17:03:27 invocation which will be given by Ms. Desiree Valdez,
17:03:30 the legislative aide for Mary Alvarez.
17:03:33 >> Good evening, everyone.
17:03:37 Councilman White, thank you for asking me to the
17:03:39 invocation.
17:03:40 It's my honor to do the invocation for everyone here
17:03:42 at council.
17:03:44 Today I am going to share with you a prayer from a
17:03:48 book given to me by sister Kathy Kayhouse in the
17:03:53 beautiful Riverside Tampa Heights neighborhood.
17:03:56 This prayer is shared with us in the Tampa Bay prayers
17:04:01 book, and Dr. Roy Kaplan, the visiting associate
17:04:04 professor of the department of Africana studies,
17:04:11 national council for community and justice, interfaith
17:04:14 activities and workshops at the center, it helps
17:04:17 people put their lives in perspective.
17:04:20 So today I am going to recite a prayer for today by

17:04:24 Dr. Hartsole.
17:04:28 Let us pray. This is the beginning after new day God
17:04:31 has given me this day, to use as I will.
17:04:34 I can waste it or use it for good.
17:04:37 But what I do today is important, because I am
17:04:41 exchanging a day of my life for it.
17:04:44 When tomorrow comes, this day will be gone forever
17:04:47 leaving in its place something that I have traded for
17:04:49 it.
17:04:50 I want to be gain and not loss, good and not evil,
17:04:56 success and not failure, in order that I shall not
17:05:01 regret the price that I have paid for it.
17:05:03 In God's name we pray.

17:05:44 >> I appeared before you this morning at 9 a.m. to
17:05:47 discuss the continuance -- the request for continuance
17:05:49 of this item, and we would be requesting November
17:05:52 16th, 2006, at 5:01 p.m
17:05:56 That is based on the fact, in light of the fact that
17:05:59 we have received several correspondence, e-mails.
17:06:06 I talked to a lot of people on the phone regarding the
17:06:09 studies and recommendations.
17:06:10 As noted this morning, we did hold three public
17:06:12 information workshops following the recommendation,
17:06:14 presentation to council.
17:06:16 Within -- at the Gandy civic association center.
17:06:19 That was based on the fact that we could not find a
17:06:22 location at that time within the Ballast Point
17:06:24 neighborhood association.
17:06:26 But in light of some of the correspondence and some of
17:06:28 the questions and concerns raised in the e-mails and
17:06:30 the phone calls that I had, what we are planning to do

17:06:34 is hold an additional public information workshop.
17:06:38 I'm working with Shannon Edge's office right now to
17:06:40 find a location potentially for the third week of
17:06:43 October that will give council a chance, also, to
17:06:45 appear in between night meetings.
17:06:48 We would look to hold sometime between 6 and 8 p.m.
17:06:52 The last one to be held was from 6 to 8 p.m.
17:06:55 She has located a Baptist church which potentially
17:06:58 could hold up to 150 people.
17:06:59 She's trying to find an additional location
17:07:02 potentially within that area as well.
17:07:04 So tonight I am asking for a continuance of this case
17:07:07 to November 16 so we can hold an additional workshop,
17:07:11 to hopefully dispel some of the misinformation that's
17:07:14 being handed out, and to also share with the public
17:07:18 the recommendations from the Planning Commission,
17:07:21 anybody that was unable to make that meeting, because
17:07:23 there were some recommendations for revision to the
17:07:27 comp plan policy.
17:07:28 So with that, I would ask for your consideration.
17:07:32 >>SHAWN HARRISON: Ms. Coyle, I think it's important to
17:07:35 explain what a transmittal public hearing is.

17:07:37 >>> That's what I have been doing on the phone with
17:07:39 the people that I have been speaking with.
17:07:40 And there was some concern, a lot of the e-mails that
17:07:44 I read and the people I have spoken with on the phone,
17:07:46 that this is potentially your -- your adoption of this
17:07:49 or the approval of this, and really what I want
17:07:51 everyone to hear and understand is we are really in
17:07:54 the beginning of the public hearing process.
17:07:56 The recommendations have been made, but that's all
17:07:58 they are at this point are recommendations.
17:08:00 And, council, the authority lies with you to make the
17:08:03 final determination, decision on what this language
17:08:05 should be, and whether or not it should be at all.
17:08:09 This transmittal hearing is really for to you hear the
17:08:13 recommendations for the comp plan changes and decide
17:08:15 whether or not to transmit them in the form that they
17:08:17 are before you and make changes and simply transmit
17:08:19 them to the -- for the state's recommendation back to
17:08:23 us.
17:08:24 That's really where we are with the recommendation
17:08:25 state.
17:08:27 Well come back to you at a later public hearing which

