The budget for FY99 totals $513 million and does not include an ad valorem property tax
millage increase. This marks the tenth consecutive year that no adjustment has been made
to the City's ad valorem tax rate. The rate remains at 6.539 mills. No water, sanitary
sewer, solid waste or other significant fee or rate adjustments to our residents are being
proposed.

$90 Million CIP program largest since FY87
Some of the larger Capital Improvement Projects (CIP) for FY99 include:
Bond Funding ($54.9 million)
Solid Waste - Retrofitting the McKay Bay Refuse-to-Energy facility will start in FY99 with
$11 million of the $80 plus million being spent this year; Water - Productivity
improvements and facility upgrades for the "Water Quality 2000" project ($9
million). Hillsborough River Dam improvements ($2.7 million); Parking - $26 million for
expanding Fort Brooke Garage, a new garage in Ybor City, additional parking for the South
Howard area and a new lot at Lowry Park.
Community Investment Tax ($5.4 million)
Curiosity Creek Pump Station improvements ($1.3 million), Westshore and Commerce
intersection improvements ($1.0 million), Mickey McGuire Creative Arts Center improvements
($566,000), Palma Ceia Drainage improvements ($325,000), Ballast Point Park renovations
($291,000), and Fire Station improvements ($116,000).
Other ($30.3 million)
Street resurfacing, sidewalk construction and reconstruction ($1.8 million), Manhattan:
Gandy to Euclid lane widening ($842,000), Davis Islands Stormwater system rehabilitation
($370,000), Cuscaden Pool improvements ($200,000), South Howard District improvements
($160,000), Beautification and signage on Bruce B. Downs Boulevard ($100,000), and
$100,000 to plant 1,000 trees throughout the City.
