The Tampa Police Department recognizes the value of officers with previous experience. They have been exposed to the rigors of solo beat patrol and demonstrated a certain proficiency in uniform patrol duties. To be considered "previously experienced" for the purposes of the Field Training and Evaluation Program, an officer must have a minimum of one year experience with another agency as a solo beat officer. That experience must have been within one year of the date of hire. Each officer is then reviewed individually to ensure proper training as "previously experienced" (PE).
Officers with previous experience are placed in the Field Training and Evaluation Program for evaluation of their skills as a solo beat officer based on the Standard Evaluation Guidelines as minimally acceptable; orientation to the Tampa Police Department, City geography and radio procedures; and indoctrination to Tampa Police Department policies, rules and regulations, and procedures. The probationary officer remains responsible for all material normally covered in the full FTEP. Officers that qualify as previously experienced will be trained as follows.
Holdover will consist of 6 cycles of orientation and qualification, including driving, firearms, high liability policy and report writing. The previously experienced officer will be assigned to a Field Training Squad for Phase I, to be completed in the fashion as outlined in the full program with the following enhancements. The assigned FTO will, after consultation with the FTO Supervisor and Coordinator, accelerate the checklist review and the interval testing.
At the beginning of training interval 13, the PE is transferred to a new FTEP Squad, Sergeant and FTO on the same Cycle in the companion District and begin Phase III, skipping Phase II. The self evaluation form from Phase I will be contained in the permanent jacket. The new FTO will review it with the probationary officer, discuss the comments, initial it and file it in the probationary officer's FTEP jacket. The FTO will continue to accelerate the checklist review and interval testing in order that the PE will have covered and successfully tested on all material prior to entering Phase IV. The remainder of Phase III will follow the same procedures outlined in Phase I.
As the probationary officer nears the end of Phase III, the probationary officer should be earning ratings on the DOR indicating that the observed performance is at a minimally acceptable level in all categories of training and that improvement has been shown throughout the FTEP.
If at any time during the accelerated training, based on observed performance, it is the opinion of the assigned FTO (after consultation with the FTO Supervisor and Coordinator), that it would be in the officer's and/or the Department's best interest to complete the full training program, the probationary officer will immediately be Placed in Phase II at the training interval concurrent with the number of training intervals completed for completion of the full program with no penalty to the probationary officer.
At anytime during the accelerated training, the PE may request, without penalty, to complete the full training program. The placement of the PE will be handled as described above.
Phase IV will be conducted in accordance with the procedures set forth in the full training program.
