Tampa Trails & Greenways Project Minutes of Advisory Committee Meeting


Call to Order

Date: April 26, 2004 

  • Ms. Sally Thompson called the meeting to order at 6:00 pm. Introductions were made all around.
Attendees:
  • Erle Boynton, Jill Buford, Sharon Keene, Nina Mabilleau (Transportation), Randy Stribling, Sally Thompson (Chair), Mary Helen Duke (P&R), Karen Cashon(P&R), Karla Price(P&R)
Public Comments:
  • Several recent Tampa Tribune articles were mentioned. The National Bicycle Greenway Mayor’s Ride will be June 1 at 9:30 am starting at Ballast Point Park. Mayor Iorio will not be riding due to time limitations, but she will be issuing a proclamation.
TIP Priorities Discussion:
  • There are six Transportation Improvement Program projects that were prioritized by the TIP Subcommittee on April 13, 2004, based on Segment Evaluation Matrix Criteria developed by that subcommittee. Ms. Mary Helen Duke outlined the history of TE/CMAQ Applications by the City of Tampa Parks & Recreation Department, the purpose of the six proposed projects, displayed maps depicting the project limits, and the evaluation matrix criteria used to prioritize them. Ms. Duke also referred the CAC to the Submittal Evalution Matrix score sheet for these six projects. The TIP Subcommittee recommended list is: Rank Project 1 Hillsborough River Greenway – Downtown Phase 2 Hillsborough River Greenway – Lowry Phase 3 South Tampa Greenway 4 Hillsborough River Greenway – Pedestrian Bridge Connector 5 West Tampa Greenway – Cypress Point Park to Lemon Street 5 (Tie) Bayshore Boulevard Greenway – South Davis Boulevard

    No information was available regarding air quality emission factors, so the MPO will complete that part of the application. Ms. Jill Buford suggested that the South Tampa Greenway score for “Changes in Development” be increased from 4 to 5 due to the high volume of development underway in the Port Tampa area. (This change does not affect the overall ranking). Mr. Erle Boynton moved that the CAC accept the TIP Subcommittee recommendations and that they be sent to City Council (for information) and the City Transportation Division (for submittal to the MPO). Ms. Nina Mabilleau seconded the motion. It passed unanimously. Ms. Duke noted that the Transportation Division has one CMAQ Application for intersection improvements at Kennedy Boulevard and Dale Mabry Highway. Their application will become #3 in the final list, moving our last four projects down one each in the over-all City CMAQ Priority List.

    The next Citizen’s Advisory Committee Meeting is scheduled for May 11, 2004 at the Seminole Heights Garden Center, 5800 Central Avenue.
