09:05:45 Good morning.

09:05:46 I would like to introduce Father Richard Fellows who serves

09:05:51 the Tampa Police Department as a Chapman.

09:05:53 He moved to Florida in 1998 and came to Tampa in 2000 after

09:05:57 having served in the United States Army as chaplain for 14

09:06:00 years.

09:06:00 Father Fellows has been married for 30 years and has two

09:06:03 sons.




09:06:04 Father Fellows, thank you for all you do for our first

09:06:08 responders and thank you for joining us this morning.

09:06:10 Please stand for the invocation and remain standing for the

09:06:13 pledge of allegiance.

09:06:18 O Lord our governor, bless the leaders of our land that we

09:06:22 may be a people of peace among ourselves and a blessing to

09:06:26 To the president and members of the cabinet, the governors

09:06:29 of states and mayors of cities and to all administrative

09:06:32 authority grants wisdom and grace in the exercise of their

09:06:35 duty.

09:06:36 To senators and representatives and those who make our laws

09:06:39 in states, cities and towns, give courage, wisdom and

09:06:43 forthright to provide for the needs of all our people and to

09:06:46 fulfill the obligations in the community of nations.

09:06:49 To the judges and officers of our courts, give understanding

09:06:52 and integrity that human rights may be safeguarded and

09:06:55 justice served.

09:06:56 And finally, teach our people to rely on your strength and

09:06:59 to accept their responsibilities to their fellow citizens

09:07:54 Bob McDonough has been delayed, I assume, so we are going to

09:07:58 start without him, and we are going to start the agenda with

09:08:01 hearing from the Drew Park CRA advisory committee chair, Pat

09:08:07 Cuervo.

09:08:07 >> Good morning.

09:08:17 I am the chair of the Drew Park advisory committee and it's

09:08:19 my pleasure to appear before you today to give you some

09:08:22 inputs on what's been going on in Drew Park.

09:08:25 I think the most important aspect is that we have been

09:08:28 working on our capital improvements, needless to say, which

09:08:31 centered around the stormwater improvements, which is an

09:08:34 imperative in Drew Park, and of course the streetscape

09:08:38 beautification.

09:08:40 One of the stormwater projects, the $1.2 million Henry

09:08:43 street pond expansion, was completed last December.

09:08:47 The next phase, which built on that stormwater pond, is a




09:08:51 4.7 million upgrade on Grady consisting of stormwater,

09:08:55 wastewater, system upgrade, sidewalks and landscaping.

09:08:58 This is slated for completion this December.

09:09:03 We just received a low bid of 15.9 million for the

09:09:06 stormwater and right-of-way improvements on Lois Avenue, and

09:09:10 to be presented to council in the next 30 days.

09:09:13 On Tuesday, July 16th, at 5:30, you are all invited to

09:09:17 the Hillsborough Community College.

09:09:19 We have a community meeting to be held to explain the

09:09:22 ongoing projects that are going on to the public.

09:09:26 And ultimately, of course, our goal in Drew Park is to see

09:09:30 these improvements, and traffic more private investments,

09:09:34 which of course brings me to the recent private investments

09:09:37 that have been going on in the private sector in Drew Park.

09:09:41 First of all Star Quality Incorporated which is

09:09:44 architectural case work manufacturing company, which is

09:09:47 constructing an additional 14,000 square foot building to

09:09:51 augment their current facility which is in Drew Park.

09:09:54 The estimated value of this construction is about $750,000,

09:09:59 with completion in the fall of this year, and it will be

09:10:03 LEED certified.

09:10:05 Another expansion of the electric supply which you probably

09:10:08 read about in the newspaper anyway, or are aware of, has

09:10:13 just begun a $3 million, 35,000-foot expansion to be

09:10:16 completed in about 15 months.

09:10:24 Hundai he has just completed the demolition of their old

09:10:28 building and replaced it with a 2.5 million, 16,000 square

09:10:37 foot showroom.

09:10:38 And our marketing committee is exploring the development of

09:10:39 our own Web site, which in addition of course to the web

09:10:43 page that we have with the city, this will be a little more

09:10:46 personal with the possible insertion of a business directory

09:10:50 and real estate data.

09:10:52 Of course, we want to get the word out that Drew Park is an

09:10:56 entity, and that it's a jewel right there by the airport.

09:10:58 We are very pleased and very excited that the mayor's

09:11:02 streetlight program is bringing and installing 150

09:11:07 additional needed streetlights to the Drew Park CRA.

09:11:12 I have been on the advisory committee for about four years

09:11:15 right now, and I have seen a lot of time and a lot of effort

09:11:19 go into all of the planning, and right now we are starting

09:11:21 to see the results of all this planning.

09:11:24 I just want to say thanks to Jeanette Fenton, Michelle van

09:11:29 loan, all those in the economic and urban development

09:11:31 office, of course you on the CRA, and all of the members of

09:11:35 our advisory committee.

09:11:38 And in closing, I want to say thank you to Councilman Mike

09:11:41 Suarez for coming to our meeting in March.

09:11:43 We appreciated that.

