09:07:39 here to perform our morning invocation.

09:07:41 I would like to welcome Pastor Rick back to Tampa and the

09:07:47 first services of Genesis Tampa Bay will be held this Sunday

09:07:50 November 17th at 3812 East 7th Avenue.

09:07:53 Please stand and remain standing for the pledge.

09:07:55 >> Eternal God our father, we thank you for your goodness

09:08:05 We now bend your ear just for a moment to remind you that we

09:08:10 We ask you now that as this meeting will take place that

09:08:14 while we are trying to figure it out we will acknowledge

09:09:37 Today, we have a newly elected president of the CAC, and I'm

09:09:44 very happy to see Mr. Aye here.

09:09:56 I got there about 6:00 and the roof was already coming off

09:09:59 the place and I was very surprised it was a Wednesday night.

09:10:02 But good time to be in Ybor.

09:10:05 And we have a new president.

09:10:06 And he apologized to me already because he did not realize

09:10:11 that following Mr. Scott's leadership that he was supposed

09:10:15 to prepare a longer speech.

09:10:17 [ Laughter ]

09:10:18 >> Good morning.

09:10:28 I am Walter Aye, the incoming chairman of the Ybor City

09:10:31 Development Corporation, and when I came in here and he says

09:10:38 to me, you are not going to read all of that, are you?

09:10:44 Actually, I am not going to load you down with details.

09:10:51 I am going to tell you what I think you need to know about

09:10:57 what's going on in Ybor and I thank you very much for having

09:11:00 me here today.

09:11:01 I appreciated the offer of the breakfast this morning.

09:11:08 I thought I arrived at the wrong day.

09:11:10 But I am very happy to report that Ybor historic association

09:11:15 is not only growing, but it's growing well.




09:11:17 We have some new housing that picked up again in the area,

09:11:23 despite the fact that banks are still a little reluctant to

09:11:26 make financing of residential easy.

09:11:29 It's easy enough.

09:11:30 But we have some new housing coming along.

09:11:32 We have some new proposals.

09:11:33 And we have a lot of people moving into the district.

09:11:37 We have several new restaurants which have come in, one that

09:11:43 opened last night, huge crowd.

09:11:46 Jason Fernandez opened up two new restaurants.

09:11:48 We also have the national franchise, Buffalo wild wings

09:11:53 which opened up down there.

09:11:55 We have a new hotel wants to build and open up in Ybor City,

09:12:01 and nothing would be nicer and give a stamp of approval than

09:12:05 a hotel that says we like your area, and we think it's a

09:12:08 cool place to open and we are going to be successful.

09:12:12 We also have an exciting project in the works.

09:12:16 I can't go into much detail on it.

09:12:21 But I think it's going to be a bold step forward for the

09:12:27 city and for the economy of Ybor City.

09:12:29 And so we hope to be able to give you more details going

09:12:38 forward.

09:12:38 For those of you who have not been down in Ybor City

09:12:41 recently, Ybor City is loaded with families.

09:12:46 Every Saturday morning we have the Saturday morning market




09:12:48 which is held in the square, and there are kids and parents

09:12:51 everywhere.

09:12:52 If you happen to be down there Halloween, we also had one of

09:12:57 the funnier events that went down several blocks, large

09:13:03 crowds of kids were laughing, and their families.

09:13:06 We had the pumpkin patch, 500 little pumpkins for little

09:13:11 pumpkins, and we thought it would last four or five hours.

09:13:16 In the first two hours, the kids were all carving, and up

09:13:21 and down all the retail, you could see the streets with the

09:13:28 kids.

09:13:28 If you come down there at Christmas, you are going to see we

09:13:32 have our Christmas season on 7th, we have snow, we have

09:13:40 a much larger streetlighting this year, we have a parade.

09:13:45 I think we have 12 to 15 high school marching bands, Santa

09:13:49 Claus.

09:13:50 This will all be -- they are going to be there in the day

09:13:58 and in the evening.

09:13:59 >> What the dates of these activities?

09:14:02 >> The 14th?

09:14:05 >> I think some of us are in the parade.

09:14:09 I just couldn't remember the date right now.

09:14:11 >> The streetlighting occurs next week.

