All Development Services functions are operational unless specifically noted from time to time. This includes plan review, permitting, application processing, inspections, and all other services. Most services are available by phone or e-mail during business hours or 24x7 online via Accela.

Please note that as local, state, and national COVID-19 protection requirements change frequently, we may need to update our procedures accordingly. We will notify of any updates as soon as possible.

For the protection of our staff and clients, the Service Center at 1400 N. Blvd is closed to the public until further notice.

You may continue to mail payments and other documents* to the Service Center using U.S. Post Office, Fed Ex, UPS, and other commercially-recognized mail services. Unfortunately, the service center is temporarily closed to the public so we cannot accept drop-offs.

When mailing something, please indicate the recipient name and, when applicable, the City Project Number and property address.

*Examples of documents that may be mailed include: Notices of Commencement, Insurance Certificates, License Registrations, State Alcohol Forms, general mail, etc. Please Note: This does not include construction drawings for plan review.

You can upload plans via the Accela system electronically at any time. If you need assistance you can reach us at 813-274-3100 from Monday – Friday between 8am - 4:30 pm for help. If you are unable to digitally upload documents or plans, please contact us and we will work with you to find an alternative method.

You may call or e-mail your plan reviewer directly to discuss and resolve objections. Most plan reviewers are teleworking remotely. If they do not answer immediately, they will call you back same day or next. If you are not sure who your plan reviewer is, please contact us at 813-274-3100 during our normal business hours (8:00 am – 4:30 pm, Monday thru Friday).

During the Hillsborough County ‘Safer at Home’ period which began Friday, March 27, the City will continue to conduct inspections to meet project demands. The safety of our staff and our clients is a priority, therefore, because of ‘social separation’ requirements, many inspections will be done virtually (e.g., by video, digital image, or signed affidavit of compliance). We will work with you to adapt digital and electronic means to conduct site inspections where appropriate and necessary.

Note that if applicable, a project owner can opt to retain a private provider to conduct inspections and the City will waive the required notice period during the COVID-19 crisis.

Major construction projects that have a high number of workers should implement stricter safety standards to combat the spread of COVID-19. Some practical measures include the following:

  • No visitors on the jobsite
  • Job site trailer capacity should be maxed at 50%
  • All individuals on the job site must be separated by more than 6 feet; if a task requires individuals to be closer than 6 ft, that task should be delayed.
  • Gloves should be worn at all times
  • All sites should have hand wash/sanitizer stations throughout site
  • Safety information should be prominently posted in dual languages
  • Medical Professional inspection/spot checking protocols will be implemented*

*The City is working on establishing a protocol for this safety measure and will post additional information shortly.

 

While we are unable to accommodate in-person meetings at this time, we can offer meetings via GoToMeeting or other digital methods. Please call our main number 813-274-3100 to inquire about scheduling.

Applicants will receive an email from City staff to advise when the signs are ready for pick up. The facility is closed to the public, so staff will bring the sign(s) to the front door for a no-contact distribution in a manner that protects all parties from risk of exposure to COVID-19. Detailed instructions will be included in the email to each applicant.

In person consultations are temporarily suspended. Staff continues to provide client support via phone, e-mail, and GoToMeetings.

What You Can Do

This virus has the potential to spread rapidly, but there are measures anybody can take to help protect themselves. The best ways to avoid this illness are the same measures taken against the common cold and flu. Wash your hands often and use alcohol-based hand sanitizer, especially after touching shared surfaces. Stay away from individuals who are sick, and stay home if you are sick. Follow social distance guidelines and restrictions.