09:11:49 >>MIKE SUAREZ: Ms. Cuervo, some of the things we discussed

09:11:58 and I think Mrs. Fenton knows about this, the identification

09:12:02 to the entrance to Drew Park from D.O.T., I know that there

09:12:08 was some movement.

09:12:09 >> There has been some movement, not much.

09:12:11 >> Well, you are dealing with D.O.T.

09:12:18 >> Yes.

09:12:19 As Mrs. Cuervo stated this was in transition with FDOT.

09:12:26 They have assured me it's back on track and we should

09:12:28 probably hear something within the next couple of weeks.

09:12:31 >> And you don't know what you are going to hear, though.

09:12:33 >> They tell me that so far it looks good.

09:12:36 No major issues.

09:12:37 So I'm anticipating that we'll get a good report and we will

09:12:41 be able to proceed shortly after that.

09:12:43 >>MIKE SUAREZ: Perfect.

09:12:45 Thanks so much.

09:12:45 >>MARY MULHERN: I think this question is for either

09:12:50 Jeanette or Bob McDonaugh.

09:12:56 You mentioned the 150 new streetlights that Drew Park is

09:13:00 getting.




09:13:00 Are those going to be L.E.D. lights, do you know?

09:13:04 >> They are going to be whatever the standard is that the

09:13:07 city is using now for their streetlights.

09:13:09 They are not going to be anything different.

09:13:10 I'm afraid I'm not sure what type they are.

09:13:13 >>BOB McDONAUGH: TECO has not adopted -- they are TECO

09:13:22 streetlights.

09:13:22 Again, a conversation as a community we continue to have,

09:13:25 because it's an important energy savings device plus they

09:13:29 are labor saving because they have a much longer life.

09:13:32 >> And let me ask you the question because Ms. Cuervo

09:13:38 brought it up that Drew Park is getting them.

09:13:42 I think that in general, in the state and St. Pete

09:13:43 especially is making some progress with their energy company

09:13:48 to start adopting those.

09:13:49 So if we have any time to still talk about it, I think we

09:13:54 can still -- the conversation has come more toward our side

09:14:01 toward adopting those, and I think TECO might be willing to

09:14:04 talk about it some more.

09:14:06 From what I have learned in the last couple weeks.

09:14:09 >>BOB McDONAUGH: We do need to pursue it.

09:14:11 As you know the city has converted their streetlights to

09:14:14 L.E.D. lights and our savings in the south regional garage

09:14:18 is saving the city $80,000 last year. So there's some very

09:14:24 tangible numbers.




09:14:24 >> I do want to add something when you brought up that good

09:14:28 point about L.E.D. lights, as part of our Lois Avenue

09:14:31 stormwater right-of-way streetscape improvements, we are

09:14:34 adding pedestrian light, and that pedestrian light will be

09:14:40 L.E.D. lighting.

09:14:41 >>MARY MULHERN: Great.

09:14:45 >>BOB McDONAUGH: Excuse me for being a little late.

09:14:53 Bob McDonaugh, economic development administrator.

09:14:56 Probably the biggest news item that I had was the community

09:15:00 meeting that we had this past week at Blake high school.

09:15:02 We had 150 attendees talking about the future of that

09:15:05 section of West Tampa, and it was very well attended.

09:15:10 There were lots of folks from the North Boulevard homes,

09:15:13 lots of people from West Tampa, and just really starting to

09:15:20 dive into what the future should be of that community.

09:15:23 And it's going to be a long involved process and dialogue,

09:15:26 because there's a lot of changes going on.

09:15:29 Along with that, the city has now short listed three

09:15:33 companies for the redesign of the park, and they should,

09:15:39 upon hiring a company, we will begin neighborhood meetings

09:15:42 with, again, what the community would like to see in the

09:15:45 redevelopment of the park.




09:15:46 So those are two very exciting items.

09:15:49 One of the reasons I was late is that --

09:15:53 >>FRANK REDDICK: Bob, when is that next meeting?

09:15:56 They have one more meeting?

09:15:58 >>BOB McDONAUGH: It's going to be in July.

09:16:00 I'll get you the dates.

09:16:02 They had an open meeting at Blake, went from six to about

09:16:06 8:30. As I said, we had about 150 attendees.

09:16:09 And then McCormick Barron was there the next morning,

09:16:13 follow-up meetings with residents on certain subjects that

09:16:16 had wanted to go a little bit deeper into it.

09:16:19 And they will come back then with the residents' feedback,

09:16:26 in July, and again start this dialogue again, and basically

09:16:33 give feedback saying this is what you said, this is what you

09:16:37 meant.

09:16:37 >>MARY MULHERN: (off microphone) ... the third or fourth

09:16:46 week of July when it will be open.

09:16:52 >>YVONNE CAPIN: It is, I believe, because I have it circled

09:16:55 to attend.

09:16:55 >>BOB McDONAUGH: Another announcement that I thought was a

09:16:59 positive one.

09:17:00 Several months ago, you had approved a 2 TI for Depository

09:17:06 Trust Corporation, and I was just meeting with them for the

09:17:09 submittal of their billing permits to begin the expansion of

09:17:12 their facility.




