09:04:33 >>GWEN MILLER: Mr. Chairman, Councilwoman Miller had a
09:04:40 death in her family, and the clerk should have that.
09:04:44 I know she was given a copy of that so I suggest we add
09:04:46 a letter to the record.
09:04:47 As you know her mother passed.
09:04:49 And so certainly our thoughts are with her and our
09:04:52 prayers are with her and her family.
09:04:54 And I understand funeral service is scheduled for
09:04:57 I just don't know what time or where at this point.

09:05:11 Pastor Williams is the pastor there.
09:05:12 So certainly our thoughts are with her.

09:05:30 bicycle united dealers, an alliance of Tampa Bay area
09:05:35 bike stores and lawyers promoting healthy life-style,
09:05:39 and bicycling, will give our invocation.
09:05:43 He's a 25 year newspaper reporter who worked in New
09:05:48 York, south Florida, Seattle, Denner, Tampa Bay, and
09:05:52 co-founded the Seminole Heights bicycle club.
09:05:54 >>JOSEPH P. CAETANO: When we are done with the prayer
09:05:59 we will have a moment of silence for Ms. Miller's
09:06:05 mother passed away as Reverend Scott said.
09:06:07 Then we will have the pledge of allegiance after that.
09:06:09 >> May way pray and reflect on the beauty of life and
09:06:23 the sanctity of life.
09:06:26 And also, sadly, reflect on the loss of life because of
09:06:32 a vibrant and beautiful woman named Diane VEGA here in
09:06:36 She woke up last Friday, and then did a simple act
09:06:39 which she loved to do every day, hop on her two wheeler
09:06:44 and pedal to her job, like so many others in our city.
09:06:48 Tragically, she never made it to her destination.
09:06:51 Like several others here in Tampa, and in our
09:06:55 neighboring and sister communities in the past few
09:06:58 As we discuss bicycle safety later this morning,
09:07:01 Diane's beloved family members will lay her to rest.
09:07:07 With such deep sadness we must work together as a city
09:07:10 to build a safer city for those who choose a transport
09:07:13 other than a car.
09:07:16 May we work together with our government brothers and
09:07:18 sisters in Hillsborough County and forge a unified and
09:07:21 comprehensive safety plan to stem the wave of bicycle
09:07:26 May we find peace and safety on our roads.
09:07:29 May we tap our spiritual inspiration to realize this.

09:08:03 public comment.
09:08:04 You can speak on anything that's on the agenda.
09:08:05 >> Mr. Chairman, vice chair, other members of the CRA,
09:08:19 I'm Al Davis, 3717 East Wilder.
09:08:27 I will not belabor in deference to Ms. Miller, and
09:08:37 bestow my condolences to her and to her family.
09:08:47 I do not have anything specific at this point,
09:08:50 Mr. Chairman, other than I will the CRA.
09:09:00 I do this in deference to your time, and since this is
09:09:08 a special meeting for this purpose, but I hope this
09:09:12 does not bar an opportunity to speak more specifically
09:09:17 to particularly the East Tampa CRA, and to member Gwen,
09:09:31 I would pause for a moment of silence.
09:09:39 Thank you, Mr. Vice chair.
09:09:40 >>JOSEPH P. CAETANO: Thank you, Mr. Davis.
09:09:43 >> Curtis brown.
09:09:49 And I'm a member of the East Tampa CRA.
09:09:53 And I just wanted to ask a question of the City Council
09:09:59 in terms of production of the budget for 2011 from
09:10:06 We went from 4 million to 800,000, over a $3 million
09:10:12 reduction, and no I know property values dropped, the
09:10:16 value of the property, but most properties did not
09:10:19 reduce by 80%.
09:10:22 Then right now I'm in the process of looking at some of
09:10:24 the properties.
09:10:29 In my opinion what I found so far, it's in the 20%
09:10:34 It seems like the budget would have been reduced by
09:10:40 So some I definitely need someone to look at the
09:10:47 process of how the budget is structured so we don't go
09:10:49 through this again, because for 4,800,000 is a big
09:10:57 And going toward recurring expenses, so that only gives
09:11:01 us about 40% to work with.
09:11:04 And that's a big difference.
09:11:06 And that's all I have to say.
09:11:07 So I appreciate if we can look into and see if an error
09:11:12 is made somewhere and the correction can be made.

