SALARY RANGE:

(N33) $50,003.20 - $74,963.20 a year

JOB PURPOSE: The selected candidate will be responsible for performing highly professional Parks & Recreation planning experience.

KEY RESPONSIBILITIES:

  • Manages the contracts and regulates the expenditure of grant funds for non-profit organizations.

  • Participates in planning efforts with outside agencies and service providers to obtain needs assessment data and develop comprehensive program planning.

  • Annually oversee the implementation of the RFP process.

  • Prepares and processes resolutions, agreements, and amendments for approval by City Council.

  • Process reimbursement requests; and, monitors Project Sponsor's performance activity and fund-source expenditures to ensure that objectives are accomplished.

  • Collects and analyzes data and prepare reports involving resource allocation, services delivered, and contract compliance.

  • Participates in the preparation of the five year consolidated plan/action plan and citizen participation process.

  • Submits grant reports to funding agencies in a timely manner.

  • Develops, drafts, revises, and recommends program/project plans to address the economic, social, and physical problems and needs of the city.

  • Formulates and recommends procedures, guidelines, alternatives, and priorities for implementation of plans and grant projects and their subsidiary components.

  • Monitors program/project progress and recommends modifications as necessary.

  • Researches, identifies, reviews, and analyzes potential funding sources.

  • Develops and drafts grant requests for funds to implement planned programs and projects;
  • Participates in grant project administration including budget formulation and revision, and project revision and closure activities.

  • Evaluates plans and proposals prepared by outside agencies and makes recommendations regarding soundness and relevance to municipal needs and plans.

  • Negotiates contract terms for conduct of projects with outside agencies.

  • Prepares statistical reports in order to provide data to public, other departments.

  • Conducts or participates in meetings and public hearings to discuss, develops, or explain plans and recommendations.

  • Maintains liaison with representatives of other departments and outside agencies to determine planning needs and provide assistance.

  • Serves on various committees representing department or municipal interests.

  • Provides technical planning advice and guidance to study committees and community groups.

  • Performs related work as required.

DESIRABLE KNOWLEDGES, ABILITIES, AND SKILLS:

  • Knowledge of the principles and practices of Parks & Recreation planning.

  • Knowledge of federal, state, and municipal legislation and regulations.

  • Knowledge of research techniques and data sources.

  • Knowledge of methods and techniques of reports and grant application preparation.

  • Knowledge of planning principles, practices, and program content in a particular subject area might be required.

  • Knowledge of grant administration practices/procedures may be required.

  • Ability to conduct research and analytical activities independently.

  • Ability to collect, assimilate, analyze, and interpret data and draw sound conclusions.

  • Ability to prepare oral and/or written reports and impart them effectively.

  • Ability to formulate sound recommendations and present them effectively.

  • Ability to establish and maintain effective working relationships with other employees, municipal officials, and the general public.

QUALIFICATIONS:

Graduation from an accredited college or university with a masterís degree in planning, public administration, Economics or a related field and one (1) year urban planning experience related to the assigned area; or an equivalent combination of training and experience. Some positions may require specialized training or experience as a condition for initial employment in this class.

Evaluation of training and experience. Drug testing is included in all pre-employment processing.
