Tampa Trails & Greenways Project Minutes of Advisory Committee Meeting

The meeting was called to order at 6:45pm by Sally Thompson, Chair.

A. Introductions

B. Minutes of May 17, 2005 approved with time correction.

C. Public Comment - Sally Thompson opened the floor for public comment. There was none.

Old Business

D. Platt St. Bridge PD&E - Duke provided an overview of the status of the study. She reported concern that the existing 8’ wide sidewalks might be eliminated. A draft letter of concern is included in the packet for CAC review and approval to forward to the Hillsborough County MPO and City Council. Duke provided an overview of the three different scenarios being considers (Major Repair, Rehabilitation, Replacement) and other committee’s comments form previous meetings. A motion to forward the draft letter with the Chair’s approval was made by Tom Bryan, seconded by Sally Flynn. Motion passed.

Jan Washington, City of Tampa Transportation Division, Sidewalk Program Manager provided an overview of the City’s sidewalk program, which is citizen motivated/needs driven. She noted that only sidewalks requested by the public are considered. Requests for sidewalks should be made by petition form. Only petitions submitted by 10 people or more are evaluated. Locations submitted in petition form from neighborhood. Washington then evaluates how easily or difficult the sidewalk can be built and if they are cost effective and benefits of construction. Point system that identifies which sidewalks will be built. Petitions should include the location, name, address and phone number. She detailed the criteria utilized to determine sidewalk installation priorities. Sidewalk gaps are given a higher priority. If there is an existing sidewalk there, minus four points are provided. If proposed location is on a HART route, 1 point is assigned; fitness route 1 point; school route 5 points; park route 1 point. HART gives City $$ every year for sidewalks on their routes. High traffic volume streets are also considered. Collector roadways receive 1 point. ADA compliance is also considered. High accident areas go to top of the list.

She passed out a brochure on the City sidewalk program as well as sidewalk petition forms citizens should use to request sidewalk improvements. She described the point system. Discussion followed on the need to include trails as a criterion. Washington stated there is a category for parks and recreational facilities, and trails would be included in that category. Washington stated they couldn’t give points for trail connections, as it would take away from citizen requests. Much discussion occurred about how points are assigned. Duke recommended meeting with Washington regularly on trail/sidewalk issues.

Washington discussed the Bayshore Boulevard sidewalk improvements on the west side. There are engineering solutions to the Diplomat concerns. Continued discussions with property owners will occur. A sidewalk master plan is prepared annually in October. She described the in-lieu fee program that private developers may choose. Duke described issues where developers would choose the in-lieu fee along trail routes. This is not desirable from a trail perspective. Discussion followed on the Westshore Pedestrian Plan.

 

E. Bylaws & Procedures - Duke updated the CAC on proposed by-laws and procedures. She reported they are approved by Assistant City Attorney. She pointed out who is currently on mailing list vs. list of voting members. Duke asked for volunteers to work with her on matching up people. A discussion of verbiage in Master Plan that addresses committee followed. CAC members were asked to e-mail Duke which slot they feel they fit into on voting members.

 

F. Tampa Greenways & Trails Master Plan Map Amendment – Review Schedule, Concept map & Matrix – Duke referred to map and matrix in packet with updated segments. Duke reviewed and asked CAC members to review specifically to your neighborhood and get back with Duke on any recommended revisions. Duke noted the plan proposes removal of section around airport due to homeland security. Randy Stribling suggested putting blueways on list. Jill Buford would like copy of section south of Gandy Boulevard. The CAC reviewed the schedule of workshops. Committee felt three meetings in one week too much. Suggested changing CAC meeting to 27th and hold meeting on 12th to 20th. Dates decided include: 13th, Central; 15th, North; 19th, East; 20th, South; 27th, CAC Meeting.

G. Regional Trails Priority List – Duke referred to handout and described the ranking of projects for Hillsborough County thus far. Duke referred to the draft Regional Trails Priority List map. Duke informed the CAC of the CCC Multi-Use Trails Committee who is working on the prioritization list. Duke will keep the CAC posted as work on this ranking continues.

H. Downtown Transportation Vision Recommendations - Duke explained the status of this study and provided a copy of the recommendations to the CAC members.

I. FY 06/07 – FY10/11 MPO Staff TIP Funding Recommendations – Duke reported that the MPO has ranked the two South Tampa projects as one and two for funding in 2010 and 2011.

J. CMAQ Projects Evaporated Funding – Letter to MPO Board - Duke referred to handout of draft letter to MPO Board describing CAC concerns over loss of CMAQ dollars for the South Tampa Greenway and McKay Bay Bridge Connector. Motion made by Jill Buford to forward letter with Chair’s approval of text, seconded by Sally Flynn. Motion passed.

K. Veterans Expressway Widening PD&E - Duke reviewed the Veteran’s Expressway PD&E Study for expansion. They will make a trail connection study part of the study. Duke presented a draft letter to the Florida Turnpike Enterprise Authority requesting trail study being included in scope of work. Motion approved by consensus.

L. Trails Website Update - Duke explained staff is busy updating website. Sally Thompson requested CAC members be e-mailed proposed web site update for CAC comment.

New Business

M. Bayshore Boulevard Sidewalks – west side – This was discussed under item C.

N. Bruce B. Downs Boulevard Widening – Duke discussed the BB Downs Boulevard bike lane issue. Duke will email update on Hillsborough Greenways letter and the City will also draft letter of response this month.

O. Tampa Intermodal Center - Duke gave update on planning for the inter-modal center. We are encouraging them to make connections to Riverwalk and trail system. CAC requested a presentation from the consultant on this project.

Other Business

P. Duke presented the CAC with the selected color palette for trail public art.
