NOTICE OF PUBLIC HEARING

The City Council of the City of Tampa, Florida (the "Issuer"), shall cause a public hearing to be held by an attorney of Bryant Miller Olive P.A. ("BMO"), as appointed hearing officer on behalf of the Issuer, to hear public comments regarding its proposed issuance of the City of Tampa, Florida Refunding and/or Capital Improvement Cigarette Tax Allocation Bonds (H. Lee Moffitt Cancer Center Project), Series 2020A (the "Series 2020A Bonds"), in one or more series of taxable bonds and/or tax-exempt bonds pursuant to a plan of finance, in an original aggregate principal amount not to exceed $300,000,000 on behalf of H. Lee Moffitt Cancer Center and Research Institute, Inc. (the "Institute") and its proposed issuance of its Hospital Revenue Bonds (H. Lee Moffitt Cancer Center Project), Series 2020B (the "Series 2020B Bonds", and collectively with the Series 2020A Bonds, the "Series 2020 Bonds"), in one or more series of tax-exempt bonds pursuant to a plan of finance, in an original aggregate principal amount not to exceed $315,000,000 on behalf of the Institute and H. Lee Moffitt Cancer Center and Research Institute Hospital, Inc. (the "Hospital" and together with the Institute, collectively, the "Borrower"), on June 1, 2020, commencing at 10:00 a.m., or as soon thereafter as practicable, in the Vincent A. Stabile Research Building, Trustees Conference Room, H. Lee Moffitt Cancer Center and Research Institute, 12902 USF Magnolia Drive, Tampa, Florida 33612, in order to satisfy certain of the requirements of Section 147(f) of the Internal Revenue Code of 1986, as amended.  Anyone unable to attend in person but who wishes to participate may call in toll-free with the following number and passcode: 1(844)216-4999; Passcode 43907617

The Series 2020 Bonds are being issued for the primary purposes of (i) financing or refinancing, including through reimbursement, the acquisition, construction, equipping, furnishing and improvement of various medical and research facilities capital projects including (a) a hospital expansion project with associated facilities and infrastructure support, and (b) various facilities, infrastructure support, equipment, furnishings, backfill and refurbishment projects (collectively, the "2020 Projects"); and (ii) refunding all or a portion of the (a) $132,310,000 original principal amount of City of Tampa, Florida Refunding and Capital Improvement Cigarette Tax Allocation Bonds (H. Lee Moffitt Cancer Center Project), Series 2012A (the “Series 2012A Bonds”), and (b) $51,885,000 original principal amount of City of Tampa, Florida Capital Improvement Cigarette Tax Allocation Bonds (H. Lee Moffitt Cancer Center Project), Series 2016A (the "Series 2016A Bonds" and together with the Series 2012A Bonds, together, the "Refunded Bonds").  The Refunded Bonds were each issued for the purposes of financing or refinancing the acquisition, construction, equipping, furnishing and/or improvement of various medical and research facilities capital projects (the "Refinanced Projects").  The 2020 Projects and the Refinanced Projects (collectively, the "Projects") are each located or to be located on the various campus locations of the Borrower that are entirely within the corporate limits of the City of Tampa, Florida.  The Projects are or will be owned and operated by the Institute and/or the Hospital.

The Projects are, or will be, used in an integrated operation of the Borrower and constructed on property located on (a) the Magnolia Campus of the Borrower with a primary address of 12902 Magnolia Drive, Tampa, Florida 33612 and including adjacent and proximate facilities located at 13131 Magnolia Drive, Tampa, Florida 33612 (collectively, the "Magnolia Campus") and (b) the McKinley Campus of the Borrower with a primary address on the east side of North McKinley Drive of 10901 N. McKinley Drive, Tampa, Florida 33612 and including adjacent and proximate facilities on the west side of North McKinley Drive with primary addresses of 10902, 10910 and 10920 N. McKinley Drive, Tampa, Florida 33612 (collectively, the "McKinley Campus").

The hearing is being held for the purpose of affording all interested persons an opportunity to express their views, both orally and in writing, on the proposed issuance of the Series 2020 Bonds and the nature and location of the Projects.

THE SERIES 2020 BONDS WILL NOT CONSTITUTE AN INDEBTEDNESS OF THE CITY OF TAMPA, FLORIDA, THE STATE OF FLORIDA OR ANY POLITICAL SUBDIVISION THEREOF, but will be payable solely from the revenues derived from the Borrower's operations and other revenues and funds of the Borrower pledged to the payment of the Series 2020 Bonds.

NOTICE – Change of Location

Dates:        Tuesday, June 30, 2020 at 9:00 A.M.

Location:   Tampa Convention Center - 333 S Franklin Street     

                    Meeting Rooms 14-17, 1st Floor - Tampa, Florida, 33602

                    (Access Channel Entrance Only)

Note: Because of the COVID-19 State of Emergency, the BLC

public hearings will be held at the Tampa Convention Center

in order to allow Commission members, applicants, city staff,

and interested members of the public to observe appropriate

social distancing measures, which require a minimum of 6 feet

between individuals.

 

Members of the public who do not wish to appear in person,

due to COVID-19 or otherwise, may submit written comments

by mail to the Architectural Review & Historic Preservation Offices,

4900 W. Lemon Street, Tampa, FL 33609, or by email

to Beverly.Jewesak@tampagov.net.  All written comments must be

received, no later than 24 hours prior to the scheduled meeting

in order to be distributed to the Commission members and be

included in the official record of the meeting. To check the status

of the public hearing regarding postponement or cancellation,

please contact Beverly Jewesak at (813) 274-7706 a minimum

of two (2) days prior to the public hearing date.
