SECTION 3. IMPLEMENTATION
Responsibilities of the Contractor shall include managing the community use of the public access resources. Sixty (60) days after execution of this Agreement, Contractor shall deliver to the City for its approval a plan for achieving measurable progress by undertaking tasks that are consistent with the following goals and functions:
A. Participate in the smooth transition of management responsibility for the public access resources from Time Warner to the Contractor.
B. Promote community dialogue via cable television and emerging electronic media.
C. Produce and implement an effective promotion plan for public access services and programming.
D. Create and implement outreach activities, special events, and partnerships with a broad cross section of community organizations.
E. Educate community members in the production of non-commercial television programs.
a. Create and provide a training curriculum for various levels of video proficiency.
b. Train a minimum of 150 people per year in the use of equipment.
c. Certify a minimum of 100 new people per year to use public access equipment and/or channel capacity.
d. Promote the goal of producing high quality public access programs.
F. Make television production equipment and facilities accessible to City residents.
a. Schedule, monitor, and maintain portable production equipment with the objective of a minimum of 50 portable equipment check-outs per month.
b. Schedule, monitor, and maintain editing facilities and studios with the objective of a minimum of 250 hours of editing facilities use per month and a minimum of 500 hours of studio use per month.
c. Schedule, monitor, and maintain a multiple-camera production van with the objective of a minimum of 10 new van productions per month.
G. Monitor performance of all equipment, conduct routine maintenance, and repair malfunctioning equipment.
H. Provide and promote a wide variety of regularly scheduled public access programming.
a. Cablecast a minimum of 100 hours of locally produced, original programming per month, supplemented by replays and programs produced elsewhere that are submitted by City residents.
b. Design and implement a daily public access program schedule.
c. Accept videotapes submitted by certified individuals and ensure that program playback occurs as scheduled.
d. Promote public access programming.
e. Maintain a log reporting the number of hours of original and rerun programming cablecast per month.
I. Manage the public access resources and funds derived from the City in a manner that assures a high quality and quantity of services, while achieving maximum cost efficiency. Responsibilities include:
a. Quarterly reports on all objectives, programs, use of resources and services, revenue generation, and other reporting required under this Agreement.
b. Billing.
c. Recordkeeping.
d. Administration of personnel and funds to provide the most effective use of resources in compliance with applicable laws and regulations.
e. Inventory control of all equipment, furniture and capital goods.
J. Develop and conduct revenue-generating activities, including grant writing, development of underwriting support, and other activities that: 1) are consistent with the mission and purpose of public access, and 2) will not jeopardize the Contractor's nonprofit status.
K. Develop media technology partnerships with related telecommunication endeavors, such as radio, cable television, broadcast television, computer/internet, and multimedia.
