

06:12:53 In their last four games the boys went up against all

06:12:59 Americans from California.




06:12:59 This game was a little tighter but the boys once again

06:13:02 prevailed to win 9 to 4.

06:13:05 Along with Mexico, California, and New York, north Tampa was

06:13:08 now in the title round.

06:13:10 In their first game the boys played Mexico.

06:13:12 They did not go down without a fight but still could not

06:13:15 overpower our boys.

06:13:17 They won 6 to 2 sending them in a head-to-head match up with

06:13:22 the old nemesis Torrance from previous rounds.

06:13:25 The teams tied at several points but after a five-run streak

06:13:29 and scoreless pitching, north Tampa effectively put the game

06:13:35 out of California's reach.

06:13:37 The title was theirs.

06:13:40 These young men worked so hard to get so far, and we just

06:13:43 want to take a moment to honor their dedication to this

06:13:46 sport and to the great sportsmanship that they showed on and

06:13:49 off the field.

06:13:50 We are so proud of each and every one of you for

06:13:56 representing our great city every step of the way.

06:14:00 Thank you, gentlemen, and to your families, for coming out

06:14:04 this evening to join us for this commendation ceremony.

06:14:07 We expect more great things from you, and I hope to get to

06:14:11 do this again next year.

06:16:08 We only had about three to four weeks to fund raise our trip

06:16:11 to Texas, and then to Virginia.

06:16:13 So a lot of our parents put forth a great effort as well as

06:16:16 our kids to fund raise, did a lot of hat drops, a lot of

06:16:19 time and effort, but it all paid off, and it was a great

06:16:23 experience, something that we will never forget.

06:16:26 I love these kids.

06:16:28 I don't have any kids.

06:16:29 I don't have any girlfriend or wife or anything like that.

06:16:31 So this is lake my family. So we spend a lot of time

06:16:34 together.

06:16:35 Whenever I get mad at them I'm getting mad at kids that do

06:16:43 the same things that I did.

06:23:01 quadrant of I-75 and Fletcher Avenue.

06:23:05 It is referred to as the Hidden River corporate park.

06:23:08 The request before you this evening is from PDA, land

06:23:12 development alternative, to PDA, planned development

06:23:15 alternative.

06:23:16 You may be familiar.

06:23:17 We had a PDA last month which is the university of Tampa.

06:23:20 This PDA is seeking to add a use that was not previously

06:23:24 approved, and that is medical office and clinic.

06:23:36 >>TONY GARCIA: Planning Commission staff.

06:23:37 I have been sworn in.

06:23:40 What Ms. Feeley just told you right now is pretty much in a

06:23:43 nutshell going to be primarily for a change of use to add

06:23:46 some additional uses to the site.

06:23:47 This has already been enforced for over a decade now.




06:23:53 The Hidden River corporate park as it's more commonly

06:23:56 referred to at the location Ms. Feeley has already

06:23:59 addressed.

06:24:00 I just wanted to show you all a couple things that relates

06:24:02 to the comprehensive plan.

06:24:04 This is one of those rare areas that's actually in the New

06:24:08 Tampa area.

06:24:09 It's so rare that I don't even have my New Tampa map to show

06:24:13 you

06:24:14 Because I'm so used to bringing you the University of the

06:24:16 central Tampa map.

06:24:18 >>LISA MONTELIONE: But you won't forget my district another

06:24:20 night, right?

06:24:23 >>TONY GARCIA: Of course not, because your district is in

06:24:25 this map which is why I brought it.

06:24:26 You see this here which is consistently of something like

06:24:34 Cheetos.

06:24:35 This is the university area.

06:24:37 This is not what we are talking about. This is the New

06:24:39 Tampa district north of USF.

06:24:41 And that's what we are talking about primarily.

06:24:44 So that's -- and then more specifically, here it is just to

06:24:47 the west.

06:24:48 Here is Morris Bridge Road, and then of course we have the

06:24:51 Morris bridge ramp, and here is I-75, and here of course is




06:24:55 Hidden River.

06:24:56 This is predominantly a use classification which really

06:24:59 allows for a variety of uses for the New Tampa area.

06:25:06 So Planning Commission staff found the proposed request

06:25:08 consistent, and this only entails a change of use that will

06:25:11 not adversely impact any of the surrounding uses and the

06:25:14 greater needs of the bay area.

06:25:26 As I previously mentioned, this is going from PDA to PDA to

06:25:30 add medical office and clinic as potential uses.

