News &amp; Public Notices https://www.tampa.gov/ en Tampa Police Arrest Two Teens Following Parking Lot Shooting https://www.tampa.gov/news/2024-03/tampa-police-arrest-two-teens-following-parking-lot-shooting-146371 <span class="field field--name-title field--type-string field--label-hidden">Tampa Police Arrest Two Teens Following Parking Lot Shooting</span> <span class="field field--name-uid field--type-entity-reference field--label-hidden"><span>Verliz W. </span></span> <span class="field field--name-created field--type-created field--label-hidden"><time datetime="2024-03-28T13:41:52-04:00" title="Thursday, March 28, 2024 - 01:41 pm" class="datetime">Thu, 03/28/2024 - 01:41 pm</time></span> <div class="clearfix text-formatted field field--name-body field--type-text-with-summary field--label-hidden field__item"><p>Incident Date/Time: March 27, 2024 at approximately 2:40 p.m.<br /> Incident Location: Westshore Plaza (250 Westshore Plaza)</p> <p>Tampa police detectives made quick arrests following a shooting in the parking garage of Westshore Plaza that left one injured.</p> <p>On March 27, 2024, Tampa Police officers arrested 16-year-old Tarivus Clemons (B/M 11/24/2007) and 16-year-old Armontae Wilson (B/M 09/16/2007) after a shooting related to a narcotic transaction in the mall’s parking garage. </p> <p>The investigation revealed that the victim arrived at the garage at 2:40 pm to meet with Clemons and Wilson. The two suspects approached the front passenger side of the car where the victim was seated and tried to rob him of marijuana. As the driver of the vehicle began to drive away, Clemons and Wilson both fired several rounds into the vehicle, striking the passenger twice. </p> <p>The victims fled the area before stopping at a nearby residence and calling 911. Officers responded to the residence and located the passenger who was taken to a local hospital with non-life-threatening injuries. The driver of the vehicle was not hurt.</p> <p>Detectives developed leads and, through investigative means, were able to positively identify Clemons and Wilson as the suspects. Within hours of the shooting, officers apprehended Clemons at his residence, located at 4438 W. Trilby Ave., and took him into custody without incident. Just before 10:00 pm, Wilson was located at his residence, 3719 Ohio Ave., and was also arrested without incident. The City of Tampa has launched its first interactive online tool where stakeholders can view the general economic environment of the region in real-time.</p> <p>Over the past decades, Tampa has experienced transformational changes and exponential population growth. The economy is expanding and diversifying thanks to the strong partnerships between the private and public sectors, including developers, hospital systems, universities, the Chambers of Commerce, the Economic Development Council, and other stakeholders. Each year thousands of new businesses are opening their doors and workers across industries are finding opportunities for career advancement. Continuously ranking high in all kinds of "best of" lists, including in the 2023 edition of TIME Magazine's World's Greatest Cities, Tampa is in the national and international spotlight.</p> <p>"From our strengths to our weaknesses -- that is what we want our new Economic Dashboard to show," said Mayor Jane Castor. With historic levels of investment from the City of Tampa and the Tampa Community Redevelopment Agency (CRA), more than $82 million in funding will be put toward making Tampa more affordable for renters and homeowners.<br />  <br /> Nearly 40 percent of Tampa residents are housing cost-burdened, meaning more than 30 percent of their monthly gross income goes toward paying for housing.<br />  <br /> The Tampa Housing Implementation Plan identifies the gap in Tampa’s housing supply, examines what steps have been taken to address the housing shortage, and lays out Tampa’s housing affordability and how to achieve them.<br />  <br /> As we better understand Tampa’s unique housing landscape, Tampa City Council has set forth five goals: expand temporary housing options, prioritize seniors and those with disabilities, ensure safe housing for low-income residents, leverage City resources to fill the gaps in funding, and stabilize neighborhoods vulnerable to displacement. These goals will be addressed through investing more money to support the creation of affordable places to live, as well as land use changes to support housing for all Tampa residents over the long-term.<br />  <br /> “If we do not act on today’s affordability challenges with a strong response, these issues will linger and intensify,” said Nicole Travis, the City of Tampa’s Administrator of Development and Economic Opportunity. “We want to continue to be the city that offers both an affordable lifestyle and exceptional economic opportunities. Upwards of 150,000 visitors are expected to attend the free two day-event taking place Friday and Saturday, March 29-30.</p> <p>Both MacDill AFB and the City of Tampa are encouraging visitors to ARRIVE EARLY to the base and be patient, as traffic is likely to back up quickly. Parking is also expected to fill up fast. Remember, gates open at 8 am.</p> <p>Be on the lookout for the numerous traffic control signs, detours, and law enforcement officers directing traffic near the base. Keep in mind, typical travel lanes may be adjusted to ensure order and security. Also, there will be no inbound traffic allowed on side streets near MacDill AFB. Drivers should avoid South Himes Avenue altogether because of a full road closure due to construction from West Bay Avenue to Interbay.