09:11:18 Mr. Huey can you answer some of those questions?
09:11:21 >>MARK HUEY: Yes, I will be glad to.
09:11:23 I know it is confusing.
09:11:24 And we have the same questions and concerns when we saw
09:11:29 the assessments and the tax increment financing.
09:11:33 And let me give you a quick explanation.
09:11:36 We actually talked about this during our budget
09:11:39 preparation meeting.
09:11:43 And what makes this confusing is that the climb in the
09:11:46 TIF isn't really directly proportional to the time and
09:11:50 the property taxes that are being charged, because
09:11:53 remember the tax increment that you are budgeting in
09:11:57 East Tampa represents an amount over frozen base, an
09:12:02 increment over the frozen base.
09:12:04 So what happens is, really, as taxes erode, it doesn't
09:12:11 erode your frozen base.
09:12:12 So the 20% loss, if that's an accurate number in
09:12:16 property values, comes all out of the increment.
09:12:20 So that's what creates what seems like ab very
09:12:24 disproportional decline.
09:12:26 And we will be happy to visit with you and walk with
09:12:28 you on that.
09:12:29 We appreciate your question and it is a good one.
09:12:31 I don't think any of our redevelopment areas was
09:12:33 affected as detrimental as East Tampa was by the
09:12:38 decline in the assessed base.
09:12:41 So hopefully that's helpful.
09:12:44 And if there's any other questions, I will be glad to
09:12:47 answer those as well.
09:12:49 >>MARY MULHERN: Mr. Huey, maybe you could just remind
09:12:52 us what year the base -- what year it was formed.
09:13:01 >>MARK HUEY: If I could have the Elmo real quick.
09:13:07 This is a chart.
09:13:08 It in the budget book on page 63.
09:13:11 And you will see the history there of East Tampa.
09:13:14 2005 represents the base year, 2005, and so you can see
09:13:19 how it was set, looks like right around a half million,
09:13:25 or 500 million dollars.
09:13:28 You can see how the increment has grown.
09:13:30 And then this year it declined, 34% decline overall in
09:13:37 property values.
09:13:37 But you see how much the increment declined.

09:14:09 Then I thank God for his grace and his mercy.
09:14:12 That's all I have to lean on.
09:14:15 Brother chair, I wanted to talk about East Tampa.
09:14:21 My condolences to Ms. Miller about her mother.
09:14:25 And I was on the six-block committee, and I want to say
09:14:34 she is rarely blessed to have her mother all these many
09:14:38 Thank you very much.
09:14:41 But I want to speak about this CRA thing, and about
09:14:47 this money in our neighborhood.
09:14:50 The last time we had money, up to $800,000.
09:14:56 It was last week.
09:14:57 I watch you all every week all night.
09:15:01 Can't sleep at night so I watch you all, all night.
09:15:04 >>JOSEPH P. CAETANO: Thank you.
09:15:07 >>> The last time we had a bunch of money over there in
09:15:09 our CRA, they took over half of that money and built a
09:15:12 brand new police station.
09:15:16 We ain't had no money since.
09:15:18 And now when I hear we got $800,000 over there -- let
09:15:24 me tell you one thing.
09:15:26 I represent East Tampa and the poor people.
09:15:28 I represent poor people now, because the middle class
09:15:30 people -- the people I represent, they don't have
09:15:34 nobody but me.
09:15:38 And I tell these poor people all they got going for
09:15:40 them is pray and vote and make sure you vote for a
09:15:47 politician that's going to do something.
09:15:50 The one thing in the world is put a do-nothing
09:15:55 politician in a seat.
09:15:59 But I want to speak about the bicycle thing.
09:16:01 And then there's what you call light rail.
09:16:10 I ain't paying a penny for that and I recommend all
09:16:13 poor peoples vote no.
09:16:16 >>JOSEPH P. CAETANO: Mr. Moses, you have to speak on
09:16:18 the agenda.
09:16:18 >>> Okay.
09:16:20 I heard they were going to speak on the library.
09:16:22 >>JOSEPH P. CAETANO: We are on the CRA.
09:16:29 >>> Okay.
09:16:32 This bicycle thing now.
09:16:37 I can speak on the bicycles now?
09:16:39 >>JOSEPH P. CAETANO: No.
09:16:41 This is CRA.
09:16:41 >>> Okay.
09:16:43 Back to the CRA thing then, I can talk about that for
09:16:47 two hours.
09:16:48 Because we ain't got no parks over there.
09:16:51 And this year, didn't do a thing for us over there this
09:16:56 year N.my neighborhood, you know, I tell the people,
09:17:00 our children need parks over there.
09:17:02 We have nothing to do about but go to jail.
09:17:05 Hang in the streets and put us in jail.
09:17:07 But this year, when they come over this year and say we
09:17:13 need some tax money and charged the children $25 a week
09:17:17 to come to the park.
09:17:19 Now that is the lowest thing I ever heard.
09:17:21 And it wasn't the poor peoples, come in and thank you
09:17:27 all for taking it down.
09:17:29 Now, the poor people we said, there was a crime
09:17:35 committed on us over there.
09:17:37 Anybody tell a poor black poor child you can't come to
09:17:40 the park, all the Haiti over there, and we in the same
09:17:48 shape Haiti over there, same shape.
09:17:50 We got thousands of people over there sleeping in cars
09:17:55 and houses.
09:17:57 Traffic lined up three, four city traffic blocks.
09:18:00 We got nothing over there.
09:18:02 And you all tell me you want a penny for light rail.
09:18:06 I'll be back to talk about it.