17:08:29 will be noticed properly, set by resolution, and there
17:08:32 will be a second public hearing following that for the
17:08:35 final adoption of whatever changes there are at the
17:08:38 end of this.
17:08:39 I just want to make it very clear, we are really in
17:08:41 the beginning stages of public hearings, and there
17:08:43 will be many more to come.
17:08:49 >>JOHN DINGFELDER: Just backing up a little bit.
17:08:57 A little over a year ago, I'm not sure who contacted
17:09:00 who but the mayor contacted this joint land use study
17:09:03 committee.
17:09:04 South Tampa representative.
17:09:06 She asked me to serve on it.
17:09:07 She asked Commissioner Castor to serve on it as well
17:09:10 as the colonel Woodward from the base.
17:09:13 The four of us served on it.
17:09:16 We had numerous staff, many of which are here tonight.
17:09:19 Working on it.
17:09:20 And we also created a citizens advisory committee.
17:09:23 Many, many of your neighbors were serving on that
17:09:27 advisory committee.
17:09:28 We had an outside consultant and his team working on

17:09:32 it.
17:09:34 You know, there were several newspaper articles, as
17:09:39 Cathy indicated over the last couple months, there's
17:09:41 been meetings and that sort of thing.
17:09:43 But then we did the postcard to let you guys know
17:09:47 about it.
17:09:48 Show hands how many of you attended the Planning
17:09:50 Commission workshop last week.
17:09:52 Anybody?
17:09:53 Okay.
17:09:53 A couple of you. Anyway, went over to the Planning
17:09:58 Commission, I guess, a few weeks ago.
17:10:00 They agreed with the language and sent it over to us.
17:10:03 That's where we are tonight.
17:10:05 In the meantime, the postcards went out.
17:10:07 You guys looked at the language and you're not happy
17:10:10 with the language.
17:10:10 Okay.
17:10:11 And we are here at your representatives.
17:10:13 You're the citizens.
17:10:15 We are the representatives.
17:10:16 You're not happy with this language.

17:10:17 So we hear you loud and clear.
17:10:20 We have gotten all your e-mails.
17:10:22 Anybody who has gotten e-mails, raise your hands.
17:10:27 Anyway, we have gotten the phone calls.
17:10:29 We have gotten your e-mails.
17:10:30 We hear you loud and clear.
17:10:32 It doesn't mean we are going to stop this process
17:10:34 completely, because I believe that this is first and
17:10:36 foremost about public safety.
17:10:38 I believe -- everybody thinks this is a plot of
17:10:44 Washington and MacDill and everybody else.
17:10:46 It not.
17:10:47 First and foremost it's about public safety.
17:10:48 That's what we are all about is about public safety.
17:10:51 That's our first mission in this community.
17:10:52 And I believe it's important to keep the density down
17:10:55 in the flight path areas.
17:10:57 And that's the first mission of the joint land use
17:11:01 study was to lock in the density that's in your area,
17:11:05 and freeze it, take a snapshot and freeze it right
17:11:08 then and there.
17:11:09 Okay.

17:11:09 Those what this thing is all about.
17:11:11 On top of that, we probably added some additional
17:11:13 language and some additional policies that are
17:11:17 superfluous, and I think we can cut them out.
17:11:19 Between now and the October meeting, and then the move
17:11:23 meeting, that's exactly what we'll be doing.
17:11:24 We'll be working to pair this down, clean it up, make
17:11:28 it more accessible to you, then bring it to you in
17:11:31 these meetings that Cathy is talking about.
17:11:33 I don't know that we are all going to agree but I have
17:11:35 a feeling you folks will be a lot happier when we get
17:11:38 to that point.
17:11:42 >>LINDA SAUL-SENA: I just wanted to ask a time frame
17:11:44 after things come back from Tallahassee to give people
17:11:46 a sense.
17:11:48 I think it takes several months to send things up to
17:11:51 Tallahassee, get them back and then schedule
17:11:53 something.
17:11:56 >>CATHERINE COYLE: Land development.
17:11:57 It could be at least 60 days for the report to come
17:12:00 back from the state.
17:12:01 So if we were to have a November 16th meeting we

17:12:04 are looking sometime in mid January, early February
17:12:07 before we actually hold that first public hearing to
17:12:09 discuss approval of whatever recommendations.
17:12:14 >>LINDA SAUL-SENA: Could people here sign an e-mail?
17:12:16 >>> I passed a round a legal pad so I have all their
17:12:20 information on there.
17:12:22 >>SHAWN HARRISON: Other council members?
17:12:23 >>ROSE FERLITA: Just very quickly, Mr. Harrison.
17:12:26 And, ladies and gentlemen, some of you were at your
17:12:28 neighborhood meeting this past Tuesday.
17:12:31 And I attended it.
17:12:33 Unannounced.
17:12:34 Not on schedule.
17:12:36 But I truly wanted to hear eyeball to eyeball, person
17:12:40 to person what your concerns were.
17:12:42 And it was long.
17:12:43 And it was not what I expected it to be.
17:12:46 But, at the same time, you made the opportunity to
17:12:48 tell us what you didn't want to do, or you wanted to
17:12:51 do.
17:12:52 Because of that, I came back from that meeting.
17:12:54 I talked to more city staff.

