Growth Management & Development Services
Cynthia Miller has served as Director of the Growth Management & Development
Services, located in Tampa, Florida, since December of 2004. As Director, she
administers the activities of the department consisting of the following
divisions: Historic Preservation & Urban Design, Planning & Development
Coordination, Housing and Community Development, Real Estate, and the
Construction Services Division.
Ms. Miller is a certified public accountant and previously served the City of
Tampa as Director of Internal Audit. She assured that the City’s authorized
operations and related programs were being carried out in an efficient,
economical, and effective manner. In addition to Internal Audit
responsibilities, Miller directed the activities of the Intergovernmental
Relations Department, in which she promoted the interests of the City in
relations with governments at the regional, state and federal levels.
Prior to her tenure with the City, Ms. Miller served as Associate Administrator
of Airports, Federal Aviation Administration, in Washington, D.C. She was
responsible for the national airport planning, environmental and social
requirements and the development of standards for airport design, development,
construction, maintenance, operations and safety. She administered the Federal
Airport Improvement Grant Program issuing $1.69 and $1.45 billion in 1994 and
1995, respectively.
Ms. Miller served as Director of the Department of Port Control from 1990 to
1993, where she directed the activities of the two Cleveland airports serving
more than eight million passengers per year with operating and capital budgets
of more than $40 million annually.
Prior to being promoted to Director for the Department of Port Control in
Cleveland, Ohio, she served for eleven years as Comptroller (chief financial
officer) for the airports.
A Kent State University graduate, Miller received a bachelor’s degree in
Business Administration. She is active in the community having served as a
member and former chair of the Salvation Army Advisory Board Tampa/Hillsborough
County Area and as a Trustee for the Fire & Police Pension Board for the City of
Tampa. In 2006, she received the Josephine Howard Stafford Memorial Award, which
recognizes the demonstration of outstanding commitment to the City of Tampa by a
current or former employee. She was awarded the National Achievers Award by the
Airport Minority Advisory Council and is a 1998 graduate of Leadership Tampa.