06:25:34 A lot of the parcels within this PDA have been developed and

06:25:38 drawn down off of the master set of entitlements.

06:25:41 This was originally annexed into the city, and it's a DRI.

06:25:48 There's 4.2 million square feet of entitlement on this

06:25:51 property.

06:26:27 these uses, we are actually rezoning the entire thing in

06:26:31 order for it to travel as one master plan together.

06:32:00 all RO uses, as was previously on the property.

06:33:16 uses which does include medical office which is what the

06:33:19 request is before you this evening to allow for higher

06:33:22 intensity of use, even though you already have residential

06:33:25 office.

06:33:25 The request is for a little higher intensity, potential.

06:33:28 You already have -- it's really not borne out that well

06:33:34 because of all the trees which is kind of very nice to have,

06:33:37 of course, but there are a lot of low-density offices that

06:33:41 already exist along Azeele.

06:33:44 You probably will recall we have done several cases in the

06:33:47 last couple of months along Azeele for either new office




06:33:51 use, medical office use, professional office use, but that's

06:33:55 to the east primarily, but this area also does have a

06:33:58 significant amount of low density residential office and

06:34:00 professional office use.

06:34:02 Commission staff found the proposed request consistent with

06:34:04 the comprehensive plan.

06:34:15 The last couple of months, we have had one or two cases on

06:34:18 Azeele, seems like each hearing where there's been

06:34:23 different -- and that is what is before you this evening.

06:34:31 There are several waivers, five waivers being requested

06:34:35 tonight.

06:34:35 Two of them I need to revise for you verbally.

06:34:38 The first is to reduce the vehicle use area buffer along a

06:34:41 portion of the eastern boundary, three foot to zero foot.

06:34:45 That should read 84 square feet, not 219 square feet there.

06:34:50 The second is to allow the reduction of the parking lot

06:34:53 backup width from 7-foot to zero.

06:34:56 The third is to allow the reduction of the drive aisle from

06:34:59 20 feet.

06:35:00 That should be to 12 feet not 16 feet.

06:35:02 And the fourth is to allow the reduction of the drive aisle

06:35:06 from 26 feet to 24 feet.

06:35:08 And the last is to reduce the required minimum lot size for




06:35:11 medical office in the RO from 10,000 to 8280.

06:35:18 I will go ahead and show you some pictures of the site.

06:35:29 Once again, we are located just west of Himes on Azeele.

06:35:33 You will see there is a series of PDs, RO 1, ROs both on

06:35:38 the north side and the south side.

06:35:44 As you move toward Dale Mabry, and also we just recently did

06:35:50 another one right hear, just on the west side of Dale Mabry.

06:36:01 This PD here is a spa.

06:36:04 The PD done next to it was to allow also for spa services,

06:36:08 and those properties kind of join together.

06:36:10 Remember those from just a few years ago.

06:36:13 As you move down, there's a series of offices, and a couple

06:36:17 of residences that are still in there as well.

06:36:26 Here is the picture of the subject property.

06:36:34 This is the property immediately to the east.

06:36:37 There's also a PD for professional office.

06:36:48 Just to the west of this site, also to the west, also to the

06:37:00 west, south, on the south side of Azeele, again smaller

06:38:05 mentioned earlier in my report to reflect the modifications

06:38:08 that transportation is requesting.

06:38:10 On page 3 of your report you will see the special use

06:38:13 criteria for medical office in the RO district.

06:38:17 Even though this is going to PD those special use criteria

06:38:20 still travel with the request as it is seeking something

06:38:23 that is a conditional use in that district.

06:38:27 On page 4 are the criteria for PD.

06:38:32 Page 5 provides the waivers as well.

06:38:35 And on the last page, there are also criteria for the RO,

06:38:39 RO-1 and PM zoning districts as far as this request is

06:38:44 concerned.

06:38:46 I do believe that they are amenable to all of the revisions

06:38:49 that are being presented before you this evening.

06:45:28 That has been changed to three at-large members shall be

06:45:31 recommended by the City Council member representative on the

06:45:35 committee, and approved by the City Council.

06:45:38 Other than that, it is identical.

06:45:39 I had an opportunity to talk with the city attorney Jim

06:45:43 Shimberg, and Julia Cole about any sunshine issues.

06:45:47 Those matters have been resolved.

06:45:50 There's really no reason not to go ahead with this as

06:45:55 desired by City Council.

