15:29:26 afternoon, honorable council members. Congratulations.

15:29:30 Shirley Foxx, city clerk for the City of Tampa. We will now

15:29:35 conduct the election for the chairman and chairman pro tem

15:29:38 for the Tampa City Council. Here are the election

15:29:41 guidelines. The election of a chairman will be held first.

15:29:46 Nominations do not require a second. Please wait to be

15:29:50 recognized before nominating a candidate. I will open the

15:29:54 nominations and close them after all nominations have been

15:29:59 made. Votes will be counted by raising the hand. And

15:30:02 please raise them high. The vote will be taken in the order

15:30:06 of the nomination, beginning with the first name nominated.

15:30:11 The vote will cease as soon as there is a majority, which

15:30:14 requires four votes. Having said that, nominations are now

15:30:18 in order for chairman. Reverend Scott.

15:30:24 >>THOMAS SCOTT: First, I would like to -- it's my pleasure

15:30:27 to nominate --

15:30:31 >>SHIRLEY FOXX-KNOWLES: Gwen Miller is now nominated. Are

15:30:34 there any other nominations? Mr. Caetano?

15:30:37 >>JOSEPH CAETANO: I'd like to nominate Charlie Miranda.

15:30:41 >>SHIRLEY FOXX-KNOWLES: Are there any other nominations?

15:30:45 Yes, Miss Saul-Sena?

15:30:50 >>LINDA SAUL-SENA: I would like to nominate John

15:30:53 Dingfelder, and I'd like to say why. I have served on city

15:30:59 council with John Dingfelder for four years. I don't know







15:31:02 if you all know this, but he's a professional mediator.

15:31:05 This new council has the opportunity to be active and

15:31:08 stronger than any previous council. Twenty years ago, when

15:31:13 I was first serving on council, council pretty much acted as

15:31:20 a rubber stamp for the administration. They provided the

15:31:24 agenda, and Chairman Tom Van raced through it like an

15:31:29 locomotive. It's a new day. We've got bright, energetic

15:31:33 council members who want to create policy, who want to lead

15:31:38 Tampa to be the best kind of city we can be. I think that

15:31:40 to do this we need to work together cooperatively and we

15:31:44 need an active, strong voice to lead council. I've seen

15:31:47 John in action. He is caring of other people's opinions,

15:31:53 and he is a strong, clear voice. And that's why I'm

15:31:59 nominating him today.

15:32:00 >>SHIRLEY FOXX-KNOWLES: Thank you, Miss Saul-Sena. Are

15:32:01 there any other nominations? Nominations are closed on

15:32:07 Miller, Miranda and Dingfelder. Those in favor of council

15:32:15 woman Miller, please raise your hand high. Those in favor

15:32:27 of Charlie Miranda, please raise your hand high. Those in

15:32:35 favor of John Dingfelder, please raise your hand high. Not

15:32:44 seeing a majority, we will start again. Nominations are

15:32:50 open for chair. Are there any nominations? Mr. Caetano?

15:33:57 persons that had the two votes and everybody vote on them

15:34:02 >> And then at that point you take Dingfelder and whoever

15:34:06 that person -- vote on those two. That way you have

15:34:09 eliminated these numbers. Otherwise we could be here all

15:34:12 day. [Inaudible].

15:34:16 >> Yes, ma'am? Miss Saul-Sena?

15:34:19 >>LINDA SAUL-SENA: Mr. Scott, Reverend Scott, eventually we

15:34:24 end up with somebody having four votes, and having been

15:34:29 through this last time, it only took us seven times to

15:34:32 finally arrive at a selection. I can say that it is a long

15:34:35 process, but council always ends up with a chairman.

15:34:41 >>SHIRLEY FOXX-KNOWLES: Nominations are open for chair.

15:35:41 >>THOMAS SCOTT: Yeah. Madam Clerk, my suggestion was we

15:35:45 have two persons nominated with two votes. We should take

15:35:49 those nominations and everybody vote on those persons,

15:35:52 whoever get the most vote, then we come back and nominate

15:35:55 that person with Dingfelder.

15:35:57 >> For a runoff?

