JOB PURPOSE: The selected candidate will be responsible for management and supervision of the Environmental Coordination Division within the Department of Solid Waste & Environmental Program Management. The Environmental Coordination Division is responsible for programs associated with Brownfields, Historic Landfills, Fuel Storage Tanks, Prohibited and Hazardous Waste Management, Property Contamination, Environmental Site Assessments, Recycling, Sustainability and the McKay Bay Waste-to-Energy Facility. The Environmental Coordination Division provides guidance and assistance to all City Departments on projects and issues related to environmental regulatory compliance.
KEY RESPONSIBILITIES:Supervise and manage Environmental Coordination Division programs, projects and staff.Coordinate, monitor and evaluate work of environmental consultants, environmental attorneys, lobbyists and division staff.Prepare reports, presentations and correspondence relating to Environmental Coordination Division programs, projects and issues.Oversee and address policy and contractual issues relating to the operation of the McKay Bay Waste-to-Energy Facility.Prepare and monitor Environmental Coordination Division budget and financial plan.Review for approval all purchase order requests and invoices for Environmental Coordination Division activities.Monitor and evaluate existing and proposed federal, state and local environmental legislation and regulation.Oversee legislative work related to renewable energy and other waste-to-energy issues.Conceptualize and develop a Sustainability Plan in coordination with the Cityís Green Officer. Identify and coordinate available and applicable grant opportunities.Perform related work as required.
DESIREABLE KNOWLEDGE, SKILLS, AND ABILITIES:Knowledge of federal, state and local environmental regulatory laws, statutes and rules.Knowledge of federal, state and local environmental regulatory agencies.Knowledge of modern management practices and procedures.Ability to plan, assign, direct, coordinate and monitor the work of technically trained staff in a manner that promotes full performance.Ability to communicate technical environmental and scientific information to the Cityís administration, City departments, environmental attorneys and consultants,and environmental regulatory personnel.Ability to conduct research, review and analyze technical and scientific materials.Ability to communicate clearly, effectively, and confidently in various settings with diverse audiences, both verbally and in writing.
QUALIFICATIONS: Graduation from an accredited college or university with a bachelorís degree in environmental science, environmental engineering, or a related field, and five (5) years of environmentally-related experience in administrative, managerial or project management activities; or an equivalent combination of training and experience.
LICENSES/CERTIFICATES: Possession of a valid Florida driverís license is required; 40-Hour OSHA Hazardous Waste Operations & Emergency Response (HAZWOPER) Certification is desirable.
EXAMINATION: Evaluation of education and experience. Drug testing is included in all pre-employment processing.