06:45:56 And I have provided it for you and ask if you do wish to go

06:47:09 and then bring it back to council, within two weeks, now,

06:47:14 again trying to keep --

06:47:22 >> Come back to council for a recommendation.

06:47:24 >> I wondered how that process was going to take place.

06:47:28 So that answers that.

06:47:29 The financial disclosure, is that required by members of any

06:47:36 or all of the previously or standing committees we have now?

06:47:46 >> As the sunshine board, yes, it would be required.




06:47:49 I believe the citizens finance board is required to do that

06:47:52 as well.

06:47:53 >> Sometimes it discourages people when they have to have

06:47:57 financial, full financial disclosure.

06:48:02 Unlike what City Council fills out, this would be the short

06:48:05 form of financial disclosure.

06:48:10 having to disclose their finances publicly.

06:48:15 So sometimes it's a deterrent.

06:48:18 So I just want to make sure we had to do it.

06:48:25 And then the last question I have -- the council member --

06:48:36 But council representative shall end co-chairman with his

06:48:42 term on City Council, so the council member would then --

06:48:47 it's a four-year City Council term.

06:48:56 Council member appointee term runs the same as any other

06:49:00 member.

06:49:01 It begins, the initial member shall serve this year until

06:49:05 September 30th of 2013, then each subsequent term shall

06:49:08 be two years commencing on October 1st.

06:49:12 As it's set forth, there is in a restriction on the number

06:49:14 of terms a member may serve.

06:49:16 However, you are aware that a City Council member's term,




06:49:23 the end of March in, what --

06:49:27 >> 2015.

06:49:28 >> So while the term would otherwise end on September

06:49:32 13th, that council member's term, if they do not --

06:51:25 from, then that's required to be a sunshine board.

06:55:48 We passed out a letter from T.H.A.N. on the cultural assets

06:55:54 workshop, and I want to thank everyone for their

06:55:58 Also, I made a copy of all the -- whichever everyone has

06:56:04 one -- of the different presenters.

06:56:06 The reason I did that was just -- and I know everyone

06:56:11 remembers that, a very wide net was casted.

06:56:16 So just when you are thinking of your appointee, to think of

06:56:21 that as someone that has a broad, or maybe specific to a

06:56:25 certain area that was brought in on the workshop.

06:56:29 The other thing I want to say is, I want to give a little




06:56:32 bit of an idea that what we are looking at is to define

06:56:37 assets.

06:56:38 That's what this committee is going to look at.

06:56:41 And in the 20th century, we defined assets, actually, it

06:56:49 was a hierarchy organization, and the 21st century is a

06:56:54 flat organizational model, which leaves openness, access,

06:57:01 ideas flow in multiple directions.

06:57:04 And what that does, it makes it easier to invent, adapt and

06:57:09 reinvent, and that's what we are at in the 21st century,

06:57:13 and I believe that this committee will help us.

06:57:16 Again, our objective and our goal would be to identify the

06:57:24 assets, grant the assets, package the assets, and own the

06:57:30 assets as a City of Tampa.

06:57:35 One of the presenters, Bob Hunter, said that Tampa was the

06:57:39 big apple here in southwest Florida.

06:57:43 And then a QTI that we approved that expanded in Ybor, the

06:57:50 reason they went to Ybor was they called it the Greenwich

06:57:55 village of Florida. I see a trend here.

06:57:57 The big apple and Greenwich village.

06:58:06 We are looking at leveraging and maximizing the gain to our

06:58:12 community.

06:58:12 I'm just going to read real briefly something that was in

06:58:15 the newspaper, one of our newspapers, back in June.

06:58:21 And I don't know if you are familiar with the -- he was on

06:58:27 the Capin travel and here in Tampa, and he was asked what




06:58:35 are his thoughts of Tampa.

06:58:36 He said its funky, ethnic, it's beautiful, it's relaxed,

06:58:40 it's entertaining.

06:58:41 I just can't say enough about it.

06:58:43 I have never been here for bad season but it's everything I

06:58:47 love.

06:58:48 It's water, it's cool people, such an eclectic mix of food.

06:58:53 I love that it's still quaint enough that when you come

06:58:56 back, you can remember where you are.

06:58:59 You guys stake the claim on fantastic.

06:59:05 A lot of cities have great restaurants that aren't

06:59:07 considered food destination.

06:59:09 You guys have something.

06:59:11 I think the connection of the sun and the food and the

06:59:13 people that can take you gays over the top.

06:59:18 I just wanted to share that with everyone, and just keep in

06:59:23 mind that this is where our committee will be heading.