09:14:14 We are doing that early this year.

09:14:16 And we are not like the Kmart opening on Thanksgiving day.

09:14:22 We are coming in the first of the month.




09:14:24 And then the 14th is the snow on Ybor.

09:14:28 And Ybor City online has everything.

09:14:44 Again, this is all going to be for kids, families,

09:14:49 communities.

09:14:50 Ybor is growing.

09:14:54 Retail is growing.

09:14:55 I guess what I would like to do to sum up my report is by

09:14:58 saying the Ybor City historic district is once again a

09:15:01 community, not just a place to visit.

09:15:04 So we encourage you to come down and see with your own eyes

09:15:09 what's happening there.

09:15:22 that Mr. Councilman Miranda will not be here at this

09:15:26 meeting, and he wanted this made part of the record.

09:15:35 >>BOB McDONAUGH: Yes, sir.

09:15:37 Just a highlight of some of the monthly events that's going

09:15:40 on, some of the CRAs.

09:15:42 One of the things I would like to point out is that we are

09:15:46 currently recruiting citizens to become participants in the




09:15:51 process of the CRA, and here are the districts that we have

09:15:57 openings for and would like as many people to come out,

09:16:01 throw their hat in the ring and become involved.

09:16:03 It's a great way to be participating in the process making

09:16:06 your neighborhood a better place.

09:16:12 The Straz Center has had their biggest sales events, because

09:16:16 they opened the Book of Mormon this week, and attendance is

09:16:20 just --.

09:16:28 >> I went to it last night and it was not only incredible,

09:16:31 it was packed with people.

09:16:33 And it wasn't just the theater that was packed but the

09:16:35 restaurants downtown and streets downtown were packed,

09:16:39 eating and drinking and getting ready to go see the show

09:16:42 prior to the show.

09:16:44 It's a phenomenal event for the city for the next two weeks.

09:16:47 >> I would have fell asleep after all that drinking.

09:16:58 >> I don't think they fell asleep during the show.

09:17:00 >> Tampa Bay History Center has opened the JFK exhibit,

09:17:03 again we are reaching the anniversary of the assassination

09:17:06 of JFK, and they have a very interesting exhibit.

09:17:08 We have a movie that was produced locally that I believe is

09:17:12 being shown at the Tampa Theatre.

09:17:15 This weekend, we have smoke on the water, which is run by

09:17:18 the friends of the Riverwalk, and it's a fund-raiser chili

09:17:22 contest held at Curtis Hixon Halsted evening.




09:17:27 Ybor, we are issuing two RFPs for properties that are

09:17:30 owned by the city in Ybor.

09:17:32 There has been, as Mr. Aye said, interest in development of

09:17:37 a hotel, and there's a side that the city owns on 7th

09:17:41 Avenue right at the front door of Ybor, so we will be

09:17:45 issuing an RFP shortly for that. Then, again, we have seen

09:17:50 multifamily interest in other parts of the city.

09:17:53 We have some folks expressing interest in developing more

09:17:56 multifamily for Ybor City.

09:17:57 >>FRANK REDDICK: Mr. Suarez.

09:18:01 >>MIKE SUAREZ: The property we own is on 7th and what?

09:18:04 >> And Nuccio.

09:18:07 >>MIKE SUAREZ: And you say --

09:18:09 >> Across the street from the Hart headquarters.

09:18:13 >>MIKE SUAREZ: Is volunteers of America a property right

09:18:16 next to it, contiguous with that?

09:18:18 >> That's correct.

09:18:19 And that's for sale as well .

09:18:21 >>MIKE SUAREZ: So we are trying to package the two together

09:18:23 to get a development?

09:18:24 >> It would be approximately three quarters of a block.

09:18:26 As you know there's the club next door, and then the

09:18:29 architect built that new building on the corner.

09:18:32 >> So the architecture firm, I think it's Chancey designs is

09:18:42 right there.




09:18:43 How much of that do we own, all the way up to --

09:18:48 >>BOB McDONAUGH: We own to Nuccio, and we own a small

09:18:53 portion that continues on back to 8th.

09:18:55 >>MIKE SUAREZ: Okay, thank you.

