Major David Fairbanks Memorial AwardOfficer Pickett has completed his sixth year with the department and has been on the District One Quick Uniform Attack on Drugs Squad for over four years. As a member of the District One Q.U.A.D. squad he is responsible for the investigation and interdiction of street level narcotics.

 Officer Pickett’s knowledge, work ethic, and investigative ability have established him as one of the top producers of the department’s Q.U.A.D. squads. During this year, he made one hundred and forty-nine narcotic arrests. He organized and assisted in thirty buy-bust operations. He was the lead investigator, authored the affidavits, and executed five search warrants. One of those search warrants yielded over a half-kilogram (552 grams) of crack cocaine. 

Officer Pickett has an exceptional memory for names and faces that he uses to his advantage in his assignment. This expertise is invaluable during the many squad surveillance and buy-bust operations. This coupled with his tremendous work ethic makes his working knowledge of his assigned area unmatched.  Officer Pickett has a department wide reputation as the go to person when someone needs to be identified.  

Most recently, a patrol officer was knocked unconscious while arresting someone in North Boulevard Homes.  When the officer regained consciousness, he could provide no information on his attacker and did not know the identity of the person who escaped from him.  Officer Pickett was off duty but he contacted his confidential informant in North Boulevard Homes.  Within twenty minutes he provided the police department with the name of the person who attacked the officer and the person who escaped.  The injured officer picked the escapee out of a photo-pack and he was arrested the following day.

Officer Pickett’s enthusiasm does not stop with the arrest. He closely monitors all of his cases as they make their way through the judicial system. He has notified the DEA and worked with them on at least three of his investigations this year.  Two of those cases led to federal indictments and a life sentence in federal prison. Much of this effort is done on his own time and is a testament to his character and exceptional loyalty to his profession.
