Chief Castor and Her Executive Staff Name a new Assistant Chief and Major

Assistant Chief John Newman and Major Brian Dugan will start their new positions effective Apil 29, 2012


John Newman will serve as the Assistant Chief of Investigations and Support effective April 29, 2012. Chief Newman spent the last two years as the Commander of District II where his team exposed citywide tax fraud and launched a local investigation into a national epidemic. He also led a major investigation that helped dismantle the Drak Gang and sent seventeen gang members to jail. During his time in District II, his officers achieved the department’s highest arrest rate of felons. The 26-year-veteran will now utilize his expertise to help the department in its final preparations of the Republican National Convention.

Chief Newman has served in Patrol, QUAD, Narcotics, Criminal Intelligence Bureau, Legal and Internal Affairs. He worked five years as an undercover detective in the Narcotics Unit. For the last 20 years, he has been on the Honor Guard as a Bugler and also served six years on the Tactical Response Team.

Newman is from Brick, NJ. He holds a Bachelor of Arts in Criminal Justice and a Master of American Studies degree from the University of South Florida. He and his wife Dawn, of 25-years, have two daughters, Ashtin and Rebecca, who attend the University of South Florida.


Brian Dugan will serve as the Major over District II where he will continue to play a critical role in the planning for the Republican National Convention. During his 21-year career, Dugan spent several years in the North Tampa District that encompasses Sulphur Springs, Seminole Heights and New Tampa. He has also worked in the Criminal Intelligence Bureau, Street Anti Crime Unit, Quick Uniform Attack on Drugs Squad (QUAD), Internal Affairs Bureau, Mayor’s Security Detail and as a Field Training Officer.

The newly appointed Major earned a Bachelor of Science in Criminal Justice from West Liberty University and a Master of Public Administration degree from Troy State University. He is a graduate of the prestigious Southern Police Institute’s Command Officers’ Course. Brian Dugan is married with two children, Ashlyn and Justin.