09:18:10 On the CRA matter.
09:18:12 Mr. Huey.
09:18:14 You're next.
09:18:14 >>MARK HUEY: Mark Huey, economic development
09:18:19 Before you this morning, very important approvals of
09:18:24 our annual budget.
09:18:26 Items 1 through 10 are each of the individual budgets.
09:18:30 Item 11 is the service agreement between the
09:18:33 redevelopment agency and the city which empowers the
09:18:38 city to move forward on your behalf to implement the
09:18:41 recommendations of the budget.
09:18:43 Two things that I wanted to note for you.
09:18:47 One, we sent you a memorandum this month that reflected
09:18:54 slight modifications to each budget that were the
09:18:57 result of the county adjusting their millage slightly.
09:19:03 So all of the budgets were adjusted.
09:19:06 None of the adjustments are of particular material but
09:19:09 we wanted you to have that information.
09:19:11 Secondly, board member Scott noted that we have not
09:19:15 included in the budget document a letter from the chair
09:19:20 of the CRA, comments by the chair, so we are adjusting
09:19:25 And I will commit to you that before this is a document
09:19:32 for the general public and posted to our Web site,
09:19:34 there will be a message signed by the chair to reflect
09:19:38 her comments on the budget.
09:19:40 Otherwise, they are as they were presented to you last
09:19:45 And they reflect the work that occurred during the
09:19:47 summer with the board, with our community advisory
09:19:53 committees, and with the staff.
09:19:55 >>JOSEPH P. CAETANO: Thank you, Mr. Huey.

09:19:59 >>THOMAS SCOTT: Thank you, Mr. Chairman.
09:20:00 First of all, there's a couple things I need to say
09:20:03 before we move.
09:20:04 This is one that we need to establish some kind of
09:20:07 guideline and policies relative to these called
09:20:13 We have a called meeting, and clearly we had public
09:20:15 comments, and we are going to debate and talk here, so
09:20:18 we need a policy or some kind of rule about when we
09:20:24 have special called meetings P.I don't understand why
09:20:26 we take this time when we have set a specific date for
09:20:30 having these CRA meetings.
09:20:31 I understand called meetings are important.
09:20:33 But today you have Councilwoman Miller is out.
09:20:36 I will be out this afternoon.
09:20:37 So it would be good if we finish this morning's agenda
09:20:40 before I leave.
09:20:41 So I want to point that out.
09:20:43 Another thing I want to point out is, Mr. Huey, is-let
09:20:47 me be clear on this -- according to Florida statute
09:20:51 163, the body that has oversight over CRA is this body,
09:20:59 is that right?
09:21:01 >> Yes, sir.
09:21:02 >>THOMAS SCOTT: In other words, City Council has
09:21:04 oversight on all CRA in Tampa, period.
09:21:09 However, I raised it when I first came four years ago,
09:21:15 for some reason we tried to do an agreement, to allow
09:21:19 the administration which has been going on sometime,
09:21:21 which if that's what you want to do, fine, I have no
09:21:23 problem with that.
09:21:24 I am not here to advocate change for that.
09:21:26 But what I am concerned about is, and Mr. Huey
09:21:29 mentioned it, it took three times, and they still
09:21:32 didn't get in the agenda book.
09:21:35 I have said each time -- this is the third time -- I
09:21:38 wanted a letter from the chairman.
09:21:39 When I was chairman I never raised the issue because I
09:21:41 didn't want anybody to think it was self-serving but
09:21:45 since Mrs. Miller is chairman I think it's good to have
09:21:48 the chair have a statement or something because behind
09:21:51 the mayor's statement there's a blank page.
09:21:54 And so it wouldn't have taken much to add that there to
09:21:57 get it done.
09:21:59 If we vote on this today -- and this is a legal
09:22:02 question -- does this become your official record?
09:22:10 >>SAL TERRITO: The amendment that Mr. Huey made that he
09:22:12 will be putting a letter in there from the chair, that
09:22:15 will be the official record.
09:22:19 So you approve it as amended with that insertion.
09:22:21 >>THOMAS SCOTT: So it will go in there and it will
09:22:23 become the official document for the clerk.
09:22:25 >>SAL TERRITO: That's correct.
09:22:27 >>THOMAS SCOTT: I wanted to make sure.
09:22:28 Mr. Huey, I wanted to make sure that that happens.
09:22:33 I am going to move the motion predicated upon that
09:22:36 being in there, because if it doesn't get in here, then
09:22:39 what happens?

09:22:41 point, and either to be amended or you can make changes
09:22:45 be if you prefer.
