Tampa Trails & Greenways Project Minutes of Advisory Committee Meeting

Sharon Keene, Sally Thompson, Jane Burmer.
The meeting was called to order at 6:30pm by Randy Stribling. A
quorum was not present.
A. Introduction - Vice-Chair Stribling requested everyone in
attendance provide a short introduction.
B. Public Comments - Vice-Chair Stribling opened the floor to
public comment. Warren McDougal of Hillsborough County Health
Department requested that the Downtown HealthWalk be added to the
Greenways & Trails Master Plan. He stated his department is
applying for a Step Up Hillsborough Grant via the Step Up Florida
Campaign to provide a marked trail in downtown that downtown
employees and residents may utilize. Duke explained that as part
of the Health Walk, artistic trail markers might be incorporated
(either painted at grade or as banners). General consensus of the
CAC was to include the Health Walk on the plan.
Old Business
C. Platt Street Bridge – Duke explained status of the
PD&E Study for the Platt Street Bridge being conducted by
Hillsborough County. Concern was expressed over provision of the
multi-use trail on both sides of the bridge and/or a separate
pedestrian bridge. Duke presented a draft letter to Scott
Cottrell, project manager with Hillsborough County Public Works
Department regarding the project. CAC members suggested edits to
the letter. A motion to forward the letter with edits, subject to
Chair approval was made and approved by consensus.
D. Columbus Street Bridge - Duke provided a status report on
the PD&E Study for this bridge replacement/repair project.
E. Westshore Pedestrian Plan – Duke provided a status report on
the development of this pedestrian plan by the MPO. She reported
that she has worked with Alan Steinbeck to include trail plans in
the pedestrian plan. She recommended the CAC draft and forward a
letter to City Council to encourage support for the plan. Chair
Thompson recommended also forwarding a copy to the MPO.
F. South Tampa Greenway Master Management Plan Map Amendment
Meeting - Duke presented the results of public comments sheets
from the Keene parcel public workshop held on March 1, 2006 at the
Port Tampa Community Center. She reported there as some opposition
to a skate park; there were mixed results for inclusion of a
mountain bike trail; opposition to inclusion of a basketball court
or multi-purpose court. Discussion followed on the history of
skate park requests by some Robinson High School students and
other responses, including a request for equestrian police center
on site. Staff explained that the site was insufficient in size to
accommodate any equestrian use. Duke explained the concept plan
and noted that nature loops should be included. The CAC approved
the concept plan with revisions.
G. Tampa Greenways & Trails Master Plan Map Amendment
Meeting - Duke presented a revised schedule and discussion
followed on the status of the project.
H. TIP Funding Priority Recommendations (Status Report) –
Duke provided a status report on TIP funding priority
recommendations. She reported that two MPO TIP TE funding
applications were being developed for May submittal: South Tampa
Greenway: Friendship Trail Gandy Boulevard Crossing and South
Tampa Greenway: Friendship Trail Manhattan Avenue Trail
Connections.
I. CAC Procedure, Rules & Bylaws Sub-Committee Report &
Discussion - Duke reported that a subcommittee consisting of Randy
Stribling and Sally Thompson and herself met to finalize a draft
of the proposed bylaws and rules of procedure for the CAC. A draft
was handed out at the meeting. The CAC reviewed the handout
section by section. Discussion on greenway area representatives,
liaisons and total number of CAC members occurred. A motion was
made to approve the CAC Rules of Procedure and Bylaws by Nina
Mabilleau, and seconded by Jane Burmer with revisions. Motion
carried unanimously. Staff will redraft the proposed bylaws and
bring back the final, adopted version to the committee at the next
meeting, as well as forward to administration and legal for review
and approval.
Other Business
J. Other Business/Announcement
a. MPO Walkable Community Workshops, April 4 – 8 – Duke
announced the upcoming workshops and encouraged CAC members to
attend as many as possible. Charles Gandy of the National
Walking and Biking Center will lead the workshops. He is a trail
expert from Austin, Texas. Duke is coordinating the
Gandy/Ballast Point workshop.
b. Pro Walk/ProBike Conference – April 5 – 8 - Duke announced
the Florida ProWalk/ProBike Conference will be held in Tampa.
K. Next Meeting Date – Vice-Chair Stribling announced that
the next meeting date will be Tuesday, April 12, 2005 at the Kate
Jackson Community Center.
