Transportation Impact Fees

The City of Tampa Ordinance 9362A, passed in 1986, imposes an impact fee on land development in the city. Fees are based upon the type of development, the development capacity (i.e. increased square feet, number of students, etc.) or other traffic trip generation measure created by the development, and the district in which the development resides. Revenues are used to provide roadway improvements and related infrastructure necessitated by new development. 

The impact fee district map is categorized into six districts.  Three districts, including West Tampa, Ybor City, and East Tampa, are exempt from impact fees.

In the case of a change of use, redevelopment or modification of an existing use on a parcel which requires the issuance of a building permit, the impact fee shall be based upon the net increase in the impact fee for the new use as compared to the previous use on that parcel. The official shall be guided in this determination by the Institute of Transportation Engineers Trip Generation, An Information Report (third edition). If the parcel for which the fee is being calculated has a vacant building and is located in a local or National Historic District or is an individually designated landmark, the previous use to be used in the calculation shall be the last known most intensive use of the property.

As of October 20, 2010, Ordinance #2011-36, was passed approving a "No Transportation Impact Fee Zone," within East Tampa.  The "No Transportation Impact Fee Zone" expires on October 20, 2015.

As of October 20, 2010, Ordinance #2011-36, was passed approving a "No Transportation Impact Fee Zone," within West Tampa.  The "No Transportation Impact Fee Zone" expires on October 20, 2015.

As of October 20, 2010, Ordinance #2011-36, an ordinance was passed approving a "No Transportation Impact Fee Zone," within Ybor City.  The "No Transportation Impact Fee Zone" expires on October 20, 2015.
