Tampa Homicide Suspect Captured in Georgia

ARREST DATE/TIME:       November 9, 2016 at 5:15 a.m.

ARREST LOCATION:         1275 Powers Ferry Road SE, Marietta, Georgia

SUSPECT:             Jovan Q. Huggins, DOB: 9/5/1993, at large

VICTIM:                                Latoya Smith, DOB: 8/12/1984, 1706 West Arch Street


The suspect involved in the October 20 murder of Latoya Smith is now behind bars.  Cobb County deputies in Georgia responded to a vagrant call on November 9 near an exercise gym at 1275 Powers Ferry Road SE.  The deputies found Huggins sleeping outside of the business.  They identified him and took him into custody based on the active warrant for his arrest.  A Tampa Police Homicide detective traveled to Georgia to interview Huggins about the murder case.  Huggins is currently in a Cobb County jail awaiting extradition back to Hillsborough County where he will face charges for the shooting death of Latoya Smith.

On October 20, 2016 Latoya Smith, a mother of three children, was located in the roadway at 2110 West Flora Street, suffering from a fatal head injury. She was transported to the hospital, where she was pronounced deceased.  A black Dodge Charger, which was registered to Latoya Smith, was involved in a hit and run crash near Cass Street and Willow Avenue shortly after she was found.  A black male wearing a red shirt and black shorts was seen running from the Charger.

Witnesses were able to establish that the Latoya Smith had been with her new boyfriend, Jovan Huggins, a short time prior to her being located in the roadway on West Flora Street. At the time, Huggins was wearing a red shirt and black shorts.
