09:12:39 Thank you, Madam Chair.

09:12:41 It's a privilege to have with us this morning reverend

09:12:47 Barnett, who will lead us in the invocation.

09:12:57 Father God, we pray your blessings upon this City Council

09:13:01 meeting.

09:13:02 Give direction, wisdom from above.

09:13:04 We pray, God, that every decision will be for the benefit of

09:13:07 our community.

09:14:18 Item number 1 is a continued public hearing and the

09:14:20 opportunity to speak will be after we open that item origin

09:14:25 that item.

09:14:26 So right now if there's anyone from the public wishing to

09:14:28 speak on item number 2?

09:14:32 >> My name is Kelly page.

09:14:46 I have been in the film and entertainment industry for

09:14:49 almost 30 years now.

09:14:51 I have co-chaired two of the legislative sessions to bring

09:14:58 film entertainment to the State of Florida.

09:15:00 And we finally got it done after years and years and years

09:15:02 of trying.

09:15:05 The reason why I am here to speak is I read an article in

09:15:08 the newspaper saying that a new media company was coming to

09:15:12 the City of Tampa, and that it's QTI, and that the state, of

09:15:17 course, would give back the 80%, and then city given back

09:15:24 10% and the county given back 10%.

09:15:26 This raised a red flag for me.

09:15:29 The reason being, in our industry, in all my years, I don't

09:15:34 know of a company that has opened and can bring 500 jobs in.

09:15:40 Universal studios, which is nationally known, they do a lot

09:15:44 of works, their commercial TV print, back office, we have

09:15:49 entertainment partners there, which is a payroll company for

09:15:52 five states in our region, they don't even have 500

09:15:57 employees.

09:15:57 Universal studios doesn't have 500 employees.

09:16:02 There was just recently last year in September somebody who

09:16:08 was in stab opened up a production studio.

09:16:11 The city of Sarasota and the county gave them $700,000

09:16:17 upfront to hire 117 people at a salary of $72,000.

09:16:25 If you guys want to Google Sanborn studios you will find

09:16:28 that Sanborn studios has a rocky past, meaning investment

09:16:32 fraud in film, maybe some things that were frowned upon.

09:16:39 One of the guys left owing $200 million in the city of

09:16:43 Los Angeles.

09:16:46 To date after a year there were probably 60 jobs.

09:16:48 They did get 22 with the first two being a private pilot,

09:16:53 for their private jets.

09:16:55 To date they have just laid off four of the two.

09:16:59 So this raised a complete red flag for me, and especially

09:17:04 since here in Tampa, we don't even have a television series,

09:17:08 unlike Broward County who just got $23 million in economic

09:17:12 stimulus, Dade County who brought in maybe close to $80

09:17:17 million in economic stimulus over a six-month period.

09:17:19 So I just say let's do due diligence on this.

09:17:22 Let's make sure the company is who they are, because I have

09:17:25 never seen 500 jobs developed in a company for TV film and

09:17:31 print.

09:17:33 And that's it.

09:17:34 And you will see me again about the film commission of Tampa

09:17:37 Bay.

09:17:40 So that's all I have to say.

09:17:42 And I hope you guys look into it well.

09:17:45 I did talk to Mr. McDonaugh yesterday, and he assured me

09:17:51 that no moneys were changing hands until they actually hired

09:17:54 the people.

09:17:55 Also look out for independent contractors, because 90% of

09:17:59 the employment that is done on back office, a lot of them

09:18:04 are 1099.

09:18:06 All right?

09:18:06 >>MARY MULHERN: I do want to say that this is something

09:18:12 that council and our economic development department and

09:18:15 everyone has been looking into, and there is never any

09:18:21 moneys, any bonus, any stimulus -- I can't remember what you

09:18:29 call it -- no one receives it until the jobs are actually

09:18:34 created, and they have to meet all the standard

09:18:37 requirements.

09:18:38 So I think you can feel comfortable, and we'll hear from Mr.

09:18:41 McDonaugh in Tampa and Hillsborough County, we are doing our

09:18:45 due diligence.

09:18:46 And I think we'll hear from him.

09:18:49 Anyone else from the public?

09:18:54 >> Madam Chairman, Al Davis, Tampa, Florida.

09:19:00 I'm really kind of embarrassed now because I didn't do my

09:19:08 homework.

09:19:09 And that is having a discussion with my City Council member

09:19:17 on what this resolution really, really is all about.

09:19:21 And I would like for you to take some time to educate me

09:19:27 this morning.

09:19:28 But I am going to take a leap of faith that collectively you

09:19:33 have looked at this matter inside, outside, upside and down

09:19:38 side, and you may feel it's in the best interest of the

09:19:44 citizens of the City of Tampa.

09:19:45 So with that being said, I am going to further educate

09:19:50 myself after you have taken whatever position you might take

09:19:55 on this matter.

09:19:56 But I do hope it is in the best interest of the City of

09:20:02 Tampa and its people.

09:21:08 the annual renewal that comes before council every year, but

09:21:13 we'll be happy to answer your questions, and appreciate this

09:21:17 council's support.

09:22:11 Bob McDonaugh, economic development.

09:22:13 We are asking for approval of a resolution recommending that

09:22:16 the company identified by Tampa Hillsborough economic

09:22:21 corporation project 1148 be approved at QTI business entity.

09:22:27 You have some handouts that were delivered this morning.

09:22:31 Again, it's backup information.

09:22:33 I would like to confirm Ms. Mulhern's comments that, again,

09:22:38 what we have is a promise to pay.

09:22:40 It is a company that would enter into an agreement with the

09:22:42 State of Florida, create a certain number of jobs, and a

09:22:46 certain wage level, and if they do what they are supposed to

09:22:51 do, then we would be paying them a QTI.

09:22:54 80% of the money comes from the State of Florida, 10% from

09:22:58 the City of Tampa comes to Hillsborough County.

09:23:04 One of the things we have is a fact sheet from the Tampa

09:23:07 Hillsborough EDC.

09:23:08 And what's important about this fact sheet is the company

09:23:13 verifies September 7th, 2011, that the updated

09:23:17 information contained herein accurately represents the

09:23:19 project.

09:23:20 Again, it was something that council asked for.

09:23:22 Please make sure that the numbers are accurate and that they

09:23:25 are verified by the company, and that is what this document

09:23:29 does.

09:23:30 And put that up on the Elmo, please.

09:23:41 That is just really a cash flow analysis.

09:23:43 It shows the years that they will be creating the jobs,

09:23:48 saying that they will create the jobs, the be years to

09:23:53 invest money, and then the estimated payroll.

09:23:55 What is important, another fact that they came forward with

09:24:00 yesterday, it's not 115% of the average rage, it's 125%, and

09:24:07 that's what this cash flow reflects.

09:24:11 Any questions?

09:24:28 citizen behind you who had questions.

09:24:32 And Mr. Davis, I have one for you, too, if you want to read

09:24:36 about it.

09:24:37 But, council, we did get a week's notice on this, and we

09:24:42 have been briefed, and we do our homework, and I feel very

09:24:50 comfortable, I think we all do, in supporting this, and we

09:24:55 want to hear from you about this process.

09:24:58 And I don't know, Bob, maybe you remember, do we have

09:25:03 another scheduled meeting to talk about economic

09:25:05 development?

09:25:07 >> On the 22nd we are going to be speaking about the finding

09:25:11 of these QTI requests, and perhaps scheduling special

09:25:15 meetings when necessary.

09:25:17 But, yes, we will have another conversation on the 22nd of

09:25:19 this month at City Council meeting.

09:25:22 So anyone who is interested and has concerns and questions,
