Notice of Advertisement for Board and Commission Vacancies to be appointed by City Council

Affordable Housing Advisory Committee**
**(See General Information for application submission deadlines and the date for the three-minute presentations to be made to City Council)

Five (5) Positions – Expiring on June 29, 2011:
• Real estate professional in connection with affordable housing.
• Actively serves on a local planning agency pursuant to F.S. § 163.3174.
• Resident of the City of Tampa.
• Essential services personnel, as defined in the local housing assistance plan.
• Represents employers within the City of Tampa.

Membership – (Per Chapter 17.5-2 and 17.5-3, City of Tampa Code – Ordinance No. 2008-77 – Term of Appointment: 3 years)
The AHAC shall be comprised of eleven (11) members. Six (6) members of the AHAC shall be appointed by the mayor, with the approval of the majority of city council, and five (5) members shall be appointed by city council. The members shall have a demonstrated interest, competence, professional experience or knowledge in the development of affordable housing, planning, building, real estate, mortgage lending, law or other related discipline.
In appointing members, City Council shall include:
• One (1) citizen who is actively engaged as a real estate professional in connection with affordable housing.
• One (1) citizen who actively serves on the local planning agency pursuant to F.S. § 163.3174.
• One (1) citizen who resides within the City of Tampa.
• One (1) citizen who represents employers within the City of Tampa.
• One (1) citizen who represents essential services personnel, as defined in the local housing assistance plan.

All appointees shall be residents of the City of Tampa.
a. If the governing body, whether due to the city's size, the presence of a conflict of interest by prospective appointees, or other reasonable factor, is unable to appoint a citizen actively engaged in these activities in connection with affordable housing, a citizen actively engaged in the activities without regard to affordable housing may be appointed.
b. The members of the AHAC shall not be entitled to compensation, pension, or other retirement benefits by virtue of serving on the AHAC, but shall be entitled to receive their travel expenses and other actual AHAC expenses, as approved by the director of the department of growth management and development services, while outside of the city in the performance of their duties as a committee member, in an amount equal to and computed in the same manner as the amount allowed to officials of the city for travel and subsistence while traveling on public business.
c. If a member of the AHAC has one (1) or more conflicts of interest, as defined in F.S. Ch. 112, within one (1) year, then such a member's appointment shall be reviewed by the mayor for a determination of whether the member's business or personal interests present frequent, recurring conflicts with his/her membership. Upon such a finding by the mayor with the approval of city council, the AHAC member shall be removed and a replacement appointed. Except with respect to their official duties, members of the AHAC shall not participate in activities relating to matters filed with the AHAC.

Civil Service Board**

Membership Composition of the Civil Service Board – Term of Appointment – 3 years:

Administrative hearing board of City Employees
• Mayor appoints three (3) members
• Council appoints two (2) members via resolution
• Members must be residents of the City of Tampa
• Members cannot be a City employee
• Boardmembers are required to take Oath of Office
• Boardmembers are not required to file state financial disclosure.

Enterprise Zone Development Agency**

One (1) Position - Term expires on May 25, 2011:

Membership – (Per Ordinance No. 2005-314, as amended by Ordinance No. 2006-126) – Term of Appointment – 4 years:
• The Enterprise Zone Development Agency shall be comprised of eleven (11) members.
• The Agency consists of eleven (11) City Council appointed members.
• Boardmembers are required to take oath of office.
• Boardmembers are not required to file state financial disclosure.

Equal Business Opportunity Advisory Council*

• Hispanic American

One Position – Term expires on May 5, 2011:
• Caucasian Female

Purpose of the EBOAC:
• To serve as a citizen advisory committee (i) to promote the participation and use of SLBE and, when authorized by law, WMBE businesses in City contracting and procurement and (ii) to relay concerns of minority contractors, women contractors, non-minority contractors and citizens at-large to the City about the operation of this program.

Membership:
• Seven members to be appointed by City Council.
• Initial appointments: Terms are to be staggered
• All appointees shall be residents of the City of Tampa or Hillsborough County
• Individuals interested in being appointed must have permanent, legal residency in Hillsborough County, State of Florida
• Positions are voluntary. Individuals appointed to serve on the EBOAC serve without compensation.
• In appointing members, City Council may include a combination of subcontractors, prime contractors, non-vocation professionals and civic leaders wherein the composition of membership represents at least:
o One (1) citizens who is African American
o One (1) citizen who is Hispanic American
o One (1) citizen who is Caucasian Female
o One (1) citizen who is Caucasian Male
o One (1) ethnic minority citizen (non-specific)
o Two (2) citizens at large (Designated as being from the WMBE Community)

Historic Preservation Commission**

One (1) Position – Term expires on May 31, 2011.
• Must be either urban planner, landscape architect or historian

One (1) Position – Term Expires on May 31, 2011
• Architect

Membership – (Per Section 27-230(a) of the City of Tampa Code – Updated by Ordinance No. 2007-156) – Term of Appointment – 3 years
• The HPC shall be comprised of seven (7) members.
o Four (4) members of the HPC and one (1) alternate member shall be appointed by the Mayor and approved by the City Council.
o Three (3) members and one (1) alternate member shall be appointed by the City Council.
o The members shall have a demonstrated interest, competence, experience or knowledge in historic preservation, architecture, history, architectural history, planning, archaeology, development, real estate appraisals, real estate marketing, law or other related disciplines.
o Four (4) of the members shall be architects, architectural historians, historic preservationists, urban planners, historians or archaeologists with at least one (1) architect and one (1) architectural historian or historic preservationist.
o Members of the HPC shall not sit as officers or board members of local preservation related organizations.

Deadline for submission of applications is 5:00 p.m. on Wednesday-April 27, 2011 in the Office of the City Clerk, Old City Hall, 315 E. Kennedy Blvd., Third Floor, Tampa, Florida.

The City Council of the City of Tampa has scheduled three-minute presentations by the applicants interested in being considered for one of these positions. The three-minute presentations are scheduled for the May 5, 2011 at 10:00 a.m. under Staff Reports and Unfinished Business during the regular session of City Council. The regular sessions are held in the Tampa City Council Chambers, Old City Hall, 315 E. Kennedy Blvd., Third Floor, Tampa, Florida.