</p> <p>Due to personnel and logistical issues, mass transportation for Tampa Bay Airfest 2024 will not be allowed.  MacDill AFB also discourages guests from using ride share services and recommends guests carpool using their own transportation. Pedestrian and bicycles are allowed, but bicycle riders must wear a helmet to ride on base. Bike riders may enter through any gate.</p> <p>Guests should be prepared for congestion and delays leaving the event as well.</p> <p><br /><strong>IF YOU GO:</strong></p> <ul><li>Vehicles coming from South Tampa and areas of East Tampa should utilize the Dale Mabry and MacDill Ave. gates.</li> <li>Vehicles coming from areas of West Tampa should utilize S. Westshore Blvd to Interbay to enter the Tanker Way gate (just east of Manhattan Ave.).</li> <li>Bayshore Gate is ONLY for DoD/military ID cardholders. Everyone in the vehicle entering through the Bayshore Gate must possess a military ID. If you try to bring someone without a military ID as a passenger, you will be turned around and directed to one of the other three gates.</li> <li>Full road closure on S. Himes Ave (from W. It brought approximately 1,300 attendees to the City of Tampa, with an Estimated Economic Impact of $2,952,856.</span></span></span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Aptos,sans-serif">About 50 volunteers from Society of St. Andrew in Orlando packed vegetables and fruits donated by the event and exhibitors to feed people in the Tampa community and beyond. Items such as oranges, pears, tomatoes, bell peppers, and more were donated.</span></span></span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Aptos,sans-serif">These donations benefited local families in need. Metropolitan Ministries, located in Tampa, helped pack the show, load the trucks, and then distribute over 12,000 pounds of food to those in need. </span></span></span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Aptos,sans-serif">Several other Florida organizations assisted in transporting these donations. His Compassion Food Bank, located in Ocala, provided two trucks to stay on location for several days to help keep the food cold and fresh and then distributed over 39,000 pounds of food to 19 areas of west and central Florida. Mack Farms in Lake Wales, Florida provided storage, transportation, and logistics. New Covenant United Methodist Church in The Villages picked up and distributed over 8,000 pounds of food. </span></span></span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Aptos,sans-serif">Move For Hunger, a national hunger relief non-profit organization, also donated a truck to transport 40,000 pounds of food to the show.</span></span></span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Aptos,sans-serif">The Tampa Convention Center is always looking for ways to give back to the Tampa community and help recycle items from events. To illustrate the difficulty in fully staffing the pools, although the City is on its best pace ever, it will need to bring in 43 more lifeguards over the next 41 days to reach its goal.</p> <p>"The Rookie School lets teenagers interested in being a lifeguard take the Lifeguard Pre-Test and know what they need to work on, if anything, to get their lifeguard certification," said Aquatics Team Supervisor Louis Campanello. Chipco St. Responding officers were informed that a male resident, later identified as 81-year-old Wallace Carter, was trapped inside unable to evacuate and that burglar bars were on the doors and windows of the home.</p> <p>Officer Travis Wilson, recognizing the situation was critical, quickly determined that specialized breaching tools, including a halogen and a ram, would be necessary to gain entry and save the resident. Officers arrived and forced entry into the residence.</p> <p>Despite heavy smoke engulfing the home, Mr. Carter was found lying incapacitated on the kitchen floor.  Working together, officers were able to get Mr. Carter to safety outside of the home. Following the safe evacuation, Tampa Fire Rescue arrived at the scene and successfully extinguished the fire, which originated on the stove. Her efforts earned her the District 1 Neighborhood Volunteer Award and led to the formation of the Armory Gardens Civic Association in 2014, boasting more than 300 members today. Under Sandra's leadership, Armory Gardens has seen remarkable improvements in quality of life and security, securing grants and nonprofit status.<br />  <br /> Additionally, Sandra played a pivotal role in the revitalization of Vila Brothers Park, advocating for funding and amenities alongside Martha Vila, a member of the Vila family. With sustainability at the core of all citywide operations, biosolids are treated and sent to EPA-approved sites where they are used for highly regulated agricultural purposes instead of being buried in landfills.<br />  <br /> Sludge transport is based on weight, and by nature, sludge is heavy due to its high water content. The technology within the new Sludge Dewatering Building is now able to remove more water and therefore lower transportation costs significantly. For example, it is projected the new facility will save $500,00 annually in operational cost savings.<br />  <br /> This $31.5 million project is just one of many made possible by Tampa's $2.9 billion PIPES (Progressive Infrastructure Plan to Ensure Sustainability) Program, launched in 2019 by the Castor administration, with the support of the Tampa City Council. PIPES establishes a schedule of gradual rate increases for water and wastewater services over a 20-year period, providing an additional funding source for these large-scale improvements. This comes after nearly 10 years without a utility rate increase in the City of Tampa.