09:19:04 Will do Don we also own a piece of property that is adjacent

09:19:07 to I-4 which some multifamily folks expressed an interest

09:19:10 in.

09:19:10 And that's one of the things that we have strived to do, is

09:19:13 to round out the activities.

09:19:17 More heads on beds, when we have more people living there,

09:19:20 it attracts more of the service retail and rounds out that

09:19:23 Ybor experience.

09:19:23 As Mr. Reddick said, we have seen more and more families.

09:19:27 Again, what surprises a lot of people is the number one use

09:19:30 of space in Ybor City is for office.

09:19:32 So there are a lot of people that work there.

09:19:34 There are a lot of people of that would like to live and

09:19:37 work there.

09:19:37 So, again, maturation of that district.

09:19:43 In the Channel District, on the 15th, the CRA is

09:19:46 sponsoring a guest music festival that will be held at Grand

09:19:51 Central.

09:19:52 East Tampa had RFP for property that the CRA and the city

09:19:55 own.

09:19:57 And Mr. Johnson is working right now with the successful




09:19:59 bidders to develop a community center, and perhaps some

09:20:03 retail for that neighborhood, which is a very positive

09:20:07 thing.

09:20:08 And then in Drew Park, Grady is being paved for that two

09:20:16 blocks.

09:20:16 People are saying thank you for that.

09:20:18 We have had a lot of bumps on that, but I think the finished

09:20:23 product is going to be very positive.

09:20:26 Again, where one of probably the strong effort things is

09:20:29 filling in the ditches and putting culverts there which

09:20:31 makes it a better place to drive.

09:20:35 So we have a lot of positive things going on in the CRA.

09:20:37 That concludes my report.

09:20:49 to come and speak -- I don't need to say any item on the

09:20:57 agenda because it's not going to happen.

09:20:59 >> I'm Ed, Ed Tillou, Sulphur Springs.

09:21:28 It said on the agenda that there was going to be focus on

09:21:32 West Tampa, so I tried to limit it to West Tampa, but cop

09:21:40 fine my footing again to Ybor City, and this is because of




09:21:44 the Cuban sandwich having ham.

09:21:46 I spoke to people and they said it was supposed to be salami

09:21:49 instead of -- salami instead of ham, not salami and ham.

09:21:56 So, anyway, ham is bad, and the little place that had a

09:22:00 handle on that across the street, I guess they are out of

09:22:06 business.

09:22:06 I don't know, you know.

09:22:07 In other words, you bring all the food trucks in, maybe they

09:22:10 went out of business.

09:22:11 Anyway, this is my handout here.

09:22:13 Because we are coming up on Thanksgiving.

09:22:15 And the thing about West Tampa is kind of an oasis of meat

09:22:20 which I gain more appreciation of.

09:22:21 You really do pretty much need meat to get amounts of

09:22:28 protein, alternatively cheese which comes from meat.

09:22:31 But the thing is in West Tampa, Cacciatore, got interested

09:22:36 in finding -- whether they have anything to do with chicken

09:22:40 Cacciatore.

09:22:42 Cacciatore means Hunter.

09:22:43 So therefore chicken Cacciatore is Hunter's chicken.

09:22:47 But anyway, there's maybe the Cuban sandwich festival should

09:22:51 be taken away from Ybor City and given to West Tampa.

09:22:58 Not withstanding every time there's a stadium event.

09:23:04 Anyway, I'm distributing this article because it makes a

09:23:08 transition from turkeys to a secondary interest that I have.




09:23:16 And in terms of watch, which I often address, they went

09:23:26 from -- in other words, 19,000, they dropped to 18,400, and

09:23:37 now they are going up again.

09:23:38 So the city needs to get them very quickly.

09:23:45 But I see what the problem is.

09:23:46 And the problem is that while chef it has been worried about

09:23:50 things like safety and reliability, but what they should do

09:23:57 with the car, what they should do is take the City Council

09:24:01 of Tampa and over in Pinellas County, take it to the

09:24:05 Columbia restaurant, and that would probably get more Volts

09:24:11 in the city.

09:24:12 In other words, some Volts.

09:24:15 But, anyway, be that as it may, Chevy came out pretty good

09:24:18 on that, whereas the others didn't.

