Field Traning and Evaluation Program Structure

The Field Training and Evaluation Program (FTEP) structure is intended to provide optimum utilization of training resources and personnel in a dynamic environment to provide:

  • A solid foundation for a law enforcement career with the Tampa Police Department.
  • Evaluation of each participant based on established guidelines to ensure training integrity and reliability.
  • An accurate and complete record of each participant's progress based on observed performance and testing.
  • Training based on individual need.

Upon employment, following completion of the basic 562 hours of training mandatory for State of Florida certification as a law enforcement officer, the probationary officer is assigned to the Patrol District. Probationary officer are temporarily assigned to a Patrol District FTEP squad. The probationary officer begins a training program consisting of five phases. The first four phases will be for a minimum of 22 training intervals, up to a maximum of 31 training intervals. 

When an officer with prior law enforcement experience is hired, the minimum amount of training may be reduced at the discretion of the Field Training Coordinator based on the recommendation of the affected FTO Supervisor to the Coordinator. The minimum training received will consist of three weeks of orientation and twelve training and evaluation intervals on an FTO Squad. 

The administrative responsibility for the first four phases of the FTEP is the responsibility of the FTEP Coordinator. The administrative responsibility for Holdover is the responsibility of the Department's Training Bureau in conjunction with the FTEP Coordinator. 

All training will be based on "training intervals" with the exception of Holdover, which will consist of 40-hour weeks. Training intervals consist of alternating cycles of four and three training days. A training day is 11.4 hours.

Holdover

The probationary officer is introduced to the expectations of the FTEP and the Department that will be necessary for the successful completion of the FTEP and probation. 

The first 6 cycles of Holdover consist of classroom orientation and scenario based training. This training will be conducted primarily by Field Training Officers and certified instructors. During the classroom orientation, the probationary officer receives instruction in policy and procedure unique to the Tampa Police Department. The Chief or his representative presents, explains and clarifies the Department Policies regarding Emergency Operation of the Police Vehicle and Pursuit Policy and the Deadly Force Policy. The Field Training Coordinator or a designee ensures the presentation, explanation and clarification of the Department Policies regarding Discriminatory Conduct, and Duties and Responsibilities of a Police Officer, Probationary Officer Policies of the FTEP, the use of the Chemical Agent, employee related Domestic Violence and the Holiday Bank Policy. This ensures each probationary officer receives proper and consistent instruction in these critical areas. Probationary officers sign-off the policies in the permanent Field Training Checklist to indicate understanding of the policies.

There may also be advanced training and evaluation in the areas of driving, firearms, defensive tactics and physical training.
