The Department of Neighborhood Empowerment serves as a convenient single point of contact for citizens to access services from Business Tax, Community Affairs, Community Partnerships & Neighborhood Engagement, Mayors Neighborhood University & Landlord Training & Neighborhood Enhancement.  The department focuses  on strengthening neighborhoods by actively engaging citizens; consequently, empowering them in civic participation to make positive contributions to their communities.

  • Assure timely and effective code enforcement and efforts that promote voluntary compliance
  • To be recognized as a model clean city dedicated to the cleanliness and beautification through enforcement, education, public awareness campaigns, and public and private partnerships
  • Serve as the liaison between government and the community through direct contact, meetings and special events
  • Provide impartial unbiased investigations of discrimination complaints in the areas of housing, employment, and public accommodations. The Department has a Disability Rights Coordinator and investigates complaints of the City's Human Rights Ordinance.
  • Provide for the administration, issuance, and collection of business tax receipts, rental certificates, and foreclosure registrations
