Warning for an emergency requires action on two levels: warning officials and organizations and warning the public. Depending upon the scope, severity and duration of an emergency, emergency management personnel will determine the extent and methods of these warnings. The scope of a warning can range from a wide area notification, for an event such as a hurricane, to a very limited area of the city for a hazardous materials incident.