15:35:58 >> Yes.

15:36:00 >> Madam chairman, I'd like to hear from David Smith, who's

15:36:04 aware of -- who's our -- or Mr. Shelby, who's our council

15:36:08 attorney. Is this -- what is the appropriate thing in terms

15:36:11 of legality of this? I'm not comfortable with this.

15:36:23 >>DAVID SMITH: Good morning, members of council. This is

15:36:26 your organizational meeting, you can do whatever you want.

15:36:30 [Applause]

15:36:34 >> I think that's the first and only time you guys have ever

15:36:37 told us that.

15:36:49 >> The two individual council members receiving two votes

15:36:56 include Charlie Miranda and Gwen Miller.

15:36:58 >> Madam clerk?

15:36:59 >>SHIRLEY FOXX-KNOWLES: Yes.

15:37:00 >> I would say just as a point of order, we probably

15:37:05 should -- if we're going to change our procedure, we

15:37:08 probably should vote on changing the procedure. Mr. Shelby?

15:37:16 >>MARTIN SHELBY: Yes, sir.

15:37:17 >> We're going to change our procedure, we probably should

15:37:20 vote on changing the procedure.

15:37:21 >> Council, in all candor, I have not been privy to this

15:37:25 process. This has been the purview of the city clerk. This







15:37:28 has been done by council in the past. Tampa has particular

15:37:31 customs. However, however the city council wishes to

15:37:35 address this issue, I suggest that you just do it in an

15:37:38 orderly, fair fashion. My suggestion, again, would be to

15:37:41 follow the standard rules of procedure, Roberts rules of

15:37:45 procedure, which usually default to, and however you wish to

15:37:48 proceed, it is your organizational meeting.

15:37:52 >> I'll second Reverend Scott's motion, if Reverend Scott

15:37:55 made the motion, to change the procedure as he described.

15:38:01 >>SHIRLEY FOXX-KNOWLES: We're voting on two individuals.

15:38:03 Those in favor of Charlie Miranda, please raise your hand.

15:39:37 >>GWEN MILLER: Thank you. First I would like to

15:39:40 congratulate our new members, I haven't had time to do that

15:39:43 and I'd like to welcome back the ones that have already been

15:39:45 serving with me. It's a pleasure to be nominated again.

15:39:48 That means a vote of confidence that the last three years as

15:39:51 chair I did a very good job. We worked very well together.

15:39:54 We worked with the neighborhoods. We had many problems to

15:39:57 solve, and we did them, and we worked together. Everybody

15:40:00 had integrity and professional, and just a hardworking

15:40:04 council, and I know this is going to be a better year

15:40:07 because we have new members who are energetic, ready to work

15:40:11 and I'm ready to work with them. And I know we're going to

15:40:14 have a great time because we have fun on the council. We

15:40:16 don't just be there working hard, we do things that make us

15:40:19 happy, and we have -- like Miss Saul-Sena said, make it

15:40:24 green, we have a green topic, we're going to be smiling and

15:40:27 happy and we're going to solve the problems of Tampa that

15:40:29 make Tampa the best city we ever had. We always say Tampa's

15:40:34 the best place in work and play and that's what we're going

15:40:38 to do for the City of Tampa.

15:40:40 [Applause]

15:40:44 >>SHIRLEY FOXX-KNOWLES: Thank you, Chairman Miller.

15:42:14 >>JOHN DINGFELDER: Thank you, Madam Clerk. It has been a

15:42:17 wonderful honor and privilege to serve you for the past four

15:42:19 years and it will be a wonderful honor and privilege to

15:42:22 serve as chairman pro tem under our fine chair, Glen Miller,

15:42:25 and I look forward to it. Thank you.

15:42:27 >>SHIRLEY FOXX-KNOWLES: Thank you very much. I would like

15:42:28 to say congratulations, and I look forward to working with

15:42:31 all of you. I would like to turn the meeting over to our

15:42:35 newly-elected chair.

15:42:38 >>GWEN MILLER: Thank you, Madam Chair. The business we

15:42:43 have today is MPO -- okay. Roll call. Thank you.

