POSITION PURPOSE: As a Professional Plans Review Supervisor your role will be to perform highly responsible technical and supervisory work related to the review of residential and commercial building and site plans for compliance with codes and regulations. RESPONSIBLITIES: The Professional Plans Review Supervisor will oversee technical staff involved in the review of building and site plans to ensure the plans conform to land development codes and technical requirements. He or she will be responsible for developing procedures for assigned activities to ensure the flow of documents proceeds in an orderly and timely fashion. This position will involve directing the review of transportation issues, storm water issues, issues related to landscaping, tree removal and site clearing plans, as well as zoning issues and will provide back-up review of site drawings as needed. The Professional Plans Review Supervisor will meet with developers and the public to address and resolve construction plan concerns and will lead courtesy preliminary plan review meetings to provide information regarding construction codes and plan review policies and procedures. Additional duties related to the successful execution of this position will also be performed.
KNOWLEDGE, SKILLS & ABILITIES: The Professional Plans Review Supervisor is expected to have considerable knowledge of residential and commercial building codes; land development codes and standards; constructions methods and codes; inspectional processes and techniques; legislation affecting site standards; construction related management and administrative policies, procedures and methods; plus, mainframe permitting system experience. It is also expected he or she will have the ability to plan, assign, supervise and review the work of support staff; to interpret codes and standards related to building and site plan review; to uniformly enforce regulations with tact and impartiality; to prepare and present technical reports orally and in writing; to establish and maintain effective working relationships with city officials, subordinates, inspectors, contractors, architects and others, and to successfully interact with industry trade associations. QUALIFICATIONS: Minimum qualifications include graduation from an accredited college or university with a bachelor’s degree in building construction, engineering, architecture, or a related field; and five (5) years of experience in building construction, architecture or engineering work (to include) three (3) years experience in plans examination and ordinance administration and three (3) years of responsible supervisory experience plus demonstrated ability to interact with industry trade associations. Preferred qualifications include a master’s degree and four (4) years experience as described above.
REQUIRED LICENSES OR CERTIFICATES: Possession of a Standard Plans Examiner license as issued by the Florida Building Code Administrators and Inspectors Board in all four (4) areas of certification (Building, Mechanical, Electrical, Plumbing) (or) registration as an architect or professional engineer; in addition to possessing a FEMA Floodplain Management Certification. Applicant’s selected for employment that do not possess the required FEMA certification, Standard Plans Examiner’s License in all four (4) areas, or those who do not possess professional registration as an architect or engineer, must apply to the State for a provisional license or professional registration immediately upon employment and obtain within twenty four (24) months of employment. Possession of a valid Florida driver’s license is also required.
