09:13:08 has graced this hall for the past eight years and currently

09:13:11 works with Councilwoman Capin and will lead us this morning

09:13:19 Dear Lord, we gather here for the purpose of improving our

09:13:22 awareness.

09:13:23 It is a simple goal.

09:13:26 In order to do this task total best of our ability, we ask

09:13:28 your help with the obstacles that Macon front us.

09:13:32 Grant us the opportunity to see all things in the clear

09:13:35 light of truth.

09:13:36 Allow us to each our memories with the highest ideals needed

09:13:40 to work with our fellow citizens and with each other.

09:13:43 Permit us to work constructively.

09:13:46 Father, we ask that you look kindly on this gathering and

09:13:48 grant us the wisdom to see events in their true perspective,

09:15:07 We had elections in the East Tampa CAC and we have the

09:15:09 incoming president here this morning, Mr. Essie Simms, Jr.,

09:15:17 and perhaps speak a couple words to our council.

09:15:19 >> Good morning, honorable chair Reddick and distinguished

09:15:31 board members.

09:15:32 Essie Simms, new CAC chairman and East Tampa partnership.

09:15:39 I have had opportunity sometime in speaking with Mr. Cohen,

09:15:41 and I want to say Mr. Mike but he's corrected me to just say

09:15:45 Mike.

09:15:47 Great working relationship with each and every one of you.

09:15:50 I hope in the near future that you will be able to carve out

09:15:53 some of your time to allow me to have an audience with you

09:15:57 where we can mesh ideas and see what will be the best viable

09:16:01 solutions to some of the major problems happening in East

09:16:03 Tampa areas, especially when it comes to job creation,

09:16:07 blighted areas and stuff of that nature.

09:16:09 And so I'm open for an audience and conversation that I

09:16:14 would love to have with each and every one of you in the

09:16:16 necessary future where we can just try to figure out a

09:16:19 viable way to uplift East Tampa where it becomes one of the

09:16:22 most viable areas in our city.

09:16:36 >>BOB McDONAUGH: I had the pleasure of attending a meeting

09:16:43 where Mr. Simms presided over his first meeting, and it was

09:16:47 a fine meeting indeed.

09:16:49 So I predict great things for his term as president.

09:16:53 Just an update on some of the goings on in the different

09:16:57 CRAs over the last month.

09:16:58 You have reports in your folder.

09:17:00 But some of the highlights as we -- in downtown we had the

09:17:05 FLUGTAG which was a resounding success, over 100,000 people

09:17:08 attended, and again highlighted our community for some of

09:17:13 the potential fun that we have here.

09:17:16 Metro five-ten is now actively leasing.

09:17:20 If you recall, that is the workforce housing project that we

09:17:23 helped subsidize.

09:17:25 And I'm proud to announce out of the 120 units, we have 50%

09:17:29 of them leased already.

09:17:30 So they are way ahead of their pro forma.

09:17:33 There will be an official ribbon cutting which you will be

09:17:35 getting an invitation to, and I'm very excited about the

09:17:39 quality of the project.

09:17:40 And I think when you get your eyes on it, you will be, too.

09:17:43 It's great.

09:17:49 In Ybor, we had a ribbon cutting for the Laughing Cat.

09:17:53 Again, a success story.

09:17:55 A small business moving into a bigger space, and very well

09:17:59 attended by members of the community.

09:18:04 If I may, please, this is the new vice-president of East

09:18:08 Tampa.

09:18:11 >> Good morning.

09:18:14 >> Would you like to say a word or two?

09:18:17 >> Okay. I'm very happy to serve in the capacity as vice

09:18:24 chair for the East Tampa partnership.

09:18:26 I have lived in Tampa all my life.

09:18:28 And I'm in community service, been in the nonprofit arena

09:18:33 for the last ten years, and I like helping my seniors, and I

09:18:39 also like helping my youth, so I help with volunteer hours

09:18:42 for our youth with them going out and doing work for our

09:18:46 seniors.

09:18:47 By doing yard work, doing painting, clean-up like that, and

09:18:51 I have been working with the City of Tampa in the code

09:18:57 department for violations and diversion program for the last

09:18:59 eight years.

09:19:01 Doing work out in the community.

09:19:02 So this is just another step for me to help my community.

09:19:06 So it's a pleasure to be here, and it's a pleasure to also

09:19:10 serve.