15:42:48 [ROLL CALL].

15:43:01 >>GWEN MILLER: We have some business to take care of

15:43:04 because MPO has lost some members and they need to have a

15:43:08 special meeting to finalize their chairmanship so we need to

15:43:12 elect someone or appoint someone to be on that committee,

15:43:14 and I would like to make an appointment for Mr. Reverend







15:43:19 Scott. He's been on there and I think he would continue to

15:43:22 do a good job.

15:43:25 >>LINDA SAUL-SENA: Madam Chairman, I had made a motion on

15:43:27 Thursday that all of the incoming council members receive a

15:43:30 list of all the -- all the organizations and boards that

15:43:34 council members get appointed to, and that at this time,

15:43:37 that be given to us to write down our first, second and

15:43:41 third choices, and that the city -- and that then you as

15:43:46 chairman make the selection. The MPO needs three

15:43:50 appointments by -- by the 9:00 Tuesday morning meeting.

15:43:55 It's critical, but we all were supposed to receive these

15:43:58 sheets. Remember, we discussed that --

15:44:00 >>GWEN MILLER: The clerk did run those sheets off and they

15:44:03 were in your mailbox, so if you had been in the city office,

15:44:06 you could have gotten them at your mailbox. She put them in

15:44:09 the mailbox.

15:44:10 >>LINDA SAUL-SENA: No. We were supposed to receive them

15:44:12 today.

15:44:13 >>GWEN MILLER: Miss Saul-Sena, she put them in the mailbox,

15:44:15 and if you did not get to your mailbox, you do not have it.

15:44:19 But we're not worried about the other committee. You will

15:44:21 have your assignments when you get the sheet and fill them

15:44:25 out. Today we're only considering MPO. That's all the

15:44:28 clerks asked us to do today is MPO and that's all we're

15:44:32 going to take care of today is MPO. Okay. Mr. Dingfelder?

15:44:40 >> I just wanted to say as a new council member I did

15:44:45 receive it by E-mail the list of committees and I have it

15:44:48 right here in my purse.

15:44:50 >> So everybody else should have theirs.

15:44:52 >> Mine was E mailed to me.







15:44:53 >> And I don't have a purse.

15:44:55 (Laughter)

15:44:59 >>GWEN MILLER: Do your wife have -- got it in her purse,

15:45:03 Mr. Miranda? Okay. So we're going to need three, and I

15:45:14 expressed my concerns for Reverend Scott because he has

15:45:17 served on there for a long time and I know he would continue

15:45:19 to do a good job so I would like to appoint Reverend Scott

15:45:22 on that committee. And Mr. Dingfelder --

15:45:25 >>JOHN DINGFELDER: Okay. I already have the honor of

15:45:27 serving on the MPO as Hart's representative, so you don't

15:45:31 have to worry about me.

15:45:32 >> And I would like, Mr. Caetano, would you like to serve on

15:45:35 that committee? MPO. You'll get your chance.

15:45:40 >>JOE CAETANO: Yes, I would.

15:45:42 >>GWEN MILLER: Thank you. Anyone else?

15:45:45 >>LINDA SAUL-SENA: Madam Chairman, I've served on the MPO

15:45:48 continuously for 20 years, I'm the longest, not the oldest,

15:45:54 but in terms of continuity and depth of experience, I would

15:45:57 very much appreciate your appointment to being able to

15:45:59 continue to serve on that.

15:46:02 >>GWEN MILLER: Anyone else?

15:46:05 >>MARY MULHERN: I would like to ask for an appointment to

15:46:08 that committee if there is an opening. That's one of my

15:46:10 biggest priorities, and I would love to have the opportunity

15:46:13 to serve on the MPO.

15:46:16 >>GWEN MILLER: Okay. We're going to have -- we have to

15:46:20 appoint two. So the chairman has appointed two, Reverend

15:46:25 Scott and Mr. Caetano. So we need to vote on those two. So

15:46:34 you want me to --

15:46:35 >> You have the right --

15:46:40 >>GWEN MILLER: So it would be Miss Mary -- Reverend Scott

15:46:43 and Mr. Caetano.
