Housing Opportunities for Persons With Aids

Source: The Housing Opportunities for Persons with AIDS (HOPWA) program was created through the 1990 Cranston-Gonzalez National Affordable Housing Act and authorized by the AIDS Housing Opportunity Act (PL 101-625.100, Statute 4375; 42 U.S.C. 12901).

Program Description: The HOPWA program was established by U.S. HUD to fund services that specifically benefit low-income persons medically diagnosed with HIV/AIDS. HOPWA funding provides housing assistance and related supportive services as part of HUD’s Consolidated Planning initiative that works in partnership with communities and neighborhoods in managing federal funds appropriated to HIV/AIDS programs. This focus on providing housing assistance and related support services for HOPWA-eligible clients serves to reduce the risk of homelessness for this population and increase access to appropriate healthcare and other support.

Eligible Activities: 1) Housing information services; 2) resource identification to develop housing assistance; 3) acquisition, rehabilitation, conversion, lease and repair of facilities; 4) new construction (single room occupancy dwellings & community residences); 5) project- or tenant-based rental assistance; 6) short-term rent, mortgage, and utility payments to prevent the homelessness; 7) supportive services; 8) operating costs for housing; 9) technical assistance; 10) administrative expenses.

Eligible Beneficiaries: Eligible persons must have medical documentation of having HIV or AIDS and income that does not exceed 80 percent of the median income for the area, as determined by the Secretary of U.S. HUD.

Application Process: The City of Tampa Housing and Community Development Division coordinates an annual Request for Proposals (RFP) issued each spring. Applications are reviewed, evaluated and scored by a RFP selection committee comprised of representatives from the HOPWA service area (Hernando, Hillsborough, Pasco and Pinellas counties). Organizations applying for HOPWA funds must meet the following minimum qualification requirements: 1) agency must be a private, non-profit organization with an IRS 501(c)(3) designation or, a public housing agency established under the laws of the State of Florida; 2) agency must be located inside the HOPWA Eligible Metropolitan Service Area (EMSA) consisting of Hillsborough, Hernando, Pasco and Pinellas counties; and, 3) agency must have been in operation for a minimum of two consecutive years in the State of Florida. Funds will be made available to those public housing agencies and private not-for-profit organizations serving Hernando, Hillsborough, Pasco, and/or Pinellas counties. Three percent of HOPWA entitlement awards are to be utilized by the City of Tampa for the administration of HOPWA grant-funded programs.

Participate in Planning:  join the Tampa Bay HIV/AIDS Housing Coalition.  Formed in January 2006 to help identify resources to develop supportive housing for persons with HIV/AIDS, the Coalition’s mission is to improve the access and availability of safe, decent and affordable supportive housing for persons with HIV/AIDS and their affected family members in west central Florida.  Please join fellow advocates, service providers, and consumers to promote affordable supportive housing for persons living with HIV/AIDS in Hernando, Hillsborough, Pasco and Pinellas counties.  Meetings are held quarterly.  The next meeting is scheduled for October 21, 2008 from 1:30 – 3:30 PM at the Jan K.
