The frequency and intensity of these disasters are increasing. In 1998 alone, Hurricanes Georges and Mitch were responsible for the death of over 7,000 people in Central America and destroyed billions of dollars worth of property in Central America and Florida. The city is continuing to invest in neighborhoods through an important pipeline improvement program, collectively known as the Utility Capital Improvement Projects (UCAP). The program started in early 2008 and includes major improvements to the city’s existing drinking water and wastewater pipelines, as well as the construction of a new water pipeline that will deliver drinking water to points throughout the city.