09:24:20 (Bell sounds)

09:24:24 Well, anyway, stand on 22nd street and watch how many tanker

09:24:32 trucks of gasoline go by and that makes you aware of the

09:24:35 petro addiction problem. Anyway, somebody should do

09:24:38 something about this.

09:24:41 Somehow, they have got to do something to get guns out of

09:24:44 the hands of fools.

09:24:46 You know, respect the second amendment, but put an end to

09:24:50 stuff like this.

09:24:51 (Bell sounds)

09:25:03 But I have to point out that it has here 1621, the first

09:25:11 Thanksgiving was in Florida.

09:25:46 Community Redevelopment Agency, I'm Al Davis, and I

09:25:50 appreciate being here.

09:25:53 When I'm not here, I want to give kudos to the people that

09:25:58 come and help me get myself up to date, Mr. Chairman.

09:26:03 I know ed Johnson, his staff, Michelle is very helpful, and

09:26:20 I look forward to the day when the completion of the

09:26:24 redevelopment really takes place in terms of seeing what it

09:26:29 was years ago, and how it is today.

09:26:34 I think we have fine leadership through this agency members,

09:26:39 and I think the people of that day, that they come, would be




09:26:47 very proud of what you have done to make this city a good

09:26:51 place to live, to work, and to play.

09:26:59 And with that, Mr. Chairman, I am going to stop, and I'll be

09:27:04 in touch with ed Johnson and staff.

09:27:17 And I will use that as a source to continue my involvement

09:27:23 with the great efforts of the redevelopment.

09:27:33 Those last two meetings we had, Mr. Davis, you were not here

09:27:37 and everybody was inquiring about you.

09:27:53 What we are doing here is bookkeeping work.

09:27:55 We finally got our final tax numbers from the county.

09:28:00 And they are slightly different from what was originally

09:28:04 budgeted.

09:28:05 So what we are doing is doing a balancing out of the budget.

09:28:10 We are moving some money from interest savings to an

09:28:14 operating account in the Channel District.




09:28:16 The work will be done along that street.

09:28:19 I believe you remember we had approved a purchase of some

09:28:24 land on Madison street, Robles Park, and also doing

09:28:27 streetscape improvement.

09:28:29 So that money will be moved from there.

09:28:31 And then the third process in that is East Tampa has some

09:28:36 savings on 22nd street.

09:28:37 So that money, the savings, is being moved from a capital

09:28:40 account to this year's budget.

09:28:42 And that's where the funding for the 2013-2014 budget for

09:28:47 East Tampa is coming from.

09:29:18 This is a building that currently exists in Drew Park.

09:29:22 And the idea is that they'll put a new facade, a roof line,

09:29:26 stucco and paint, seal, restripe the parking area, change

09:29:30 out the fencing, again to improve the aesthetics of the




09:29:33 building.

09:30:08 building, but again something back into operating condition

09:30:13 and adding activity to the street.

09:30:53 And, two, a status report on CRAs for West Tampa.

09:31:07 proposal for the USF area be included in that report.

09:31:54 them as to what the parameters are going to be and what can

09:31:57 happen next.

09:31:57 >>BOB McDONAUGH: Are you talking about doing that part and

09:32:01 parcel of the sunsetting of some of the CRAs?

09:32:04 >>MIKE SUAREZ: That's what I was suggesting to bring it

09:32:07 back at that time and we can talk about it all at the same

09:32:08 time.

09:32:10 >>BOB McDONAUGH: We have the Heights, which again they are

09:32:12 going to be looking for bonding, which we discussed the

09:32:14 other night, and so an extension of that CRA would be

09:32:17 necessary to be able to do that.

09:32:18 And we have the Ybor CRA, which faces sunsetting in the

09:32:23 not-too-distant future and the community feels strongly

09:32:26 about that.

09:32:26 So, yes, I will be happy to do that.

09:34:08 have approval on that. We need to approve the CRA, our part

09:34:14 of it.

09:34:15 And bring that up at that time.

09:34:16 Because we will be discussing it is Heights project before

09:34:20 City Council next week.

09:34:21 I would like to make that at 10 a.m. on November 21st.
