This increase is necessary due to increased operating and capital costs as well as reengineering at both treatment plants and the Water Quality 2000 plan.In addition, a Solid Waste increase of $1 per month is recommended to improve the McKay Bay Refuse-to-Energy facility necessary to meet Federal and State environmental requirements.
