Buckhorn Appoints Mike Herr as Administrator of Public Works and Utility Services

Mayor Bob Buckhorn announced today the appointment of Robert Michael Herr as Administrator of Public Works and Utility Services. Currently, Herr is the President of ECON, a civil engineering firm based in Lakeland.

"Mike brings a wealth of regional knowledge about public works and utility services to the position as well as a new perspective, having worked many years for local government and, now, at a private engineering firm. For many residents, their only interaction with City Hall is paying a utility bill or having trash picked up, and Mike has a laser-like focus on streamlining processes to make services more efficient and accessible for residents," said Mayor Bob Buckhorn.

Herr brings more than 35 years of experience, including seven years as Polk County Administrator, where he oversaw a $1.2 billion budget and an organization of more than 2,000 employees. As Administrator, Herr implemented one-stop permitting and streamlined their development review process. He also overhauled processes to ensure greater efficiency and a reduction in cost. Prior to that role, Herr served as Director of Transportation of Polk County and Director of Public Works of Lakeland, Florida.

Herr holds a Bachelor’s degree in Social Studies from Indiana State University.

The Administrator of Public Works and Utility Services reports directly to the Mayor, and oversees the departments of Solid Waste, Water, Wastewater, Public Works, and Contract Administration. Herr replaces Steve Daignault, who retired in February.

Herr’s starting salary will be $153,000. A start date has yet to be determined. He will serve in an interim capacity until he can establish residency within the City of Tampa at which time his nomination will go before Tampa City Council for confirmation.
