09:06:30 Father, thank you once again for everyone assembled for this

09:06:34 CRA meeting.

09:06:35 We again thank you for your grace and your mercy and for the

09:06:39 numerous gifts you have provided.

09:06:49 Thank you again for the opportunity to live, work and play

09:06:52 here in the City of Tampa.

09:06:53 We thank you for the council members, administration, and

09:06:56 employees who are also servants of the people.

09:06:59 Continue to guide our leaders in making the best decisions

09:07:03 for all of us and make them instruments of your will.

09:07:08 Continue to bless the City of Tampa, father, along with our

09:07:12 state and this great country.

09:07:14 Continue to bless our citizens and keep us all in your care.

09:07:18 These blessings we ask and thanks we give with humble

09:07:24 hearts.

09:08:02 As we generally start these meetings this morning, we have a

09:08:05 representative from one of our CRAs.

09:08:07 This morning it's Matt may from the river Heights waterfront

09:08:11 community advisory to give us an update on things going on

09:08:14 in Tampa Heights.

09:08:14 >> Matt May: Good morning.

09:08:26 Many of you joined us for phase two of the water Works Park

09:08:29 and Ulele Springs.

09:08:31 Needless to say everyone in the community is very excited

09:08:33 about this new project and seeing it finally come to

09:08:38 fruition.

09:08:39 The splash, performance, kayak launch and one of a kind

09:08:44 Ulele Springs is not only a place for the neighborhood to

09:08:48 come together but city park for the City of Tampa.

09:08:51 Thank you, City Council, for allocating 6.5 million to make

09:08:54 the improvements under the mayor's parks and rec staff and

09:08:59 to bring the park back to life.

09:09:03 The Gonzmart family continues their work on their

09:09:06 improvements to the former water works building and ulele's

09:09:11 restaurant with planned opening in the spring.

09:09:13 With a menu of Florida's indigenous people and early

09:09:17 settlers, it will surely be another unique experience like

09:09:19 the spring itself that will draw locals and tourists alike

09:09:28 to our neighborhood.

09:09:29 The armature works building, 37 acres of vacant land,

09:09:33 recently reassembled by the SoHo.

09:09:37 Back on October 1st their development team met with

09:09:39 neighborhood associations from Tampa Heights, for the

09:09:45 details of their Riverside height development as relates to

09:09:47 the PDA, conditional right-of-way closure, and special use 2

09:09:54 permits that are scheduled to be considered October

09:09:56 24th.

09:09:58 It was well attended and included proposed realignment.

09:10:03 Street grid, the armature building and the representatives

09:10:09 describe the planned extension. Riverwalk from 7th

09:10:11 Avenue to North Boulevard, and many of the neighborhood

09:10:14 residents are pleased to hear that the developers are

09:10:17 working not only top bring restaurants and housing to Tampa

09:10:21 Heights but also so much needed services such as shopping,

09:10:24 options, like a grocery store, drugstore, and a bank as part

09:10:28 of their planned mixed use urban village.

09:10:34 Thanks to several city projects and a few public-private

09:10:36 partnerships there's clearly some serious momentum behind

09:10:40 the redevelopment of Tampa Heights. We look forward to

09:10:42 having you on October 22nd to see some of the progress first

09:10:47 hand, and to also further discuss issues of CRA and

09:10:52 surrounding neighborhoods.

09:10:53 >>FRANK REDDICK: Give me an update on the improvement of

09:10:58 the Salvation Army.

09:10:59 >> We are still waiting for details on the program changes,

09:11:03 or, you know, but they have been active in the conversation

09:11:07 with the community, trying to keep us in the loop of some

09:11:11 things they were trying and thinking about.

09:11:13 We haven't heard any, you know, proposals of program changes

09:11:18 or anything of that nature yet.

09:11:21 In Tampa Heights, we will go a little deeper, see if we can

09:11:26 find within those agencies, more public-private partnerships

09:11:33 between the city and county as well.

09:11:34 >>BOB McDONAUGH: Good morning again.

