Captain Samuel J. Carter, age 36, was in charge of the department on May 29, 1905, while Police Chief J. S. Jones vacationed in Washington. He responded to the Seminole Heights home of Mabel Dennis at about 9:00 p.m.

After Ms. Dennis told Captain Carter that her stepfather, Phiander Knapp, was hunting her down with a gun, the two went looking for him behind Hillsborough High School, then on Franklin Street. Knapp, hiding behind bushes, jumped out and shot Carter from 10 feet away.

Captain Carter was taken to a neighbor's house, then moved to his home at 1902 Taliaferro Avenue, where he died three days later. Knapp was arrested two hours after the shooting.
