Clients should have a reasonable expectation as to the time required by the City to complete the permit or entitlement review process. Processing times should be predictable and the timeliness of the process allows the client to plan their financing, construction, or development plans accordingly, which is critical to the success of the construction and development community.


The total number of building permits issued is a good indicator of overall Departmental workload and consequently, how well the local construction and development economy is doing at any point in time. By monitoring these statistics, it can be determined whether the local economy is growing or shrinking and whether the construction and development sector is trending up or down over any specific period of time.

The City’s local economy is greatly influenced by the quantity and trends of construction and development activity over a period of time. The building permit value when considered with other factors is a good barometer for how the local economy is doing at any point in time and what can be reasonably be expected in property values/taxes in the near future.


All New Building Permits

Since the implementation of our new City web portal in January, the total number of new building permit applications (includes all building related applications and not just permits submitted online has increased by 22% which has assisted our customers by allowing them to submit applications at any time and not requiring them to come to our office to conduct business.  Over time as more applications are submitted online and as staff becomes more proficient with the new software, overall processing times will decrease.

Since the implementation of our new City web portal in January we have not only met the goal of 33%  of all new building permits being submitted online vs in person but in the month of April had online submissions of 63%.


Residential New Building Permits

Since the implementation of our new City web portal in January, the total number of new residential building permit applications submitted online has steadily increased which has assisted our customers by allowing them to submit applications at any time and not requiring them to come to our office to conduct business.  Over time as more applications are submitted online and as staff becomes more proficient with the new software, overall processing times will decrease.

Customers are submitting residential Building applications online at a steady rate since the new tool has been implemented.  The goal has been met each month at 34% in January and over 57% since.  Customers enjoy using the City web portal because it is readily available after normal business hours and on weekends, and it is easy to use allowing them to submit and pay for their applications by credit card.


Commercial New Building Permits

Since the implementation of our new City web portal in January, the total number of new commercial building permit applications submitted online has steadily increased which has assisted our customers by allowing them to submit applications at any time and not requiring them to come to our office to conduct business.  Over time as more applications are submitted online and as staff becomes more proficient with the new software, overall processing times will decrease.

A greater number of commercial customers are first time users and are simply not familiar with the advantages and convenience of our new services. Planning and Development is striving to better market and make our commercial customers aware of these new services to increase the percentage of submission of applications online vs in the office.   


Plan Reviews

A Plan Review is the analysis of the submitted construction plans and drawings for compliance with the Florida Building Codes and Florida Prevention Code along with local land use and engineering standards.  Plans are thoroughly analyzed for adherence to State and local construction standards as well as codes regarding the following provisions:

  • Structural Integrity
  • Accessibility
  • Fire resistance
  • Fire/Life Safety
  • Electrical/Mechanical/Plumbing System Safety
  • Zoning
  • Stormwater draining
  • Transportation
  • Tree/landscaping

Building alterations, renovations or remodels include changes to the interior or exterior of a building that do not increase the square footage or footprint or the building iteself.  Examples include:  Converting a garage to a bedroom, rearranging intereior walls along with replacing windows and doors, utilizing existing space to add a bathroom to the interrior of a building, etc.  A Plan Review is the analysis of the submitted construction plans and drawings for the compliance with the Florida Building Codes and Florida Prevention Code along with the local land use and engineering standards.  City of Tampa customers should have a reasonable expectation as to the time required to complete the permit or entitlement-delete review processs.  The goal for Residential Permit processing is 10 buiness days and the goal for Commercial processing is 15 business days.

Residential Building Alterations Plan Reviews

It is important that building alteration permit processing be predictable and reliable, and that turnaround times be consistent.  By maintaining plan review turnaround times, customers can plan and meet their financing, construction or development plans.  The City of Tampas goal is to have residential alteration permits returned to the customers within 10 business days and they are currently being returned within an average of 2 days.

Commercial Building Alterations Plan Reviews

We are consistently meeting our goal of 15 business day turnaround with an average review time of 8 days in May.  The quicker Planning and Development can turn plans around, the quicker our commercial customer then can plan and meet their financing, construction or development plans improving the overall state of the construction market and local economy for all citizen’s, employee’s and visitors to our beautiful city.

New construction is the building of a structure on a site in which a structure does not already exist, such as the construction of a new home or commercial facility on an empty lot.  New Construction permits also include "addition" construction projects of a commercial building or residential building, these "Additions" include changes to an existing structure which increase the original footprint or square footage of a building.  The Plan Review is the analysis of the submitted construction plans and drawings for compliance with the Florida Building Codes and Florida Prevention Code along with local land use and engineering standards.  City of Tampa customers should have a reasonable expectation as to the time required to complete the permit or entitlement review-deleted process.  The goal for Residential Permit processing is 10 business days and the goal for Commercial processing is 15 business days.

Commercial New Construction Plan Reviews

We are consistently meeting our goal of 15 business days with an average review time of 6 days in May.  The quicker Planning and Development can turn plans around, the quicker our commercial customer then can plan and meet their financing, construction or development plans improving the overall state of the construction market and local economy.   This will attract new citizens, employees and visitors to our beautiful city.

* During the months of December 2015 and March 2016, certain specialty reviews for natural resources and urban design took longer on the larger more complex commercial new construction projects. 

While the summer months are typically a little busier in the City of Tampa it is not a dramatic difference like it is in the colder climates. The trend and total number of commercial new construction plans reviewed is indicative of the total number of permits issued and inspections performed by staff, thus representing the overall state of the construction market and local economy. 


Our new City web portal allows all payments to be made online increasing staff productivity by decreasing the amount of payments staff is responsible for inputting.  The option to pay online also benefits the customers by allowing them to make payments at their convenience and save time by avoiding a trip to our office.


There were 3,419 right of way permits received last year. The number of permits will vary each year depending upon the economy and development activities. Permits are issued to protect the traveling public, coordinate work activities within the right of way and to ensure restoration of City roadways and infrastructure.