09:11:45 Just an update on some of the activities in the various

09:11:48 CRAs.

09:11:49 I have got some good news for the music fans in the

09:11:53 audience.

09:11:54 The Gasparilla music fest has just announced that they are

09:11:59 expanding to two days, and they are starting their early

09:12:02 ticket sales that will be scheduled for March 8th and

09:12:05 9th, and yes it's going to be a two-day event so that

09:12:09 has grown, something that the downtown CRA helped foster.

09:12:13 In Ybor, we had the ceremony for the Al Lopez house with the

09:12:18 Ybor museum society, and we are going to have a grant

09:12:24 considered later for you.

09:12:25 On October 9th there will be a large food truck rally at

09:12:29 Grand Central, the third year, very popular in the

09:12:32 neighborhood.

09:12:33 I want to thank some of the council members who were able to

09:12:35 make it to the Drew Park stadium cafe.

09:12:38 It was very well attended and I heard very good things about

09:12:41 the food.

09:12:42 Very interesting like stories.

09:12:44 It's kind of an American success story.

09:12:47 They were knocked down and built themselves back up, and

09:12:50 wonderful people, and we certainly wish them a lot of

09:12:52 success.

09:12:53 Again, thank you for coming to Waterworks Park.

09:12:57 I think that the Gonzmarts showed some cruel and unusual

09:13:04 punishment yesterday because they rolled out some of their

09:13:07 new menu items.

09:13:08 We are going to have to wait till springtime.

09:13:10 It don't think people want to wait that long to have some of

09:13:13 the food.

09:13:14 And I think you should have received some invitations.

09:13:17 The Florida redevelopment association is going to be here in

09:13:20 Tampa.

09:13:21 We are hosting it, the Tampa CRA, from October 30th to

09:13:25 November 1st.

09:13:26 And it's in the Marriott waterside.

09:14:00 >>CHARLIE MIRANDA: When you run this meeting, things go very

09:14:02 well.

09:14:04 >>BOB McDONAUGH: My name is not Mr. Al Davis.

09:14:13 I didn't want you to miss Mr. Davis.

09:14:16 It's unusual for him not to be attending one of our

09:14:19 meetings.

09:14:20 The first item of business, in the strategic action plan for

09:14:24 the Channel District, it was originally envisioned that

09:14:28 there would be three public parks, one in the south of the

09:14:31 district, which was recently created on 11th street, bun

09:14:40 in the middle of the district which we did three years ago

09:14:42 at Washington street and 12th, and one in the north side.

09:14:46 And what we are bringing to you today is the purchase of

09:14:49 some land and the donation of some land in the Channel

09:14:52 District to create one more park.

09:15:05 Between Meridian and Channelside and Madison and Twiggs.

09:15:10 The orange is the property that we are asking approval to

09:15:14 purchase.

09:15:15 It's owned by a local family.

09:15:17 We have been speaking with them now going on four years.

09:15:20 And I believe we have negotiated the best price that we can,

09:15:26 and it's a little bit higher than we wanted to pay, but when

09:15:32 we went and did an appraisal.

09:15:35 We had a conversation with the adjacent property owner who

09:15:37 was recently approved to build a 30-story tower.

09:15:41 He certainly would like to have a park in the neighborhood,

09:15:43 as would some of those other neighbors.

09:15:45 And he's going to donate property.

09:15:48 And so if you look at our little map here on the bottom of

09:15:51 that, the purchase, with the combination of the donated

09:15:55 property, brings the acquisition cost to $40 a square foot

09:16:00 which was our appraised value for the land.

09:16:02 So the money is in the budget.

09:16:06 We have set aside money for this, and this is part of the

09:16:09 strategic action plan for the Channel District.

09:16:14 Just a quick -- one of the things that makes the site so

09:16:20 powerful is that it is adjacent to some of the larger

09:16:23 projects in the Channel District.

09:16:24 We have Channelside which has over 600 people living in had

09:16:29 the, bell Channelside, the Martin, 450 people living in it,

09:16:33 Grand Central has about 700 people, plus 100,000 square feet

09:16:37 of commercial space, and then downtown.

