Programs and Services

The Women/Minority Business Enterprise Program (WMBE) was established in 1991 to provide women and minority businesses equal contract opportunities in construction, professional services, and goods and non-professional services. On a continuous basis the Minority Business Development (MBD) Office conducts outreach efforts to identify and register women and minority businesses interested in supplying goods and services to the City.

On December 18, 2002 Executive Order No. 2002-48 enacted the Small Business Enterprise (SBE) Program. This program is a race and gender neutral program.  The Small Business Enterprise Program is based on opportunity, diversity, and equity in contracting. This program will increase fair and equal opportunities for a more diversified group of small businesses. The city has a compelling interest in implementing small business participation in city contracting and procurement activities.

In 1995, the City of Tampa extended its program to include the Equal Employment Opportunity/Affirmative Action Program (EEO/AA).  This program is intended to promote and ensure equal employment opportunity through affirmative action for all persons, without regard to race, religion, color, sex, national origin, sexual orientation, age, handicap, familial status, or marital status, employed or seeking employment with contractors, subcontractors, and vendors of the City of Tampa.