17:12:56 I made an appointment that afternoon, after that.
17:12:59 And met with some Planning Commission people.
17:13:02 Mr. Garcia was nice enough to lend his time as well as
17:13:07 Mr. Chiaramonte and some additional citizens.
17:13:11 I think this has been on the back burner for a long
17:13:13 time.
17:13:14 But once it comes to surface, once it starts talking
17:13:16 about the values of your property, and that military
17:13:22 terminology that perhaps a lot of people don't like,
17:13:24 and a lot of things that set the property values or
17:13:28 appear at least to affect the property values that
17:13:30 have grown and grown and grown over many years, you
17:13:34 were concerned, so therefore I was concerned.
17:13:36 I will tell you that I think there was a lot of
17:13:40 dissension, a lot of concern about where we were
17:13:42 going.
17:13:42 I talked to Cathy Coyle.
17:13:44 I was excited that she came back with the suggestion
17:13:47 that we were going to continue this.
17:13:48 Simply to continue it, not to avoid the subject, but
17:13:52 simply to go back to DCA, and since your staff member
17:13:57 said there is an insurance declaration that he wants.

17:14:00 But that wasn't mandated by DCA.
17:14:03 The fact that the element could affect your property
17:14:08 values or you as you decide to do what you want top
17:14:11 do.
17:14:11 There were just a lot of issues.
17:14:12 There are a lot of issues for you particularly in
17:14:16 Ballast Point, and for us particularly in South Tampa.
17:14:21 I'm happy that we're going to be able to craft this a
17:14:23 little bit further, because I know what one side would
17:14:26 say versus the other.
17:14:28 Oh, Lord, you're against the military.
17:14:30 Absolutely not.
17:14:31 The military is the group that protects us in terms
17:14:34 of, you know, American rights.
17:14:36 It was not about that.
17:14:37 It was about what you thought where we were and where
17:14:41 you wanted us to be.
17:14:42 So I'm excited that we have this continuance.
17:14:46 And secondly, sometimes you are going to have four and
17:14:49 against and you are going to aggravate somebody.
17:14:53 I am delighted, I swear on anything, delighted that
17:14:55 the next time we discuss this is November 16th.

17:14:58 Very appropriately, that is my last meeting here.
17:15:00 So I get the opportunity to weigh in, to represent
17:15:04 you, to reiterate what I heard Tuesday nature.
17:15:07 I understand your concerns.
17:15:08 And because of that, there are some issues that were
17:15:11 real uncomfortable for the neighborhood, and November
17:15:13 16th versus tonight will allow us the opportunity
17:15:17 to speak what you want us to say, to represent you as
17:15:21 you want us to represent you, and in fact being a
17:15:25 South Tampa resident, I absolutely understand your
17:15:28 concerns.
17:15:28 So please bear with us in terms of this delay, in
17:15:31 terms of this continuance.
17:15:33 And I look forward to speaking your mind on November
17:15:36 16th.
17:15:37 So thank you for your patience.
17:15:38 I truly, truly appreciate it.

17:16:02 there will be a large, well organized public hearing,
17:16:07 or public meeting, out in your neighborhood, at a
17:16:11 location still to be identified.

17:16:16 If you don't hear about it or can't find it, contact
17:16:19 Cathy Coyle in our zoning department.
17:16:22 I'm not going to give the number because I don't know
17:16:25 it off the top of my head.
17:16:26 But, anyway, call my office, it's fine, and my aide
17:16:32 will give you that information.
17:16:35 But it's extremely important that you come to that
17:16:37 meeting so you can see the progress that we have made
17:16:39 on this issue.
17:16:40 Because we will make progress on this issue.
17:16:44 We have heard your comments.
17:16:45 We'll make progress.
17:16:46 We'll improver the language and hopefully we can all
17:16:49 work together on this, and come out of it in a

17:16:53 positive way.

17:17:03 We realize that we would have had probably ten times
17:17:07 the number of folks in the audience tonight had it not
17:17:10 been for our staff getting the word out.
17:17:13 And I want to thank Cathy and Shannon evenly and
17:17:16 everyone who did get the word out of that there had
17:17:18 been a request for a continuance.
17:17:20 We will all endeavor -- and I think we will all be
17:17:23 there at the town hall meeting that takes place in
17:17:26 South Tampa.
17:17:27 Those forums are set up very well so that you all
17:17:30 don't have to travel, you don't have to leave your own
17:17:33 neighborhood to come and speak about this.
17:17:35 And those of us who are not as familiar with the issue
17:17:38 as others who represent South Tampa, this will be a
17:17:42 great opportunity for us to listen to the concerns of

17:17:45 the community.
17:17:46 Then we'll come back on the 16th.
17:17:48 And on the 16th, that is simply a transmittal
17:17:50 hearing.
17:17:50 That is the opportunity to send this to the state, and
17:17:54 for the state to weigh in, for the state to share what
17:17:56 their concerns are, and then it comes back to us for
17:17:59 action.
17:17:59 And that's the question that Ms. Saul-Sena asked,
17:18:02 about what the timing was for that.
17:18:04 So we are not even at the starting block yet -- we are
17:18:09 going to take the additional step now because you
17:18:11 heard the concerns about having that town hall meeting
17:18:14 and we'll be back on the 16th and listen to what
17:18:16 everyone has to say.
