Meeting commenced at 6:00 pm.
Randy Stribling acted as Chair of the meeting in the absence of
Sally Thompson at the request of Ms. Thompson.
Mr. Stribling opened the floor for public comments. There were
none.
Mary Helen Duke reported that the six CMAQ applications had been
approved by administration and submitted to the MPO for
prioritization consideration. The CAC recommended priorities were as
follows: 1. Hillsborough River Greenway – Downtown Phase; 2.
Hillsborough River Greenway - Lowry Phase; 3. South Tampa Greenway;
4. Hillsborough River Greenway – Pedestrian Bridge Connector; 5.
West Tampa Greenway – Lemon Street/Cypress Point Park Connector; 6.
(TIE) Bayshore Boulevard Greenway – S. Davis Boulevard.
Mr. Stribling called for approval of the minutes of the April 27,
2004 meeting. Motion made to approve by Nina Mabilleau and seconded
by Sally Flynn. Motion passed unanimously.
Ms. Duke updated the CAC on current projects:
South Tampa Greenway City is in the process of finalizing
purchase order for trail construction for Gadsden Park. TECO
agreement for South Tampa Trail going to City Council. Manhattan
Avenue leg has gaming status from FDOT; Dwan Gibson (FDOT 7)
explained different status of FDOT projects (candidate vs. gaming
vs. adopted). Gibson clarified that the Manhattan leg extends from
Tyson Street to Staughton Street.
The Transportation Division is adding bike lanes to Manhattan
Ave. from Euclid Ave. to Gandy Blvd. There is a gap between this
project and FDOT project on Manhattan. The CAC needs to discuss
connection.
Picnic Island Bayou – Duke reported that an adhoc committee with
County on canoe/ kayak trails is forming. Ken Kramer to chair.
Anyone interested in participating should contact Duke.
McKay Bay Greenway Duke reported the 20th Street FDOT Trail has
signage up and some sections open. FDOT7 will also do small section
on Adamo Drive between 20th and 22nd Streets. Duke reported that COT
staff is meeting next week with Expressway Authority on use of McKay
Bay and possible mitigation. Service road may be used as trail. City
developing a wish list. There will be public meetings. Duke will
report back to the CAC when meetings are known.
West Tampa Greenway Karla Price reported that FDOT is building a
trail along the east right-of-way of Dale Mabry Highway between Dr.
Martin L. King Blvd. and Hillsborough Ave.
Bayshore Blvd. Greenway Duke reported that a survey of existing
conditions along S. Davis Blvd. is complete. The City needs an
easement from Aviation Authority and fence relocation.
Hillsborough River Greenway Karla Price reported she is working
with South Seminole Heights neighborhood to develop 8’ path within
Rivercrest Park.
Duke reported on the Riverside Residences Project and displayed
the proposed site plan. The project is located at the base of
Brorien St. in downtown east side of river. The developer is
building part of the riverwalk as part of project. 15’ wide with
pink granite standards. City has requested they relocate the statue
and provide a 15 foot uninterrupted public access way on the
riverwalk. Condo costs start at approximately $600,000. The
developer will be spending over $200,000 on public art.
Duke reported the Transportation Division has a grant to look at
installing speed tables on MacDill Ave. near MacDill AFB. We will
look at utilizing these as greenway pedestrian crossings.
Duke reported that she will be making a presentation to City
Council on status of Greenways on May 13th at 5:30 pm and a
presentation to THAN on Wednesday, May 12th at 7:00 pm.
Duke reported that the National Bicycle Greenway Mayor’s Ride
would include a proclamation by Mayor Iorio on June 1st at 11:30 am
in Cotanchobee/Fort Brooke Park. A ride will take place from base of
the Platt St. Bridge to park. Free T-Shirt give away to the first 40
riders.
Duke updated the group on progress of Bayshore Traffic Task Force
and preliminary recommendations. Jill Buford would like for
Transportation to find out classification of Bayshore Blvd. south of
Gandy. Sally Flynn thinks Task Force needs to look at Bayshore Blvd.
south of Gandy Blvd. and include it in its recommendations.
Michael Moule of Livable Streets, Inc. provided a power point
presentation on greenway pedestrian crossings and design standards.
Mr. Stribling called for consideration of the Bike to Work/Bike
Month proclamation. Jill Buford made a motion to approve the Bike to
Work proclamation, Sally Flynn second the motion. Motion passed
unanimously.
Duke reported that Sally Thompson requested a change in date for
July meeting to 20th. There was consensus to change the meeting
date. Duke will check on location availability. There being no
further business to come before the CAC, the meeting adjourned.