09:19:10 >> And thank you for saying such a coherent and well

09:19:17 thought-out speak in like two seconds when you walked in.

09:19:20 That's amazing.

09:19:20 So you did a great job.

09:19:21 >> Well, thank you very much.

09:19:23 >>BOB McDONAUGH: Actually, in it future I might have her

09:19:31 doing my presentations.

09:19:33 It might be an upgrade.

09:19:35 We had going back to Ybor, we had a tragic circumstance, a

09:19:38 shooting in one of the nightclubs, and various city

09:19:42 departments are looking at what can be done including

09:19:46 collating information from the police department, and I'm

09:19:48 sure you will be hearing more about that.

09:19:50 Our Channel District, the park is complete, the fence will

09:19:53 be coming down, you will be getting an invitation for a

09:19:56 ribbon cutting soon, and I tell you, it is extraordinary.

09:19:59 It's a great space.

09:20:00 People are excited about it.

09:20:02 Another exciting opportunity, I believe we will be getting

09:20:08 invitations shortly for groundbreaking for the related

09:20:10 groups property in the Channel District. so we'll have a

09:20:13 shovel in the ground.

09:20:14 More progress.

09:20:16 Drew Park, I believe that they have finalized their

09:20:20 beautification plan, and that will be coming to you soon.

09:20:26 The organization, the CAC in Drew Park now is looking at the

09:20:29 phasing of it, and it will be coming back to you on that

09:20:32 information.

09:20:33 The heights, we have an RFP due this month for adaptive

09:20:37 reuse of the water works building, and I'm sure it will be

09:20:40 coming back to you.

09:20:42 We have had interest, and some of the folks are interesting

09:20:45 to listen to.

09:20:46 So I think it's a positive thing.

09:20:48 Central Park, their streetscape is in place at Encore.

09:20:52 If you have not been there recently, it's interesting to

09:20:55 see.

09:20:56 I mean, we have got a building going vertical, the streets

09:20:58 are in place, the landscape is going in, streetlights are

09:21:02 there, so we are really seeing some real progress.

09:21:07 And in East Tampa, you probably saw the most important thing

09:21:11 that's happened there.

09:21:12 We have a new board.

09:21:13 We had a progress meeting this past week that was well

09:21:17 attended by members of the community, and a brochure was

09:21:23 developed for the members.

09:21:24 Actually, there will be a mailing done within the next week

09:21:26 but I have copies here for you.

09:22:37 This is tangential to items 3, not in the specific sense but

09:22:43 about land acquisition that could further the tourist value

09:22:47 of Tampa which I think is a very important part of economic

09:22:50 redevelopment of Tampa, especially with these new flights to

09:22:56 Puerto Rico, Havana and Zurich.

09:23:01 Now, by way of exploiting that I think would be to have

09:23:04 things in Spanish about things around Tampa, especially from

09:23:08 the Hispanic community that aren't doing very well right

09:23:11 now, like the Columbia restaurant, which is doing well, but

09:23:15 say Centro Asturiano.

09:23:17 A lot of people don't know they have a very nice luncheon

09:23:20 Monday through Thursday in the basement.

09:23:23 Publicize things like this in Spanish for those who are on

09:23:27 Puerto Rico flights, flyers to be put in them.

09:23:30 There's a need to work with Pinellas, because Pinellas has a

09:23:34 lot of things.

09:23:34 This is, say, English flyers to be put on the flights, and

09:23:39 this is not only the Gulf beaches but the fountain of youth.

09:23:43 There really was a fountain of youth that's in Safety

09:23:45 Harbor, dates back to DeSoto rather than Ponce DeLeon.

09:23:52 That's the problem with the Disney movie of late.

09:23:55 Sunken gardens publicizes, theirs was discovered in this

09:24:00 area.

09:24:02 And then there used to be something nice in Madeira Beach

09:24:05 called the Jean Levach, it's something more prestigious to

09:24:17 have something French than Spanish.

09:24:20 [ Laughter ]

09:24:20 I mean, like Gasparilla, get something real, and then they

09:24:25 take that.