09:17:13 And if you recall, those 235 jobs paid in excess of $100,000

09:17:18 a job.

09:17:19 So that is something that has come to fruition, and they are

09:17:22 actually starting to spend those construction dollars right

09:17:25 now in our community.

09:17:26 So that's another positive thing.

09:17:30 That's a summary of my update.

09:17:35 >>LISA MONTELIONE: The volleyball court that's still in

09:17:46 Curtis Hixon park from the Margarita thing, it's really

09:17:52 great, and I come down Ashley Drive and see people playing

09:17:55 on the court and it's neat to see people out there hitting

09:17:57 the volleyball around almost right there on the street.

09:18:00 But there's a little bit of maintenance that needs to be

09:18:05 done.

09:18:05 So if you want to talk to the Parks Department about

09:18:09 tightening up that net and making sure the sand is all nice,

09:18:13 and in its place, because some folks that I know were down

09:18:18 there and said that it was looking a little worn.

09:18:25 >> Well, it's a volleyball court.

09:18:32 >>LISA MONTELIONE: They are using it but it needs some

09:18:35 tightening up.

09:18:36 >> I'll make a call to the Parks Deptartment after the

09:18:38 meeting.

09:19:09 Redevelopment Agency, greetings.

09:19:12 I'm Al Davis.

09:19:13 And I took delight to the manager of East Tampa community

09:19:30 development area was concerned.

09:19:33 He called me.

09:19:34 And I told him that I was still alive.

09:19:39 I was in attendance at two of his boards.

09:19:43 You know that one of the donors to the TIF fund, they are

09:19:54 looking for a new Executive Director, and they was in the

09:19:58 process of finalizing that position

09:20:04 Mr. Chairman, I would like to call your attention to the --

09:20:12 I think it was the second quarter financial and TIF status

09:20:18 report.

09:20:20 And as you perhaps know, and I'll submit it for the

09:20:24 record -- all right.

09:20:43 The first part is a little introduction to the quarterly

09:20:49 report. And it refers to a department.

09:21:00 Let me think now.

09:21:01 The department of economic and urban development.




09:21:07 I believe that the department had been sunsetted and it's

09:21:12 now the department of equal opportunity under the new

09:21:19 administration.

09:21:20 And I just wants to be sure that as I look through the -- I

09:21:31 am looking at the correct information.

09:21:33 I have underlined that, the economic department, and clarify

09:21:46 that it's no longer -- it's under the economic development

09:21:56 under the -- not the national policy, department.

09:22:04 And according to the executive order of the mayor, and

09:22:10 ratified by the City Council, by their resolution -- and I

09:22:18 just want to be sure I am looking at the right thing.

09:22:20 (Bell sounds)

09:22:22 Thank you, Mr. Chairman.

09:22:26 >>BOB McDONAUGH: We have received preliminary numbers from

09:22:36 the property appraiser's office, and next month we should

09:22:40 have the final numbers.

09:22:43 The downtown and the Channel District had a significant

09:22:45 increase in their revenue in this coming year.

09:22:48 Ybor City had a slight increase. Drew Park had a slight

09:22:48 decrease. Central Park actually had an increase which

09:22:59 beyond zero is not too difficult to do.

09:23:02 And East Tampa will receive no new income this year.

09:23:08 But I will have those final numbers for you at next month's




09:23:11 meeting.

09:23:13 >>YVONNE CAPIN: I was just wondering, downtown being a CRA

09:23:15 district, when downtown became a CRA district, it isn't the

09:23:19 same downtown that it is today.

09:23:26 It warrants being a CRA district still?

09:23:29 >> That can be an ongoing discussion we can have.

09:23:32 Actually one of the reasons for it was for the financing of

09:23:35 the convention center, and we still have a few years to pay

09:23:38 on those bonds.

09:23:39 It's approximately $13.5 million a year.

09:23:42 >> And --

09:23:46 >> 2016 I believe.

09:23:49 >> Oh, I thought it was 2015.

09:23:51 >> The payments will be made in 2016 I believe is the

09:23:54 expiration.

09:23:55 >>YVONNE CAPIN: All right.

09:23:56 >>BOB McDONAUGH: A piece of business we have is there has

09:24:01 been a substitution of both in the ex-officio and

09:24:06 Hillsborough Community College.

09:24:08 You have a resume for Mr. Chung, who has previously served

09:24:11 on the board.

09:24:15 And please have your ratification of Mr. Chung to come back.

09:24:23 >>YVONNE CAPIN: Thank you.

09:24:24 Yes, Mr. Chung was part of our workshop, economic impact of

09:24:29 cultural asset.




09:24:31 He was the first speaker that came up, talking about their

09:24:37 culinary traffic at Dale Mabry and very much aware of all --

09:24:48 he is very aware of the assets, and I'm glad to see him be

09:24:54 part of it.

09:24:54 >>LISA MONTELIONE: I was going to move Dr. Chung as the

09:25:04 ex-officio member of the Drew Park CRA.

09:25:07 >> Second.
