The City of Tampa budget development is a year round process. It begins with each new
fiscal year. During the first quarter, initial revenue and expense estimates are prepared
by the Budget Department. The Mayor and the Departments develop their service and delivery
objectives and anticipated funding levels during the second quarter. Target budgets are
then finalized in April. Departments prepare working budgets that are within the targeted
amount. By June all budgets must be ready in order to be reviewed by the Mayor. A
finalized version is drafted for presentation to City Council. During September, Public
Hearings are held at which time changes can be made by the Council. A new budget for the
upcoming fiscal year is approved by the City Council. On October 1st the new fiscal year
starts and the process begins again!