09:16:39 So all told about 2,000 people that will surround this area

09:16:43 for a park.

09:16:44 And so a strategic location.

09:16:46 I think very powerful.

09:16:49 One of the things that you might have noticed on the blue

09:16:51 drawing is that part of the land goes through Twiggs Street

09:16:56 so we can have a loft for people at the Bell Channelside

09:17:00 making it convenient for them to access the park and not

09:17:03 have to walk around the block.

09:17:06 So what I am asking, actually two actions today for the CRA

09:17:10 board.

09:17:11 One is to accept the donation of the land, which would be

09:17:15 parcel A, and secondly to approve the purchase of parcel D.

09:17:24 >>CHARLIE MIRANDA: Mr. Chairman, let me say this.

09:17:26 First of all, I understand what he just said about the price

09:17:29 and value and so forth.

09:17:31 And land in this area is subject to change.

09:17:37 I don't think it's subject to change in the downward trend.

09:17:40 It's subject to change in a much higher cost tomorrow.

09:17:45 And tomorrow doesn't mean 20 years from now.

09:17:48 I can recall when land in that area was very inexpensive 20

09:17:55 years ago.

09:17:55 That has changed.

09:17:57 I can recall when a lot of things in this city was valued as

09:18:03 something below par.

09:18:06 Certainly when you look at something -- and I am not making

09:18:08 a comparison when I say this -- when you look at Harbour

09:18:11 Island you could have bought the whole thing in the 70s

09:18:15 for 2.8 or 2.9 million and I think the last lot sold for

09:18:20 something close to.

09:18:21 That one lot.

09:18:21 I'm not saying that's going to happen here.

09:18:23 But if you don't buy property to have parks for the citizens

09:18:27 that we want to bring in to create things for the future

09:18:32 such as light rail and things of that nature, it's never

09:18:35 going to happen.

09:18:38 You must bite the bullet once in a while and say this is

09:18:41 where I stand.

09:18:41 And this is a necessity, it's a need, and it's something

09:18:46 that needs to be done in this area.

09:18:54 I know that this property, and properties like this

09:18:57 throughout the city, a lot of people buy land to hold land

09:19:01 because they know the value is much greater than getting one

09:19:07 percent at the bank.

09:19:08 And therefore I'm in favor of this.

09:19:09 >>FRANK REDDICK: Mr. Suarez?

09:20:13 we really have some great success stories in this program.

09:20:27 I am looking to improve building 19 and 13 as a visual art

09:20:48 >> A combination visual art gallery for two dimensional,

09:20:52 three dimensional art, and also used as a black box space so

09:20:55 there are performances, and we have been running it for 18

09:20:59 years.

09:21:04 events there in the past.

09:21:05 And I'm glad to see that.

09:21:07 I think it's very well deserved.

09:21:09 And you have served the community very well for 14 years.

09:21:13 So I'm glad to see this happen.

09:22:30 As I mentioned, the Ybor museum society recently had a key

09:22:36 ceremony where they received the key to the Al Lopez house

09:22:40 and they are now planning to do a renovation of the

09:22:43 property, and with the Ybor City CRA assistance they will be

09:22:47 doing a facade improvement.

09:22:48 >>FRANK REDDICK: I didn't have to ask you that.

09:22:54 >> I hope Councilman Miranda will ask me the hard questions

09:23:01 today. He's the baseball expert.

09:23:03 I want to thank you for all the support you have given us

09:23:05 both for this project and for other things.

09:23:09 The media coverage, the people coming forth to support this

09:23:14 project has been incredible.

09:23:16 It truly is a community project.

09:23:18 And we would of course appreciate your support on the CRA

09:23:21 grant.

09:23:22 And just on a fun note, we have had Tino Martinez, Gonzalez,

09:23:30 so it's really exciting to be in our shoes these days.

09:23:34 We are bringing those kinds of people to Ybor City, and we

09:23:39 want to thank you very much.
