Hillsbrough County Sheriff's Office Assisted in the Investigaiton
SUSPECT: Marcos Santiago, H/M, DOB: 12/16/62, 2717 West Nassau Street, Tampa, Florida
CHARGES: 7 Counts Sexual Performance of a Child
Last month the Tampa Police Department joined the Internet Crimes Against Children Task Force, known as ICAC. Today, detectives made one of their first arrests since joining the multi-agency task force that targets suspects exploiting children on the internet. On 7/23/13, Tampa Police detectives learned the suspect was possibly downloading child pornography on his home computer. Yesterday 8/6/13, they confirmed it was child pornography and discovered that the suspect was an employee of the Police Athletic league. PAL is a non-profit organization that provides afterschool and summer programs for children. At 9:00 am today 8/7/13, detectives executed a search warrant at the suspect's home on West Nassau Street. When police entered the suspect's home, he was in the process of downloading child pornography onto his home computer. Detectives have interviewed the children in the suspect's group at PAL. At this point, there is no indication that he had any inappropriate contact with the children. An initial search of the suspect's computer at PAL shows no sign of child pornography. All of his computers are now being turned over to the Hillsborough County Sheriff's Office and then FDLE for forensic analysis.
PAL fired the suspect immediately after his arrest. He has been a part time employee for PAL since 10/2007. He went through an extensive background check. He does not have a criminal record and is certified by the state to work with children. PAL's policy requires at least two adults to be with a group of children at all times. There are three adults assigned to the suspect's group and one is a Tampa Police School Resource Officer. The suspect is not a City of Tampa employee.
The Tampa Police Department typically donates $25,000 to PAL every year. Over the last two years, TPD donated 1.5 million to help build a state of the art recreation facility at PAL. Two Tampa Police Officers are assigned to PAL full-time. During the summer months, six School Resource Officers are also assigned to PAL.
The suspect was uncooperative during the investigation. He was been transported to the Hillsborough County Jail.
