15:32:10 This is an organizational meeting.

15:32:11 We will now conduct the election for chairman and

15:32:13 chairman pro tem for Tampa City Council.

15:32:16 Here are the election guidelines.

15:32:18 The election of the chair -- we are going to pause and

15:32:25 have roll call, please.

15:32:26 [Roll Call]

12:22:17 >>MIKE SUAREZ: Here.

12:22:22 >>MARY MULHERN: Here.

12:22:24 >>YVONNE CAPIN: Present.

12:22:27 >>MIKE COHEN: Here.

12:22:32 >>FRANK REDDICK: Here.

12:22:34 >>CHARLIE MIRANDA: Here.

15:32:37 >>SHIRLEY FOXX-KNOWLES: Thank you.

15:32:39 We will now conduct elections for chairman and chairman

15:32:41 pro tem for the Tampa City Council.

15:32:43 Here are the election guidelines.

15:32:46 The election of the chairman will be held first.

15:32:48 Nominations do not require a second.

15:32:51 Please wait to be recognized before nominating the

15:32:54 candidates.

15:32:56 I will open the nominations and close them after all

15:32:59 nominations have been made.

15:32:59 Votes will be counted by raising the hand.

15:33:04 The votes will be taken in the order of the nomination

15:33:07 beginning with the first name nominated.

15:33:10 The vote will cease as soon as there is a majority

15:33:17 which requires four votes.

15:33:19 Nominations are now in order for chair.

15:33:22 >> Madam Clerk, before we do that, can I get a point of

15:33:23 odd for clarification?

15:33:25 One, every member on this council is eligible to seek

15:33:32 an office.

15:33:36 >> Yes.

15:33:36 >> Two, once a name is submitted, do you need a second

15:33:41 to the motion to close the nominations or do they just

15:33:45 continue?

15:33:46 >> I will repeat that nomination.

15:33:50 Then I will ask if there is another nomination.

15:33:52 And as soon as we get four votes, that person will be

15:34:01 nominated.

15:34:02 >> Well, if I'm in order I would like to make a

15:34:05 nomination.

15:34:07 >> Yes, sir.

15:34:08 >>FRANK REDDICK: With no disrespect to other members

15:34:10 of the council, I would like to nominate Charlie

15:34:12 Miranda for chair.

15:34:13 >>SHIRLEY FOXX-KNOWLES: Charlie Miranda has been

15:34:17 nominated.

15:34:18 Is there another nomination?

15:34:21 >> Mary Mulhern for chair.

15:34:29 We will close the nominations on Charlie Miranda and

15:34:32 Mary Mulhern for chair of City Council.

15:34:46 Mr. Chair, would you like to say a few words?

15:34:49 >>CHARLIE MIRANDA: Thank you very much.

15:34:50 And I appreciate the confidence that the council has

15:34:52 given me.

15:34:56 As you have seen today, today was a historical day with

15:34:58 a speech by governor -- excuse me, soon-to-be

15:35:02 governor -- Mayor Buckhorn.

15:35:04 [ Laughter ]

15:35:05 Let me say this.

15:35:06 You can see in the audience that the difference between

15:35:09 a council member and a mayor is about 900 people.

15:35:13 But we have 1460 days.

15:35:17 That's about four years.

15:35:20 When you say about four years, it means a long time.

15:35:23 But when you look at it in terms of days, it means that

15:35:26 every day, you do what you can with every energy of

15:35:31 ounce that you have within you to create the betterment

15:35:35 of this city.

15:35:36 I only can say that I wish the citizens the same

15:35:41 respect that we give them that they give us.

15:35:45 I have been chair before.

15:35:46 I try to run this meeting as expediently as possible.

15:35:50 But yet never forgetting that we are the employees of

15:35:54 the taxpayers and the citizens that come before us, and

15:35:58 that's the way that I will always try to run the city

15:36:01 to the best of my ability, to lead.

15:36:04 Every council member has a responsibility, and that

15:36:10 responsibility is, in my judgment, be prepared.

15:36:13 If I don't understand something, I will call a

15:36:15 department head, or I will call the mayor, and I expect

15:36:18 each council member to do the same thing.

15:36:22 These times are tough.

15:36:23 But if you look around the world, we are not as bad off

15:36:27 as the rest of the world.

15:36:29 And I only hope and pray that the next four years will

15:36:31 be the best four years under the wings of this new

15:36:35 administration.

15:36:37 If this city is to fly and it's up to this council to

15:36:41 have the resources to build the infrastructure so that

15:36:44 both wings can come down once in a while and restart

15:36:48 and take off again.

15:36:49 Thank you for your confidence in me.

15:36:53 Congratulations.

15:37:40 Congratulations.

15:37:41 Would you like to say a few words?

15:37:43 >>MARY MULHERN: I just want to say thank you.

15:37:50 And I'm really looking forward to working with this

15:37:53 council.

15:37:55 It's going to be a great four years.

15:37:56 >>SHIRLEY FOXX-KNOWLES: Congratulations.

15:38:00 Mr. Chairman, would you like to move on with CRA

15:38:04 elections, or would you like to wait?

15:38:10 >>CHARLIE MIRANDA: I'm not opposed to having them now.

15:38:11 There was some scuttlebutt around chambers last week

15:38:15 that they were not to be held today. I don't know who

15:38:18 said that and who did that, but that's what I heard in

15:38:21 the halls of the city.

15:38:22 >>SHIRLEY FOXX-KNOWLES: I believe it's up to the

15:38:25 council.

15:38:29 >>CHARLIE MIRANDA: Yes, Ms. Mulhern?

15:38:31 >>MARY MULHERN: This organizational meeting was set by

15:38:32 the charter, and I looked at the charter, and it only

15:38:34 calls for electing the chair and the chair pro tem.

15:38:38 And, traditionally, I don't think we have ever elected

15:38:41 the CRA chair or board, chair and vice chair at this

15:38:51 first organizational meeting.

15:38:52 So I don't think this is the appropriate time to do it.

15:38:55 I think that we should -- unless it's somewhere stated

15:38:59 in the rules of council, charter or some state statute,

15:39:04 there's no reason to do that today.

15:39:05 >>CHARLES FLETCHER: City attorney.

15:39:08 Mr. Chairman, if I may.

15:39:09 The charter does require you to elect the officers as

15:39:13 the council.

15:39:14 State statute requires you to select the CRA officers

15:39:17 prior to the first CRA meeting by the City Council.

15:39:22 So you have the option of doing it today or you have

15:39:24 the option of doing it at your next regular meeting.

15:39:28 In this case we do have one before the next CRA

15:39:30 meeting.

15:39:31 It's not prohibited by the charter, so I would suggest

15:39:34 to you it's your discretion which way to handle that.

15:39:36 >> If I may.

15:39:39 >>MARY MULHERN: It also wasn't on the agenda which I

15:39:42 think is an important point for our future meetings,

15:39:45 that when we start we don't add things to the agenda

15:39:47 that aren't on there at a meeting.

15:39:49 >>CHARLIE MIRANDA: I certainly don't want to start

15:39:54 anything on the left foot. I like to march forward

15:39:56 with the right foot first, so we'll hold it at the next

15:39:59 meeting.

15:39:59 >>MARY MULHERN: Thank you.