09:24:26 Now, what I think Tampa could do, Fort Brooke is gone, but

09:24:33 there's a really nice, empty area that's nothing but a

09:24:36 parking lot on the northeast corner of Whiting and the

09:24:43 crossway, and this could be a prototype but something I

09:24:45 would like to do up in New York, there was relatives of my

09:24:51 great great great great great grandmother was a site of a

09:24:56 skirmish from the battle of longed, of New York, and was a

09:25:01 great American defeat, but I was thinking, that's just

09:25:06 misused land now, and that could be -- to involve the Army

09:25:10 reserve with the historic centers, like the Army reserve can

09:25:13 do fantastic things.

09:25:15 They can build a new Fort Brooke.

09:25:17 (Bell sounds)

09:25:18 And the other place is Spanish town at Hyde Park that needs

09:25:23 a lot of research to see what can be put down there, but

09:25:27 recreations are a big thing.

09:25:28 The other thing that's neglected is signs.

09:25:33 You get tax breaks on these historic sites.

09:25:36 And then there's no sign put out.

09:25:38 People might be interested in that.

09:25:39 Oh, yes, they are phasing tout green line which was just

09:25:43 something that was misused.

09:25:45 It needed to be a feeder for the streetcars.

09:25:47 (Bell sounds).

09:26:15 I just want to make sure you are ready to get up in case

09:26:18 anybody needs help.

09:26:24 But I did like the last thing that Mr. Tillou mentioned

09:26:28 about historic markers, where we have historic properties

09:26:31 that are recipients of tax breaks for -- my maned is not

09:26:41 working -- but it would be nice if we had some kind of

09:26:49 historic marker.

09:26:50 I know we have some around the city, and we.

09:26:53 Been doing, I don't think, too many of them of late.

09:26:56 But when we have a building that is brought back into use,

09:27:02 it would be nice to have some kind of explanation, so that

09:27:08 when tourists, or folks out on their lunch hour walking

09:27:12 around the city, are able to learn a little bit about our

09:27:17 history.

09:27:20 You are already ahead of me, aren't you?

09:27:21 >> At the metro project which is a recipient of CRA funds,

09:27:26 there is a historic plaque going up for the Harlem school,

09:27:30 and there is also going to be a series of plaques and

09:27:34 highlights of the history of the AME church Adamo location.

09:27:44 >>LISA MONTELIONE: Is there a way we can make that

09:27:46 something that isn't a thought, oh, by the way, can you do

09:27:51 this?

09:27:51 Or can we write it into some sort of contract when we grant

09:27:57 funds or make it mandatory rather than compulsory?

09:28:10 Territo on that subject.

09:30:25 And number 5 is reallocation of funds in East Tampa to

09:30:29 continue to support the programs that the community would

09:30:32 like.

09:31:07 shows the befores and afters of several of the grants that

09:31:10 you have approved in the past.

09:31:11 This is kind of like the QTIs, giving you updates and

09:31:16 letting you know, yes, you approved this in the past and

09:31:19 this is the result.

09:31:20 And I think with the facade improvement grants you are going

09:31:23 to see some significant changes.

09:31:26 We have two facade grant improvements, approving grant

09:31:32 requests today.

09:31:34 The property owners are here in both cases.

09:31:36 And if you would like, again we are on item 6 right now.

09:31:44 This is the property in East Tampa.

09:31:46 And if you would like, the owner is here and can address

09:31:49 questions concerning what they will be doing with the grant.

09:32:19 >> So each of those facilities will have new faces?

09:32:27 >> Well, basically, you see the shingles, facade is going to

09:32:35 be redone, possibly -- we are not sure exactly but possibly

09:32:40 like maybe a metal facade or something, just some sort of

09:32:44 upgrade, and make the center look nice, make the facade look

09:32:49 nicer than it is right now.

09:32:52 We are going to paint it, add some landscaping out front,

09:32:57 and we are going to do some work on the parking lot, which

09:33:03 is kind of faded out right now.

09:33:06 They have like an application that you can put on there to

09:33:08 make it new, I guess.

09:33:15 >>FRANK REDDICK: Any questions for the board?

09:33:17 >> I would like to make one comment, with regards to this

09:33:21 program, and I don't hear it mentioned too much in talking

09:33:27 about this program, but this program is really, you know, a

09:33:30 lot of these -- most of these small businesses in here

09:33:33 are -- they are owned by residents of East Tampa, and they

09:33:39 make their homes in East Tampa, and as a property owner, in

09:33:44 East Tampa, it allows me to make the leasing of the units

09:33:57 more favorable for the tenants.

09:34:00 When I had this participation by the city in this program,

09:34:04 you know, I don't have to go into these and say I need to

09:34:08 increase your rent a little bit to do this work.