<br />  <br /> "PIPES is a once-in-a-generation program that will transform our 100-year-old water and wastewater infrastructure so it can continue to service more than 700,000 people, and counting,"<strong> said Mayor Jane Castor</strong>. "Since 2019 we have made great progress, but the journey is just beginning. These infrastructure investments are critical for the health of our communities and environment."<br />  <br /> Other PIPES projects under construction at the treatment facility include the rehabilitation of the Main Pumping Station (MPS) and High Purity Oxygen Reactors, with an estimated project cost of $92 million, and the rehabilitation of Digester No. 7, with an estimated project cost of $21.3 million. A key component of the MPS project includes removing the existing electrical control panels from the basement level and installing them 15 feet above ground.<br />  <br /> “Not only will these projects modernize our technology, they will also reduce the risks brought by storms,” said Wastewater Director Eric Weiss. “The plant is 10 feet above sea level and surrounded by water on three sides. Kennedy Blvd. and N. MacDill Ave. Officers with the Tampa Police Aviation Unit observed a group of subjects lighting a fire in the intersection as a green Ford Mustang engaged in reckless driving, doing donuts, and impeding traffic in the blocked intersection.</p> <p>Patrol officers on the ground attempted to conduct a traffic stop on the Mustang, but the driver fled northbound. The officers did not engage in a pursuit. The vehicle was monitored by the officers in the Tampa Police helicopter, who provided real-time updates to officers on the ground. The Mustang eventually came to a stop at the 7-Eleven, located at 4320 N. MacDill Ave., where officers were able to safely apprehend both the driver and passenger of the vehicle and take them into custody.</p> <p><em>"The reckless behavior of those involved in this type of activity is completely unacceptable," </em><strong>said Chief Lee Bercaw. </strong><em>"This type of street takeover not only puts participants at risk but also creates a dangerous situation for innocent motorists and pedestrians in our community. It should be clear that those who choose to engage in such reckless driving will be arrested, and their vehicles will be impounded."</em></p> <p>24-year-old Anwar Yasser Awdi was charged with Unlawful Racing on a Highway and Fleeing to Elude an Officer.</p> <p>19-year-old Jawad Yasser Awdi was charged with Unlawful Racing on a Highway.</p> <p>The Mustang was impounded.</p> <p>This remains an active investigation as detectives work to identify others involved in this illegal activity. In January 2023, the city hit a record with approximately 3.7 million tons of recyclables collected in one month. </p> <p>Though the first step should always be to either reduce consumption or reuse items, recycling should come next, if possible. Not only does it save natural resources and divert items from landfills and incinerators, it creates hundreds of thousands of jobs across the country. </p> <p>"We recognize the importance of recycling and even more so, recycling right. Residents can and do make a difference when they recycle right and I want to appreciate them on this day," <strong>said Larry Washington</strong>, Director of Tampa's Solid Waste Department. "We need their participation to keep the program running successfully."</p> <p>All recyclables collected within the city are sent to the current recycling contractor, Waste Management, for processing. There the recyclables begin their journey. </p> <p>Before residents recycle they are encouraged to prepare their recyclables by doing the following: </p> <p><strong>Prep your recyclables</strong></p> <ul><li>Larger than the size of your fist.</li> <li>Rinsed, empty, and/or dry as appropriate.</li> <li>Only refer to the accepted items listed and do not use the plastic resin number as a guide for recycling. Not all items marketed as recyclable are accepted locally.</li> </ul><p><strong>Take your recyclables to the cart</strong></p> <ul><li>All items must be free and loose (not bagged). Bagged material will not be recycled. </li> <li>Do not jam in boxes as they can get stuck and prevent the proper collection of materials.</li> <li>Ensure your cart lid is down to prevent items from getting wet.</li> </ul><p><strong>Set your cart out for service</strong></p> <ul><li>Unlike garbage, your recycling cart can wait to be full before being placed at the curb for collection service. </li> <li>Place the cart at the curb with a 3-foot clearance on all sides the night before your designated pickup day, or before 6 a.m. on your pickup day. </li> <li>The cart must be removed from the curb by the end of the service day.</li> </ul><p>Information on what can be recycled in the area can be found at<a href="http://www.tampabayrecycles.org/"> tampabayrecycles.org</a>. The Florida State Thespian Festival is happening March 13-16 at the Tampa Convention Center and is expected to bring 7,600 attendees to the City of Tampa. The Molten Florida Pre-Qualifier volleyball tournament is going on March 15-17 and is expected to draw about 4,000 athletes and spectators.</span></span></span></p> <p style="margin-bottom:11px"><span style="font-size:11pt"><span style="line-height:107%"><span style="font-family:Aptos,sans-serif">Drivers should anticipate additional traffic volume in Downtown Tampa near the Tampa Convention Center on these dates.
