The meeting was called to order at 6:35pm by Randy Stribling,
Vice-Chair. A quorum was not present.
Mary Helen Duke provided an overview of the current conceptual
plans of Platt Street Bridge being considered by consultants for the
PD&E study. Three alternatives were shown with the pros and cons
discussed by each group. Christine Bruno asked about lighting under
overpasses. Lee Hoffman asked about impacts to Ribbon of Green. A
broad discussion ensued about narrowing bridge to 3 lanes. Linda
Saul-Sena is supporting this concept. It was asked if it was
feasible to narrow to 3 lanes? Mary Helen Duke recommended we ask
the consultants to further study 3-laning of Platt Street. Lee
Hoffman suggested the letter articulate what you want to get out of
the bridge improvements in letter rather than suggesting 3-laning.
Christine Bruno reported she is working with Bayshore One on
pedestrian and vehicular improvements at Platt Street and Bayshore
Blvd. Lee Hoffman thinks noise from cars discourages use of parks
and would like to investigate better bridge surface design that is
less noisy. The majority of members wanted the 3 lane concept
further studied. She will draft letter to City Council requesting
study of 3-laning, and email this and previous letter to all
members.
Lee Hoffman, Special Projects Manager with the City Public Works
Department provided a powerpoint presentation on the Riverwalk. Lee
discussed the 2.5 miles of "opportunity" – key part of
Downtown Vision. Significant discussion on Riverwalk priorities,
funding, developer participation, the Heights Development followed.
Mary Helen Duke reviewed suggested changes to By-laws and
Procedures by the City Legal Staff. The CAC endorsed wording changes
as recommended. Motion made by Sally Flynn, seconded by Randy
Stribling. Motion passed by consensus.
Mary Helen Duke reported that slow progress was being made on the
concept map amendments and that a revised schedule should be
presented at the July 19, 2005 meeting.
The Downtown Transportation Vision was discussed. Further study
is needed of trail connections under the Crosstown Expressway. Mary
Helen Duke will be working with MPO staff on recommendations.
CMAQ Projects in the adopted ‘08-‘09 FDOT7 work program,
including the Manhattan Avenue Connection, lost funding with the
sunset of the CMAQ program. Mary Helen Duke asked that CAC consider
writing letter to the MPO asking them to seek funds for these
projects. Sally Flynn made motion to write letter and Randy
Stribling seconded. All agreed.
The CAC discussed the fishing issue along Bayshore Balustrade and
decided not to take any official action, as the Parks &
Recreation Department was opposed to opening up the balustrade to
any fishing.
Mary Helen Duke presented a draft of the Regional Trails Priority
List and requested comments.
Mary Helen reviewed the Veterans Expressway widening PD & E.
There are opportunities for trail connections . This will be on the
July Agenda.
The next meeting date is July 19, 6:30pm at the Seminole Heights
Garden Center.