09:34:10 I am able to maintain their rent which really helps a lot,

09:34:14 especially in this economy.

09:34:16 So I have to tell you that I really appreciate this program

09:34:21 that's available.

09:34:22 >>LISA MONTELIONE: Excellent news.

09:34:26 And I'm sorry, Mr. Zimring, how did you find the process of

09:34:32 applying for the grant in the review and the time lane of

09:34:34 how long it took, and, I mean, if you can walk us through.

09:34:38 >> That's a really interesting, good question, because one

09:34:42 of my tenants, who is -- actually he's not in the front of

09:34:46 this building.

09:34:47 There's some area in the back of the building that I lease

09:34:49 out, and he is a resident of East Tampa, and he and I have a

09:34:52 good relationship, and he came into my office, and he

09:34:57 mentioned to me that -- and I'm not sure if he's taken

09:35:00 advantage of this program or maybe another program for his

09:35:03 small business, but he mentioned it to me.

09:35:06 So --

09:35:08 >>LISA MONTELIONE: That's how you found out about it was

09:35:10 through one of the tenants?

09:35:11 >> Yes.

09:35:12 >>LISA MONTELIONE: And the application process and review

09:35:14 process?

09:35:15 >> It was amazing, really.

09:35:18 >>LISA MONTELIONE: Good.

09:35:19 >> I didn't believe it when I first heard about it.

09:35:27 It's really amazing.

09:35:28 >>LISA MONTELIONE: So I guess then the only suggestion

09:35:32 would be that we maybe outreach, market, to let more

09:35:35 property owners know?

09:35:38 Funds being available as they are, you know.

09:35:41 >> And also developers.

09:35:43 I mean, there are a lot of vacant properties, at least in my

09:35:47 district, in my area, and, I mean, I am a developer.

09:35:51 I haven't done that much new development in the last few

09:35:53 years.

09:35:55 >> Welcome to the club.

09:35:56 >> But I do think that it would be -- people that are

09:35:59 looking to invest in properties in that area, if they knew

09:36:02 the program was available in that part of the redevelopment

09:36:06 would be subsidized or participated.

09:36:10 I think it would probably cause more activity on some of

09:36:15 those vacant properties that are for sale in that area.

09:36:18 I mean, that would be my -- if I was more, you know, active,

09:36:24 I would definitely be looking into that.

09:36:27 >>LISA MONTELIONE: Excellent.

09:36:28 >>FRANK REDDICK: Bob, is he receiving $10,000 and some

09:36:35 change for this?

09:36:37 Is that what I am reading?

09:36:39 >> 10,465, yes, sir.

09:36:42 >> What is the maximum amount a business owner can receive,

09:36:46 50,000?

09:36:48 >> And it has to be matched by the property owner.

09:36:52 >> And the 10,000, the 10,400 some dollars, there's no

09:37:01 matching with that?

09:37:02 >> No, he will be spending a like amount.

09:37:05 That's the whole idea, that it's not a giveaway.

09:37:10 It's an incentive to have private property owners reinvest

09:37:14 in their property, and it's leveraging public dollars with

09:37:18 private dollars.

09:37:23 >>YVONNE CAPIN: Thank you, Bob.

09:37:24 This really is a great program, and it's been used in Ybor,

09:37:30 but remind us, it's a matching grant.

09:37:37 >> Yes.

09:37:38 >>YVONNE CAPIN: But equity is not used?

09:37:40 Or is it?

09:37:41 For instance, if a building is free and clear, would that be

09:37:44 matched?

09:37:44 It has to be dollar for dollar?

09:37:46 >> Yes.

09:37:50 This is new money to come in and do improvements on a

09:37:53 building.

09:37:55 And there's also some requirements about a holding period,

09:37:58 and maintaining the property as well.

09:38:01 So, yes, there are some stipulations in there.

09:38:05 Anytime anybody gets up to the microphone and says one more

09:38:08 thing, it's a long time for me to hold my breath.

09:39:09 What is it being used for now, or planned to be used?

09:39:12 >> The building has been vacant for some time.

09:39:17 It's going to be creative studios downstairs and I will be

09:39:20 living upstairs.

09:39:30 Yeah, it has been vacant for a while, because I'm talking

09:39:33 maybe 20 years ago, my mechanic was in that facility.
